Telegrams sent to the Ministers of Public Security, Health, Industry and Trade, Agriculture and Environment, Culture, Sports and Tourism; Chairmen of People's Committees of provinces and centrally-run cities stated:

According to press reports, recently, authorities have discovered a number of businesses, organizations, and individuals producing, advertising, and distributing many types of fake milk; many consumers have expressed concern and insecurity because they have accidentally purchased and used these milk products. The Government has assigned the management of food safety and prevention of fake food to ministries, central agencies, and People's Committees of provinces and centrally run cities according to regulations. In order to enhance the responsibility of ministries and agencies, improve the effectiveness and efficiency of food safety management, and prevent fake food, including fake milk, the Prime Minister requests:

1. The Ministry of Public Security shall speed up the investigation and promptly draw conclusions on the above-mentioned case of production and trade of fake milk to inform consumers and bring violators to trial in accordance with the provisions of law.

2. The Ministry of Industry and Trade strengthens market management, promptly detects, prevents, and strictly handles acts of producing and trading fake food, including fake milk.

3. The Ministry of Culture, Sports and Tourism directs the organization to review and handle violations in food advertising activities in the press, on the internet, and in publications according to the provisions of law.

4. The Ministry of Health shall preside over and coordinate with the Ministry of Industry and Trade and relevant ministries and agencies to review regulations on ensuring food safety for dairy products and take appropriate measures, and propose amendments to current regulations if necessary.

5. The People's Committees of provinces and centrally-run cities shall focus on directing the implementation of review and inspection of compliance with regulations on ensuring food safety of dairy products in the area, and strictly handle violations in accordance with regulations.

6. The Ministries of Health, Industry and Trade, Agriculture and Environment, Culture, Sports and Tourism, People's Committees of provinces and centrally-run cities, according to their assigned functions, tasks and authority, shall strengthen management measures to improve the effectiveness and efficiency of food safety management./.
