Promoting the role of political nucleus, improving the effectiveness of organizational and personnel work of the Ministry of Foreign Affairs in the new situation

Alternate member of the Party Central Committee, Deputy Secretary of the Party Committee of the Ministry, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu attended the Party Congress of the Department of Organization and Personnel, term 2025-2027.

Attending the Congress were comrade Nguyen Minh Vu, alternate member of the Party Central Committee, Deputy Secretary of the Party Committee of the Ministry, Permanent Deputy Minister of Foreign Affairs ; comrade Nguyen Dac Thanh, Deputy Secretary of the Party Committee of the Ministry, Chief of the Office of the Party Committee - Mass Organizations and comrades representing Party cells of units under the Ministry.

Here, Permanent Deputy Minister Nguyen Minh Vu acknowledged the results of the 2022-2025 term and the political core role of the Party Cell of the Department of Organization and Personnel, as well as the close coordination with the Department's leaders in comprehensive leadership of ideology and organization; effectively implementing key political work, especially advising on organization and personnel, increasingly proactively, promptly and qualitatively, contributing positively to Party building, protecting internal politics and perfecting the apparatus of the Ministry of Foreign Affairs.

Alternate member of the Party Central Committee, Deputy Secretary of the Party Committee of the Ministry, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu delivered a speech directing the Congress.

The Deputy Minister pointed out the development space that the Party Cell needs to exploit in the context of the international and regional situation continuing to fluctuate and the need for innovation in the new development stage of the country and suggested that the Party Cell focus on 5 key tasks:

Firstly, improve the quality of strategic advisory work on personnel organization, Party building and internal political protection; effectively implement the arrangement of the apparatus according to Resolution 18.

Second, innovate the content and form of Party cell activities in a practical and effective direction, associated with improving the leadership capacity and fighting strength of the Party organization.

Third, improve the quality of planning and personnel management work, ensuring scientific, democratic and professional standards; strengthen inspection, supervision and strictly handle violations.

Fourth, build strong trade union and youth union organizations, promote the role of a bridge between the Party Committee and the masses.

Fifth, promote the application of information technology and digital transformation in organizational management, personnel and party work.

Assessing the 2022-2025 term, comrade Nguyen Minh Vu acknowledged that the Party Cell's Party Committee has promoted its role as a political nucleus, its organizational and personnel advisory work has been increasingly proactive, timely, and of improved quality, making important contributions to Party building, internal political protection, and organizational and apparatus consolidation of the Ministry of Foreign Affairs.

Taking place in the context of the whole Party promoting the implementation of the Resolution of the 13th National Congress, continuing to build and rectify the Party, in which organizational and personnel work is one of the three strategic breakthroughs, comrade Nguyen Viet Anh, Party Cell Secretary, Director of the Department of Organization and Personnel, said that the Congress focused on summarizing the work of the 2022-2025 term, reviewing the leadership and direction of the Party Cell, discussing the directions and tasks of the new term and contributing opinions to the draft documents submitted to the 29th Congress of the Ministry of Foreign Affairs Party Committee and the 14th National Party Congress.

Regarding personnel work, the Party Cell strictly implemented the process of introducing the Party Cell, Secretary, Deputy Secretary for the 2025-2027 term and delegates to the 29th Congress of the Ministry of Foreign Affairs Party Committee, ensuring democracy, following the correct procedures, inheriting and promoting the leadership role of the Party Cell.

Party Cell Secretary, Head of the Department of Organization and Personnel Nguyen Viet Anh delivered the opening speech at the Congress.

In the summary report, comrade Pham Quang Anh, Deputy Head of the Department, said that in the past term, the Party Cell led the unit to complete a large amount of work, effectively implementing the Resolution of the Party Cell Congress for the 2022-2025 term; focusing on political and ideological work, innovating leadership methods, and maintaining the principles of Party organization and activities.

The Party cell plays the role of a political nucleus, closely follows the Party's orientation, promptly advises on many policies and regulations on personnel work; organizes serious thematic activities, maintains the inspection and supervision routine; focuses on discovering and nurturing young cadres, female cadres, and potential cadres.

According to the report, the Congress determined the direction for the 2025-2027 term as continuing to improve the leadership capacity and fighting strength of the Party Cell; building a team of cadres and party members who are "both red and professional"; being proactive and creative in organizing cadres, contributing to building the Department and the Ministry increasingly modern and professional.

Some specific targets were set such as: 100% of party members study and fully grasp the Party's resolutions; each year 15-20% of party members complete their tasks excellently; organize thematic activities at least twice a year; maintain a regime of self-criticism and criticism that is serious, democratic and constructive.

The Congress also listened to, discussed and commented on the draft Report summarizing the work for the 2022-2025 term, the direction and tasks for the 2025-2027 term of the Party Committee, the review report of the Party Committee for the 2022-2025 term; draft documents to be submitted to the 14th National Party Congress and the 29th National Congress of the Ministry of Foreign Affairs Party Committee.

Promoting the sense of responsibility, the Congress discussed and gave in-depth comments on the draft documents of the Party Congress of the Ministry of Foreign Affairs and the 14th National Party Congress, focusing on evaluating the results and lessons learned from the past term, proposing specific solutions to improve the leadership quality of the Party Cell; adjusting and supplementing the system of indicators closer to reality; affirming the role and contribution of the Party Cell in performing the political tasks of the Ministry and the cause of building and defending the Fatherland.

The Congress also spent time discussing and contributing opinions to important draft documents: Draft Political Report to be submitted to the 29th Congress of the Party Committee of the Ministry of Foreign Affairs, draft documents of the 14th National Congress of the Party and Political Report of the Party Cell.

The enthusiastic opinions at the Congress will be synthesized, studied, and fully absorbed to complete the draft documents of the Party Congresses at all levels, while contributing to improving the quality of activities of the Party Cell of the Department of Organization and Personnel in the 2025-2027 term.

In his concluding remarks, Permanent Deputy Minister Nguyen Minh Vu expressed his belief that with the tradition of solidarity, high sense of responsibility and solid professional capacity, the Party Cell of the Department of Organization and Personnel will continue to excellently complete all assigned tasks, making practical contributions to the development of the Foreign Affairs sector and the overall success of the Party Committee of the Ministry of Foreign Affairs.
