This afternoon (May 10) at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a regular Government meeting on the implementation of the Gia Binh Airport project.
According to the report of the Ministry of Construction , the Ministry has approved the addition of Gia Binh International Airport to the Master Plan for the development of the national airport and seaport system and the detailed plan for Gia Binh International Airport, and adjusted the addition of Gia Binh dry port to the plan for the development of the dry port system.

The Hanoi People's Committee and the Bac Ninh Provincial People's Committee are preparing to invest in the road sections connecting Gia Binh Airport with Hanoi Capital. The section through Hanoi is about 14km long, with a preliminary total investment of about 42,451 billion VND.
The People's Committee of Bac Ninh province proposed to extend the route connecting Gia Binh airport with Hanoi (about 22.9km long) to Kenh Vang bridge to Hai Duong province (about 8.7km long). Thus, the route through Bac Ninh province will have a total length of about 31.6km, with a cross-section of 120m.

Speaking at the meeting, Prime Minister Pham Minh Chinh welcomed the Ministry of Public Security for its work spirit with a development mindset. The Prime Minister agreed to upgrade the construction of Gia Binh airport to international standards, from level 3C to level 4E, and at the same time requested to focus on building Gia Binh airport as a "dual-use" airport for joint civil and security use, to supplement and support Noi Bai International Airport.

Prime Minister Pham Minh Chinh said: "The Ministry of Public Security, Bac Ninh province, Hanoi city, ministries, branches... focus on building Gia Binh Airport - a very important project, contributing to relieving and supplementing the overloaded Noi Bai Airport. Second, contributing to raising the country's position to welcome the 2027 APEC conference. Third, enhancing the appearance of the capital landscape, contributing to relieving congestion in the capital Hanoi. All must be done urgently so that by 2026 the roads and airports can be completed to welcome the APEC Conference in 2027. This is also a product to welcome the APEC Conference".
Prime Minister Pham Minh Chinh also proposed to focus on building the dual-use Gia Binh Airport, combined with logistics development. The Prime Minister also agreed to change the form of public investment to investment under the public-private partnership method. The Prime Minister assigned the Ministry of Public Security to manage national security and defense; the investor to manage civil affairs and exploitation related to civil works.

At the same time, assign the Ministry of Public Security to find a worthy investor to ensure national interests, ensure no negativity, corruption, and compliance with current laws. Research if there is a need for a specific policy mechanism to promote the project, promptly report and propose.
The Prime Minister assigned Hanoi city and Bac Ninh province to build a road connecting the airport with the center of Hanoi and develop a logistics center at this airport.
Regarding defense and security land, the Prime Minister requested Bac Ninh province to support the Ministry of Public Security in clearing the land. The remaining land for additional planning and recovery for other purposes will continue to be discussed and solutions will be sought.
