Prime Minister Pham Minh Chinh received Mr. Takebe Tsutomu, Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance.

On the morning of November 25, in Quang Ninh, during the program to attend the Vietnam - Japan Local Cooperation Forum organized by the Ministry of Foreign Affairs , Prime Minister Pham Minh Chinh received Mr. Takebe Tsutomu, Special Advisor to the Japan - Vietnam Friendship Parliamentary Alliance.

This is the first large-scale event to promote local cooperation between the two countries, concretizing the agreement between Prime Minister Pham Minh Chinh and former Japanese Prime Minister Ishiba Shigeru in April 2025, with the participation of representatives from 50 localities and hundreds of businesses from the two countries.

Pleased to meet again with the Advisor, a close friend of the Vietnamese people and Quang Ninh province, Prime Minister Pham Minh Chinh thanked and appreciated Mr. Takebe Tsutomu for arranging his time to visit Vietnam and attend the Vietnam - Japan Local Cooperation Forum; believing that the event will be an opportunity to connect and promote more substantive cooperation between businesses and localities of the two countries, creating momentum for the development of the Vietnam - Japan Comprehensive Strategic Partnership.

The Prime Minister said that he recently met with Japanese Prime Minister Takaichi on the occasion of attending the ASEAN Summit (October 2025) and agreed to closely coordinate to promote cooperation between the two countries, including local cooperation, in a spirit of sincerity, affection, trust and efficiency.

The Prime Minister highly appreciated and thanked Mr. Takebe for his contributions and enthusiasm in promoting the Vietnam-Japan friendship and cooperation, especially in the fields of cultural exchange, people-to-people exchange, local cooperation, as well as in educational cooperation and human resource training with the project to build the Vietnam-Japan University over the past many years.

In the coming time, the Prime Minister asked Mr. Takebe, with his many years of experience, to continue to pay attention and contribute to concretizing the content of the Vietnam - Japan Comprehensive Strategic Partnership with specific projects and programs; continue to speak out in support of and strengthen the Vietnam - Japan relationship and Vietnam's role towards Japan.

Along with that, promote and further strengthen local cooperation between Japan and Quang Ninh province and other localities of Vietnam in the fields of agriculture, investment, education, culture, and tourism; continue to organize festivals and events to promote culture and people-to-people exchange between the two countries, connect educational institutions of the two countries; have favorable policies for the Vietnamese community, support Vietnamese workers and students to integrate, study, and work in Japan.

The Prime Minister asked Mr. Takebe to promote training content at the Vietnam-Japan University, especially the content on semiconductors and AI, so that the school can become a typical, model school, a training facility for high-quality, prestigious human resources in Vietnam at many training levels to train human resources for Vietnam as well as the whole Southeast Asia region; as well as promote the Japanese Language Department at Ha Long University to become a Vietnam-Japan cultural center.

Appreciating the activities and training quality of Ha Long University and Vietnam - Japan University, affirming that Vietnam - Japan University is his passion project, Mr. Takebe Tsutomu also said that he will continue to promote the development of faculties and human resource training programs, especially in language, culture and technology at these universities, promoting the cycle of human resource exchange between the two countries, especially receiving and training Vietnamese technical interns who have worked in Japan.

Agreeing with Mr. Takebe's opinions and proposals, Prime Minister Pham Minh Chinh agreed on the direction of negotiations and signing of an intergovernmental agreement on continuing to develop the Vietnam-Japan University project.
