On the morning of April 24, the Central Emulation and Reward Council (Council) held a launching ceremony for the movement "The whole country competes in innovation and digital transformation."
Politburo member and Prime Minister Pham Minh Chinh, Chairman of the Council, chaired the ceremony and officially launched the movement.
Also attending the event were Vice Chairmen of the Council; leaders of Departments, Ministries, branches, central agencies; leaders of localities, universities, associations, and enterprises in the fields of science, technology, and digital transformation.
Important driving force for national development
The Party and State pay special attention to the development of science and technology, innovation and digital transformation, identifying them as important driving forces for national development, especially in recent times; and at the same time, they are directed and implemented resolutely and synchronously from the central to local levels.
Institutions on science and technology, innovation and digital transformation continue to be improved; digital infrastructure develops strongly; digital economy has made great strides; digital data is built and connections and exploitation are promoted; the national innovation system and creative startup ecosystem have gradually developed effectively; a number of Vietnamese enterprises have gradually mastered core and source technologies; Vietnam's international rankings continue to improve.
However, the development of science, technology, innovation, and digital transformation in Vietnam still has shortcomings, limitations, barriers, and bottlenecks that hinder the development of science and technology; research and application of science, technology, and innovation have not made breakthroughs; legal institutions, mechanisms, and policies have not met requirements; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure, which still has many limitations...
At the 10th meeting of the Central Emulation and Reward Council in December 2024, Prime Minister Pham Minh Chinh directed the Research Council to launch the emulation movement "The whole country competes in innovation and digital transformation, contributing to bringing the country into an era of wealth and prosperity."
Recently, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; the Government issued Resolution No. 03/NQ-CP of the Government on promulgating the Action Program to implement Resolution No. 57-NQ/TW.
On March 26, Prime Minister Pham Minh Chinh launched the "Digital Popular Education" movement.

The movement "The whole country competes in innovation and digital transformation" was launched with three strategic determinations: Innovating thinking, perfecting institutions to create a favorable environment for innovation and digital transformation; Building breakthrough technology infrastructure and developing high-quality human resources, meeting the requirements of the times; Synchronously deploying digital transformation throughout society, contributing to modernizing the economy and improving the quality of people's lives.
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh affirmed that this is an important event, at an important moment and of great significance; with the spirit of "even faster, even bolder" of the historic April days 50 years ago, aiming to concretize and put the Party's policies and guidelines in Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation into practice.
The Prime Minister said that in today's world, science, technology, innovation and digital transformation are not only objective requirements and inevitable trends of the times, but also the only way to break through, overcome difficulties and challenges, seize opportunities, build an independent, self-reliant, strong economy, a civilized and modern society, and bring the country on par with the world's great powers.
Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is a document of special significance, a guideline for rapid and sustainable development, a strong call, encouragement and motivation for the entire Party, people and army to strive to bring the country steadily into a new era - an era of strong, civilized and prosperous development of the nation.
According to the Prime Minister, under the leadership of the Central Committee, the Politburo, the Secretariat, headed by General Secretary To Lam and the strong direction of the Government and the Prime Minister, the participation of all levels, sectors, localities, especially the people and the business community, the cause of science and technology development, innovation and digital transformation in recent times has achieved many great achievements and results, making important contributions to socio-economic development, ensuring national defense and security, preventing and combating natural disasters, protecting the environment, and responding to climate change.
Pointing out the outstanding results, as well as some limitations in innovation and digital transformation in recent times, the Prime Minister frankly pointed out that "institutions are not really open, infrastructure is not really smooth, human resources and governance are not really smart."
Analyzing the world and regional situation, especially in the context of the fourth industrial revolution taking place more quickly, deeply, and comprehensively, especially the development of artificial intelligence (AI) and digital transformation in all areas of social life..., according to the Prime Minister, to successfully achieve the goal of becoming a developing country with modern industry and high average income by 2030, and becoming a developed country with high income by 2045, Vietnam needs to develop and strongly apply science and technology, strongly promote innovation, digital transformation, create new momentum, and open up new development space for the country; because science, technology, innovation, and digital transformation have no limits, no borders, and do not discriminate between gender, age, or religion.
Carry out "3 determinations" and "3 missions"
With the spirit of "Emulation is patriotism; patriotism requires emulation, those who emulate are the most patriotic" as taught by beloved President Ho Chi Minh, the Prime Minister requested all levels, sectors, localities, enterprises and people nationwide to focus on promoting the tradition of patriotism, the combined strength of the entire political system, and the active participation of businessmen, enterprises, scientists, intellectuals and people.
