On March 2, Prime Minister Pham Minh Chinh received Professor, Dr. Qiu Yong, alternate member of the Central Committee of the Communist Party of China, Secretary of the Party Committee of Tsinghua University, and Academician of the Chinese Academy of Sciences, who is on a working visit to Vietnam.
The Prime Minister emphasized that Vietnam and China are two socialist neighboring countries, mountains connected to mountains, rivers connected to rivers, with a long-standing traditional friendship. President Ho Chi Minh , Chairman Mao Zedong and generations of revolutionary predecessors of the two Parties and two countries have built and nurtured the "close Vietnam-China relationship, both comrades and brothers".

Vietnam always determines that developing friendly and cooperative relations with China is a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification.
Vietnam wishes and is ready to work with the Party and Government of China to promote the Vietnam-China Comprehensive Strategic Cooperative Partnership and the Community of Shared Future, which has strategic significance, to continue to develop healthily, stably, sustainably and increasingly substantially and effectively.
The Prime Minister said that the signing of cooperation documents between Vietnam's three leading universities, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City and National Economics University with Tsinghua University not only contributes to promoting cooperation between the two sides, but also opens up valuable opportunities for Vietnamese students, lecturers and researchers to increase access to advanced knowledge, especially outstanding scientific achievements of Tsinghua University.
With the traditional concept of "talent is the vital energy of the nation", the Party and State of Vietnam attach great importance to and always identify education as the "top national policy"; The 13th Congress of the Communist Party of Vietnam identified the development of human resources, especially high-quality human resources, as one of the three strategic breakthroughs for rapid and sustainable national development.
In particular, the Vietnamese Politburo recently decided to exempt all tuition fees for students from kindergarten to high school nationwide, starting from the beginning of the new school year 2025-2026.
The Prime Minister suggested that in the coming time, Tsinghua University should continue to strengthen exchanges and cooperation with Vietnamese training institutions and research agencies, and provide more scholarships and study and research opportunities for Vietnamese lecturers, students, scientists and experts to come to Tsinghua University to study and improve their qualifications.
Professor, Dr. Khuu Dung, Secretary of the Party Committee of Tsinghua University, said that he highly values and has deeply and fully understood the Prime Minister's important instructions on further promoting cooperation between Tsinghua University and agencies, universities and research institutes of Vietnam.

Professor, Doctor, Academician Khuu Dung affirmed that he will continue to pay attention to and strongly promote cooperation in education and training, academic exchange, and scientific research between Tsinghua University and Vietnamese agencies, universities, and research institutes in the coming time.
Also today, the Ministry of Foreign Affairs, the Ministry of Education and Training, and Hanoi National University coordinated with Tsinghua University to organize a ceremony to confer the title of “Honorary Professor” of Tsinghua University on Prime Minister Pham Minh Chinh.
Professor, Dr. Khuu Dung said that Prime Minister Pham Minh Chinh is an internationally influential leader. Since taking office as Prime Minister, he has led the Vietnamese Government in implementing the Resolution of the 13th National Congress of the Communist Party of Vietnam.
With the goal of stabilizing the macro economy, controlling inflation, promoting growth, and ensuring major balances, the Vietnamese Government has achieved many outstanding achievements in socio-economic development and improving people's lives in Vietnam.
Along with that, under the attention and direction of Chinese Premier Li Qiang and Prime Minister Pham Minh Chinh, ministries, branches and localities of Vietnam and China have recently coordinated closely and actively implemented the common perception of the top leaders of the two Parties and two countries, promoting the building of the Vietnam-China Community of Shared Future to continuously go into depth and achieve substantial results.

Through serious research and based on Prime Minister Pham Minh Chinh's achievements in the field of economic development and important contributions to China-Vietnam cooperation and exchange, Tsinghua University decided to confer the noble title of "Honorary Professor" on Prime Minister Pham Minh Chinh.
Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his honor to receive the title of "Honorary Professor" of Tsinghua University.
The awarding of this noble title is not only an honor for Tsinghua University, but also demonstrates the respect of the Party, State and Government of China for the contributions of the Party and State of Vietnam in steadfastly pursuing the cause of Renovation and building socialism, on the foundation of Marxism-Leninism and Ho Chi Minh Thought, closely combined with the nation's more than 4,000-year-old culture, creatively applied in the specific conditions of Vietnam and the current world context, thereby bringing about great achievements in Vietnam's socio-economic development in recent times.
At the same time, this is also China's recognition of the Vietnamese Government's efforts in promoting the "close Vietnam-China relationship, both comrades and brothers".
