Prime Minister: The sooner projects are done, the better...

Prime Minister Pham Minh Chinh emphasized that the sooner projects are completed, the more effective they will be, without cost overruns or delays, making people happy, society excited, and the locality and country developing.

On the morning of May 10, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 17th meeting of the Steering Committee.

According to the summary report of the Ministry of Construction and opinions at the meeting, the projects under the Steering Committee include 37 projects/95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector, with a total investment capital of over 1 million billion VND.

Since its establishment, the Steering Committee has held 16 meetings; the Prime Minister , Head of the Steering Committee, has repeatedly inspected the site, directed the removal of difficulties and obstacles, and urged the progress of the projects. To date, 19 projects/component projects have been put into operation; 52 projects/component projects are under construction, basically following the set schedule.

Besides, there is still a small area of ​​land, technical infrastructure relocation has not been completed, the source of materials for the Ring Road 3 projects of Ho Chi Minh City, Chau Doc - Can Tho - Soc Trang has not been completely removed, affecting the overall progress.

Therefore, localities need to be more drastic in order to completely complete the work of site clearance, relocation of technical infrastructure and provision of construction materials; 11 expressway projects planned to be completed in 2025 by 10 localities are still facing difficulties and need solutions and more drastic implementation by the competent authorities.

In the coming time, the agencies are determined to resolutely implement the Lao Cai - Hanoi - Hai Phong Railway Project, ensuring conditions for the project to start construction at the end of 2025. At the same time, this May, the railway link with China will be reconnected.

At the same time, by 2025, the goal of putting 3,000 km of expressway into operation must be completed, the expressway from Cao Bang to Ca Mau must be opened, and 1,000 km of coastal road must be completed.

Regarding aviation, ensure the basic completion of the Long Thanh International Airport project in 2025. ACV and localities focus on completing airports: Expanding Noi Bai Terminal 2; Con Dao, Ca Mau, Chu Lai, Mang Den Airports, Dong Hoi Airport Terminal 2...

According to the Government Electronic Information Portal, in his concluding remarks, Prime Minister Pham Minh Chinh emphasized the multifaceted importance of promoting transport infrastructure projects.

Accordingly, the projects serve the three strategic breakthroughs of the whole country; meet development requirements, bring benefits to localities; are a driving force to promote economic growth from 8% in 2025 and double digits in the coming years; implement resolutions and conclusions of the Central Committee, Politburo, National Assembly, Government, and direction of the Prime Minister.

"The sooner projects are done, the more effective they will be, without cost overruns or delays, making people happy, society excited, and the locality and country developing," said the Prime Minister.

The Prime Minister requested to continue to uphold the spirit of patriotism and responsibility to make more efforts and be more determined; continue to launch exciting patriotic emulation movements, arouse national pride, create an enthusiastic working atmosphere, with the highest sense of responsibility "all for the benefit of the nation, the people, for the development of the country"; promptly encourage, reward, propagate, mobilize people, create consensus and unanimity to implement projects.

Thoroughly grasping the spirit of "clear thinking, high determination, great efforts, drastic and effective actions"; in all cases of difficulties, obstacles, and setbacks, ministries, branches, localities, governing bodies, investors, contractors, and forces participating in the project need to be united, join forces, "only discuss and do, not retreat", "highest determination, proactive and creative, dare to think and dare to do", "say and do, commit to do", do what you do, do it well.

During the implementation process, the assignment must ensure 6 clarity: "clear people, clear work, clear responsibilities, clear progress, clear products, clear authority"; to "make it easy to check, easy to evaluate, easy to urge".

Specifying 10 key task groups, the Prime Minister requested to focus on promoting the highest sense of responsibility, mobilizing the entire political system to speed up progress and complete site clearance for projects.

Regarding construction materials, the Mekong Delta provinces promote the spirit of autonomy and self-responsibility, promptly remove obstacles, complete procedures with mines, and meet the requirements of contractors, investors, and management boards.

Investors and contractors mobilize resources from local subcontractors, human resources, and machinery. For anything that can use manual labor, they mobilize military forces, police, and youth... The armed forces promote the heroic tradition and spirit of "forgetting oneself for the country, serving the people".

The Prime Minister directed that any arising issues must be handled immediately, and that the authority of each level must be handled, without shirking or avoiding. If the issue is beyond the authority, it must be reported to the competent authority for consideration and decision.

For public-private partnership projects, procedures should be quickly resolved. If there are any problems, the National Assembly should use one law to amend many laws right at the 9th Session, promoting the implementation of projects in the spirit of Resolution 68 of the Politburo on private economic development.

The State Bank of Vietnam will soon deploy a VND500,000 billion credit package for strategic infrastructure, science and technology, innovation, and digital transformation.

Deputy Prime Minister Ho Duc Phoc directed the Ministry of Finance to balance and allocate resources appropriately and effectively, preventing loss, waste and negativity. Lam Dong and Thai Binh provinces proactively coordinated with the Ministry of Finance to resolve problems in transferring capital to projects.

Regarding construction, it is necessary to work in the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping quickly", "working during the day when there is not enough time, working at night", "working in 3 shifts and 4 shifts", "going through holidays, Tet, and days off", to speed up the construction progress of the project, striving to complete it ahead of schedule.

Ministries and branches, according to their functions, tasks and powers, must proactively inspect and supervise. The Government Office advises the Deputy Prime Ministers as Heads of the 7 Inspection Teams to continue to periodically urge, review and remove difficulties and obstacles related to the projects every month.
