Prime Minister Pham Minh Chinh: Do not let any organization or individual profit from social housing policies.

On the afternoon of June 2, Prime Minister Pham Minh Chinh chaired a national online conference to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; at the same time, reviewing and evaluating the situation in the past and implementing tasks for social housing development in the coming time.

The conference was held directly from the Government Headquarters to 63 provinces and centrally run cities. Attending the conference were Deputy Prime Minister Tran Hong Ha; leaders of ministries, ministerial-level agencies, government agencies; leaders of provinces and centrally run cities.

Opening the conference, Prime Minister Pham Minh Chinh said that in recent years, the Party and State have paid attention to implementing social policies and social security, including policies to ensure the right to housing and equal access to housing for people, especially the disadvantaged and the needy.

In particular, the Government has submitted to the National Assembly for consideration and promulgation of housing-related laws such as the Housing Law, the Real Estate Business Law, the Land Law; issued 25 decrees and 22 resolutions on social housing. The Prime Minister issued 12 directives, decisions, and telegrams and chaired many meetings on social housing development.

In 2023, the Prime Minister approved the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030.

To date, the country has planned and arranged 1,309 locations, with a scale of 9,737 hectares of land for social housing. Most localities have reserved enough land for social housing development, some localities have reserved social housing land in convenient locations, near urban centers and industrial parks, ensuring technical infrastructure requirements.

Implementing the Project of 1 million social housing apartments, the whole country has 686 social housing projects deployed with a scale of nearly 628 thousand apartments. Of which, 117 projects have been completed or partially completed, with a scale of nearly 81 thousand apartments; 159 projects have started construction, with a scale of more than 135 thousand apartments; 416 projects have been approved for investment policy, with a scale of more than 417 thousand apartments. Thus, the number of completed projects and projects that have started construction reached 51% compared to the target set in the Project until 2025.

To ensure that everyone has a place to live, the Government submitted to the National Assembly for consideration and approval Resolution 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. Immediately after that, on June 1, the Government issued Resolution 155/NQ-CP to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

In the Resolutions, there are regulations on piloting a number of specific mechanisms and policies for developing social housing nationwide; especially many breakthrough contents, removing difficulties, obstacles, and institutional bottlenecks to promote the development of social housing such as: National Housing Fund; Assigning investors, approving investment policies, and at the same time assigning investors without bidding for investment projects to build social housing, housing for the people's armed forces that do not use public investment capital.

In particular, the resolutions cut down many cumbersome procedures on establishing, appraising, approving, and adjusting detailed planning for social housing construction investment projects; procedures for investing in social housing construction; determining selling prices and rental prices for social housing; housing conditions to enjoy social housing support policies; renting social housing and workers' accommodation in industrial parks; compensation, support, resettlement, investment in technical infrastructure systems, creating land funds for social housing development, etc.

Prime Minister Pham Minh Chinh said that the legal system on social housing development is increasingly being improved, removing bottlenecks and opening up opportunities for all people to access social housing and have a place to live. However, in order for the policy to come into life and have practical results, it is necessary for ministries, branches, especially local Party committees and leaders to participate in implementation.

Note that no organization or individual must take advantage of the Party and State's preferential policies on social housing for personal gain. The Prime Minister directed at the conference that leaders of ministries, branches and localities focus on discussing and assigning tasks to urgently and effectively implement these resolutions. In particular, pay attention to budget allocation, resource mobilization; resolve land issues; guide implementation... with the motto "high determination, great efforts, drastic actions, focus, key points, do each job, finish each job, do each job", organize implementation with "clear people, clear work, clear time, clear products, clear responsibilities, clear authority".
