Deputy Foreign Minister Le Thi Thu Hang visits Azerbaijan and co-chairs Political Consultation

Azerbaijani Foreign Minister J. Bayramov affirmed that Azerbaijan is ready to promote cooperation between the two countries, aiming to upgrade relations in the coming time.

At the invitation of the Ministry of Foreign Affairs of Azerbaijan, Deputy Foreign Minister Le Thi Thu Hang visited Azerbaijan from April 20-22 and conducted political consultations.

On the morning of April 21, Deputy Minister Le Thi Thu Hang and Azerbaijani Deputy Foreign Minister E. Mammadov chaired the Political Consultation.

In a friendly and open atmosphere, the two sides reviewed and agreed on the content, plan and program of high-level delegation exchanges, assessed the results of implementing agreements reached by the two countries' leaders in recent times, exchanged opinions on the current situation and measures to promote bilateral relations, as well as on international and regional issues of mutual concern.

Deputy Minister Le Thi Thu Hang and Azerbaijani Deputy Foreign Minister E. Mammadov agreed that the good traditional friendship between the two countries had developed for many decades before the two countries established official diplomatic relations in 1992, including the particularly important visit of President Ho Chi Minh to Azerbaijan in 1959, which laid the foundation for bilateral relations.

In the early 1980s, General Secretary Le Duan visited Azerbaijan; Azerbaijani leader Geydar Alyev also visited Vietnam at that time in his capacity as First Vice Chairman of the Soviet Council of Ministers.

The two sides maintain the exchange of many delegations through all Party, State, and National Assembly channels between ministries, sectors, and localities, thereby contributing to strengthening political trust between the two countries.

Deputy Minister Le Thi Thu Hang suggested that Azerbaijan create more favorable conditions for businesses of the two countries to increase connections, contacts and information exchange, and expand investment and business opportunities for each side.

Reviewing the great achievements in bilateral relations in recent times, the two Deputy Ministers agreed that it is necessary to continue to maintain delegation exchanges and regular contacts at all levels, especially high levels, and through many channels and fields, creating the foundation and driving force to promote other areas of cooperation to develop strongly and sustainably.

In that spirit, the two Deputy Ministers reviewed the work of building and implementing foreign affairs activities between the two countries' senior leaders in the past and in the coming time, affirming that the two Foreign Ministries will make maximum efforts and closely coordinate to carefully prepare and successfully organize visits and activities of senior leaders, and will coordinate and promote the ministries, branches and agencies of the two countries to effectively implement the commitments and agreements reached between the two countries' leaders, towards a period of rapid, strong and substantial development of bilateral relations, for the benefit of the people of the two countries, for peace, stability, cooperation and development in the region and the world.

The two sides informed each other about the socio-economic situation and foreign affairs activities. Noting the positive growth of bilateral goods exchange, Deputy Minister Le Thi Thu Hang and Azerbaijani Deputy Minister E. Mammadov said that the current turnover is still very modest compared to the potential and strengths of the two countries, not really stable and not meeting the expectations of both sides. The two countries still have a lot of room to promote economic cooperation, especially in complementary fields such as energy, mining, agriculture, etc.

Deputy Minister Le Thi Thu Hang suggested that Azerbaijan create more favorable conditions for businesses of the two countries to increase connections, contacts and information exchange, expand investment and business opportunities for each side, and open the door for goods from one country to penetrate the other country's market and the regional market.

Deputy Minister E. Mammadov shared Azerbaijan's strengths in the fields of energy and transportation, and expressed his willingness to cooperate with Vietnam and expressed his wish that the two sides consider expanding cooperation to areas where both sides have strengths and potential.

Accordingly, Vietnam and Azerbaijan have great potential for cooperation in the fields of defense - security, science - technology, innovation, creativity, culture, sports, tourism, etc.

Regarding education and training cooperation, the two sides said that Vietnam and Azerbaijan have had a lot of experience in cooperation with more than 5,000 Vietnamese students having been trained in Azerbaijan, so the two countries need to promote tradition, strengthen cooperation in this field, especially in exchanging students, lecturers, and training cadres in areas of both sides' needs and strengths so that the young generation of the two countries can continue to play the role of a bridge, connecting the two peoples, the two countries and the two economies.

Regarding cooperation between the two Ministries of Foreign Affairs, the two Deputy Ministers agreed to maintain regular political consultation mechanisms and contacts between the leaders of the two Ministries of Foreign Affairs to promote the coordinating role and promote relations between Vietnam and Azerbaijan in general, as well as between ministries, sectors and localities of the two countries in particular. The two sides agreed to continue to closely coordinate at multilateral forums, especially at United Nations organizations.

Discussing the situation and sharing views on international and regional issues of mutual concern, the two sides emphasized the importance of maintaining peace, stability, and security, including maritime security, supporting the settlement of disputes by peaceful means, and complying with international law, especially the United Nations Convention on the Law of the Sea (UNCLOS 1982).

The two sides affirmed the importance of complying with the United Nations Charter, including respect for sovereignty and territorial integrity, not using or threatening to use force, and peacefully resolving disputes on the basis of international law.

On the same day, Deputy Minister Le Thi Thu Hang met with Azerbaijani Foreign Minister J. Bayramov. The Azerbaijani Foreign Minister highly appreciated Vietnam's role and position in the region; expressed admiration for Vietnam's development achievements in recent times and affirmed that Azerbaijan is ready to promote cooperation between the two countries towards upgrading relations in the coming time.

Azerbaijani Foreign Minister J. Bayramov highly appreciated the results of the Political Consultation, demonstrating that Vietnam attaches importance to the relationship between the two countries in general and the two Foreign Ministries in particular.

Emphasizing that Azerbaijan welcomes the exchange of delegations between the two countries' senior leaders in the coming time, Minister J. Bayramov affirmed that the Azerbaijani Ministry of Foreign Affairs will do its best to coordinate in promoting bilateral relations and carefully prepare for high-level visits.

Acknowledging the positive assessments of the Azerbaijani Foreign Minister about Vietnam as well as on the basis of the friendship and multifaceted cooperation between the two countries, Deputy Minister Le Thi Thu Hang affirmed that she will actively exchange information and closely coordinate with relevant agencies of Vietnam to promote the implementation of commitments and agreements reached between the two countries' senior leaders as well as study Azerbaijan's proposals on cooperation in the coming time in the context of Vietnam entering a new era with the goal of comprehensive development and strategic breakthroughs.

Deputy Minister Le Thi Thu Hang highly appreciated Azerbaijan's role and active contributions in international mechanisms such as the United Nations and the Non-Aligned Movement and asked Azerbaijan to support the views of Vietnam and ASEAN on the East Sea issue, resolving disputes by peaceful means, without using force or threatening to use force, with the participation of relevant parties and welcomed efforts to draft and soon adopt the Code of Conduct of Parties in the East Sea (COC).

On this occasion, Deputy Minister Le Thi Thu Hang conveyed the greetings of Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son to Minister of Foreign Affairs J. Bayramov. Minister J. Bayramov respectfully thanked and asked the Deputy Minister to convey his greetings and hoped to meet Deputy Prime Minister and Minister Bui Thanh Son soon.