By 2030, strive to have advanced potential, science, technology and innovation in many important areas, among the leading countries in the upper middle-income group; the scale of the digital economy reaching at least 30% of GDP; the rate of online public service use by people and businesses reaching over 80%; advanced, modern digital technology infrastructure, super-large capacity, super-wide bandwidth on par with advanced countries.
The Prime Minister requested to strongly arouse the aspiration for national development, promote proactiveness and creativity in the entire political system and among the people, self-reliance, and maximize the exploitation of endogenous capacity, with the viewpoint: "People and businesses are the center, the subject, the main resource and driving force, scientists are the key factor; The State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation."
Along with that, fundamentally and comprehensively innovate the management and operation activities of state management agencies, production and business activities of enterprises, and the way people live and work.
By 2025, the development of digital government, digital economy, digital society, digital citizens, and digital cultural industry will reach the highest level in the world. Vietnam will be among the leading countries in terms of cyber security, safety, data security, and data protection.
To achieve the above-mentioned key tasks and main goals, the Prime Minister directed all levels, sectors, localities, agencies and units nationwide to strive to compete in implementing the "3 determinations": Political determination, innovative thinking, resolute leadership and direction, creating new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.
Determined to build a breakthrough technology infrastructure. In the immediate future, by 2025, ensure that 100% of administrative procedures related to enterprises are carried out online, smoothly and effectively; 100% of administrative procedures are not limited by provincial administrative boundaries. At the same time, build high-quality human resources, have breakthrough solutions to attract leading technology corporations, attract Vietnamese and foreign technology talents.
Determined to promote digital transformation, application of science, technology, innovation in the activities of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, ensure safety, security, confidentiality, ensure intellectual property rights, and protect national sovereignty; build and implement a digital citizen development program.
Along with that, the Prime Minister suggested that the business community make efforts to focus on implementing "3 core missions": Building a long-term, sustainable vision and strategy, looking far and wide, thinking deeply, doing big; having a proactive and flexible business structure; a strong culture of innovation; promoting international cooperation, research, development and innovation in the digital environment.
Shift from applying and mastering technology to building breakthrough creative capacity, taking advantage of opportunities from the 4.0 Industrial Revolution to "take shortcuts and get ahead" to master the future.
Reform the management model while expanding the capacity to apply new technologies, digitize and develop breakthrough products and services to create differentiation and compete in the market.
To successfully carry out the emulation movement "The whole country competes in innovation and digital transformation," the Prime Minister directed Party committees and authorities at all levels, especially leaders, to take the lead in improving digital capacity and promoting innovation in their localities and agencies with the spirit of "clear thinking, high determination, great efforts, drastic actions, focus, and key points, completing each task," "only discuss doing, no retreat."
The Vietnam Fatherland Front, socio-political organizations, business community and people actively responded to the movement. Technology enterprises play a leading and pioneering role; the government accompanies; people actively respond and participate in the movement with the motto: "People and enterprises are the center, the subject, the main resource and driving force, scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science and technology, innovation and national digital transformation."
The Central Emulation and Reward Council, ministries, branches and localities urgently develop and issue a Plan to implement the movement and issue appropriate emulation criteria.
Timely commend, honor, reward, encourage and motivate in various forms for scientists, inventors, businesses, organizations and individuals with achievements in science, technology, innovation and digital transformation.
Media agencies need to continue to do a good job of propaganda, setting examples, praising good people and good deeds, typical advanced models, exemplary models, good, innovative and effective ways of doing things, "using beauty to eliminate ugliness" and "using positivity to push back negativity."
Every Vietnamese citizen needs to compete to improve themselves, learn, constantly innovate, and improve digital skills; otherwise, the digital economy and digital society cannot develop, and the country cannot develop quickly and sustainably.
Announcing the launch of the movement "The whole country competes in innovation and digital transformation," the Prime Minister emphasized that with high political determination, the spirit of solidarity, creativity and strong aspirations for national development, the movement will spread widely, creating new momentum and new strength for the country to firmly enter the era of national development.
Immediately after Prime Minister Pham Minh Chinh launched the movement "The whole country competes in innovation and digital transformation," representatives of Hai Phong city leaders, the Central Committee of the Ho Chi Minh Communist Youth Union, Hanoi National University and representatives of typical enterprises in the fields of science, technology and digital transformation spoke in response to the movement; committed to effectively implementing the instructions that the Prime Minister pointed out at this important event.
Before the launching ceremony of the movement “The whole country competes in innovation and digital transformation,” Prime Minister Pham Minh Chinh and delegates visited the booths displaying innovative and digital transformation products of a number of universities and enterprises held right on the campus of the Academy of Posts and Telecommunications Technology, where the ceremony took place./.
