In particular, the Forum was attended by 450 union officials, union members, civil servants and public employees, including 95 workers who are exemplary in creativity and high productivity, selected from sectors, localities and units nationwide.
In his opening speech at the Forum, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized: Faced with the requirement to complete the socio -economic goals and targets for the 2021-2026 term set by the Party, the National Assembly, and the Government, continuing to affirm the role of the Trade Union in accompanying the Government, on the occasion of Workers' Month 2024 and towards the 95th anniversary of the founding of the Vietnam Trade Union (July 28, 1929 - July 28, 2024), the Vietnam General Confederation of Labor organized the Forum with the theme "Improving National Labor Productivity" with the hope that the forum would be an opportunity for workers, civil servants, public employees, trade union officials and businesses in different positions to exchange, discuss, and evaluate the current state of Vietnam's labor productivity, causes and bottlenecks.
Especially proposals, recommendations, and suggestions to the Government and the Prime Minister on solutions to continue promoting labor productivity improvement from the perspective and viewpoint of workers.
At the Forum, delegates enthusiastically exchanged, discussed, and assessed the current state of Vietnam's labor productivity, its causes and bottlenecks; at the same time shared solutions and good practices; boldly proposed, recommended, and advised the Prime Minister on specific and practical solutions...
Delegates suggested that the Government should have specific regulations and sanctions on handling employers who do not fully implement democratic regulations in enterprises. In the draft Law on Trade Unions (amended), it is suggested that the Government and the National Assembly continue to support the 2% contribution from enterprises to create the best conditions for activities to care for employees and retain employees with enterprises.
Along with that, the Government needs to develop a roadmap to reduce working hours from 48 hours/week to 44 hours/week and 40 hours/week accordingly, creating conditions for workers to have longer rest time to restore their health and take care of family happiness.
In particular, it is necessary to establish a satisfactory minimum wage; increase social insurance coverage; promote gender equality in income; speed up the construction of social housing with other basic facilities;...
Speaking at the Forum, Prime Minister Pham Minh Chinh said that on the occasion of this important forum, General Secretary Nguyen Phu Trong sent his best wishes to the Vietnam General Confederation of Labor and all workers nationwide.
On behalf of the Government, the Prime Minister acknowledged, highly appreciated and commended the efforts of the Vietnam General Confederation of Labor, Trade Unions at all levels, the business community and the entire workforce of workers and laborers nationwide in enthusiastically competing in labor production, increasing labor productivity, and contributing to the overall achievements of the country.
The Prime Minister also highly appreciated the report of the Vietnam General Confederation of Labor and the opinions expressed at the Forum, which were frank, dedicated, responsible, and close to reality by delegates, representatives of workers, businesses, and researchers. Among them, there were many constructive and positive contributions, clearly reflecting the bottlenecks, difficulties, and obstacles in improving labor productivity; providing good models and good practices; especially proposing and recommending profound and specific solutions.
In that spirit, the Prime Minister requested ministries, agencies and localities to fully synthesize recommendations, proposals and suggestions from union members and workers; focus on reviewing and absorbing to the maximum to perfect mechanisms, policies and related legal regulations and improve the effectiveness of implementation; request the Vietnam General Confederation of Labor to study, absorb and have specific solutions for opinions related to functions, tasks and authority for implementation in the coming time; create the best ecological environment for workers to promote creativity, innovation, patriotism and love for the profession.
In particular, the Vietnam General Confederation of Labor, all union members, workers, trade unions at all levels, the business community, and ministries, branches and localities join hands to focus on implementing "3 promotions, 3 pioneering, 3 breakthroughs" to contribute to promoting labor productivity growth.
Regarding the key tasks and solutions to increase labor productivity, the Prime Minister requested to prioritize promoting growth - considering this as the foundation for increasing labor productivity; associated with stabilizing the macro economy, controlling inflation, ensuring major balances. Accelerating the implementation of strategic breakthroughs in institutions, infrastructure, especially human resources associated with science, technology and innovation.
Focus on improving the quality of education, training and vocational training at all levels, grades, sectors and fields, ensuring the training of human resources with reasonable quality, quantity and structure.
Promote the transformation of labor structure from informal to formal, from low-productivity agriculture to higher-productivity industry and service sectors.
Promote industrialization and modernization; increase the proportion of industrial, service and agricultural industrialization sectors.
Take care of and ensure the legitimate rights and interests of workers in terms of treatment, salary, social welfare, healthcare, culture, education, sports, especially housing, and effectively implement the program to build one million social housing apartments.
The Prime Minister requested the Vietnam General Confederation of Labor to promote the role of a representative organization, especially the role of participating in social management, acting as a bridge to carry out policy dialogue activities, and sharing experiences on increasing labor productivity. Coordinate with the Ministry of Labor, War Invalids and Social Affairs to research and propose the development of support programs, improve knowledge, professional qualifications, and develop vocational skills for workers.
The Prime Minister hopes and believes that, with the spirit of "Vietnam Trade Union accompanies the Government to improve national competitiveness and sustainable development of the country", the Vietnam Trade Union, all union members and workers nationwide will join hands, join forces, and strive with the whole country to successfully achieve the strategic goal by 2030, our country will become a developing country with modern industry, high average income, and by 2045 become a developed country with high income.
On this occasion, the Prime Minister presented gifts to 95 workers with high labor productivity and outstanding achievements in labor production.
