This is the first time the province has deployed this application to concretize Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
Ms. Pham Thuy Ha, Deputy Director of the Center for Science, Technology and Communication Development (Department of Science and Technology of Thai Binh province) said that the Zalo miniapp application "Digital Citizen of Thai Binh province" is a state-level project implemented by the Academy of Posts and Telecommunications Technology in coordination with the Department of Science and Technology of the province. With the Zalo miniapp application - a multi-functional integrated digital platform, people do not need to install a new app, the interface is simple, easy to use, suitable for both the elderly and people with little exposure to technology; thereby, creating favorable conditions for people to access information and public services quickly, transparently and effectively.
With 16 features, the application "Thai Binh Province Digital Citizen" helps people update official news, promptly notify the province's policies and guidelines; look up legal documents and instructions from all levels; look up online public services, monitor processing progress without having to go directly to state agencies; access the provincial electronic information portal and departments, branches and localities. In addition, the application also integrates feedback and recommendations, looks up planning information, and supports people in the fields of health, education and social security.
Currently, this application is integrated with an artificial intelligence platform, supporting people to look up information, forms, and processes of about 1,700 current procedures through the "Virtual Assistant for handling administrative procedures".
Ms. Hoang Lan Phuong (Quang Trung ward, Thai Binh city) said that although it has just been deployed, the Zalo miniapp "Thai Binh Province Digital Citizen" with many utilities has helped her a lot in accessing official information, especially looking up administrative procedures through a virtual assistant. Moreover, with this miniapp, she does not need to download another application but can use it right on the existing Zalo technology platform.
The public service feature on the application helps people easily access and perform administrative procedures right on their mobile phones, anytime, anywhere, such as: Submitting documents online, looking up document status, paying fees, online service fees, using public services (such as birth registration, death registration and many other essential service groups). The application also classifies service groups according to practical needs such as residence and identification papers, study, employment, health, marriage and family, real estate, means of transport, relatives, retirement, etc.
For businesses, public service features include service groups such as business start-up, business registration, business households; business finance; labor and social insurance; electricity, land, construction; trade, advertising; intellectual property, property registration; establishment of branches, representative offices; bidding, public procurement; business restructuring; suspension, termination of operations; contract dispute resolution, related legal procedures.
In addition, the Zalo miniapp "Thai Binh Province Digital Citizen" also updates information, services, and links from the Central Government, ministries, branches, and localities, providing information to people promptly, quickly, and accurately.
In the coming time, along with promoting propaganda, the Provincial Department of Science and Technology will coordinate with districts and cities to train members of the community digital technology team, and soon bring the Zalo miniapp "Thai Binh Digital Citizen" into life. With the goal of taking people as the center of service, "Thai Binh Digital Citizen" is an important digital bridge, contributing to building a friendly, modern and effective government.
