Prime Minister Pham Minh Chinh warmly welcomed and thanked Deputy Chairman of the National People's Congress Zhang Qingwei for leading a high-ranking Chinese delegation to Vietnam to attend the 70th anniversary of the historic Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

The Prime Minister emphasized that the Dien Bien Phu Victory is a brilliant milestone in the history of building and defending the Fatherland of the Vietnamese people. This resounding victory has many important imprints and contributions from fraternal socialist countries and international friends, especially China. With the tradition of solidarity, loyalty and affection, the Party, State and People of Vietnam always remember and appreciate the great, valuable, wholehearted and righteous assistance of the Party, Government and people of China.

Deputy Chairman of the National People's Congress Zhang Qingwei expressed his honor to lead a high-ranking Chinese delegation to attend the 70th anniversary of the Dien Bien Phu Victory; warmly congratulated the Party, State, Army and all Vietnamese people on this important commemorative event.

Deputy Head of the Committee Truong Khanh Vi emphasized that the Dien Bien Phu victory was a great victory of the Vietnamese people, as well as a common victory of all oppressed peoples, contributing greatly to the movement for national liberation and the overthrow of old colonialism all over the world. This victory was achieved thanks to the correct and talented leadership of the Central Committee of the Communist Party of Vietnam, President Ho Chi Minh, General Vo Nguyen Giap, the heroic fighting and sacrifice of the Vietnamese army and people; along with the active support and assistance of socialist countries, including China.

Prime Minister Pham Minh Chinh and Deputy Chairman of the National People's Congress Truong Khanh Vi agreed that the relationship between the two Parties and countries has developed very positively in recent times, especially after the mutual visits of the two General Secretaries. The top leaders of the two Parties and countries have established a "new position" for bilateral relations, raising the level of the comprehensive strategic cooperative partnership, and building a Vietnam-China Community of Shared Future of strategic significance. Vietnam-China relations have never developed as deeply, comprehensively, and substantially as they do today.

Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam always consider developing friendly relations with China a strategic choice and top priority in Vietnam's overall foreign policy.

The Prime Minister suggested that in the coming time, the two sides continue to increase high-level and all-level contacts, promote the mechanism of exchanges and cooperation; promote strategic connectivity, create new growth momentum for cooperation between the two countries, prioritizing road and railway connectivity in border provinces, piloting smart border gates; promote connectivity between Vietnam and China's regional development strategies; cooperate in emerging areas such as green development, digital economy, enhance tourism cooperation, and humanistic exchanges; make efforts to better control and resolve disagreements and outstanding issues, consolidate the social foundation of bilateral relations, and build consensus among the people on developing friendly relations between the two countries.

Deputy Chairman of the National People's Congress of China Zhang Qingwei affirmed that China attaches importance to developing relations with Vietnam, always considering this a priority direction in China's overall neighborly diplomacy; is ready to promote high-level exchanges, strengthen transport infrastructure connectivity between China and Vietnam, build smart border gates, expand cooperation in green development, digital transformation, and key minerals; expand imports of Vietnamese goods and agricultural products; speed up the settlement of outstanding issues in a number of cooperation projects; propose that the two sides focus on implementing well the Cooperation Agreements between the National People's Congress of China and the National Assembly of Vietnam signed in April 2024, further deepening friendly exchanges and practical cooperation between the legislative bodies of the two countries, thereby promoting the Comprehensive Strategic Cooperative Partnership, the Vietnam-China Community of Shared Future of strategic significance to continuously develop more deeply and substantially in the coming time./.
