Prime Minister: Developing transport infrastructure in the spirit of "only discussing action, not backtracking"

On the morning of May 10, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector (Steering Committee) chaired the 17th meeting of the Steering Committee.

The meeting was held in person, combining online between the Government Headquarters and 49 provinces and centrally-run cities with important national projects and key works of the Transport sector.

Attending the meeting were Deputy Prime Ministers, Deputy Heads of the Steering Committee: Tran Hong Ha, Ho Duc Phoc; members of the Steering Committee who are Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and cities; representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.

Opening the meeting, Prime Minister Pham Minh Chinh emphasized that in the past three terms and in the draft documents of the 14th National Party Congress, it was determined to focus on implementing three strategic breakthroughs, including breakthroughs in infrastructure development, especially transport infrastructure.

The Government, ministries, sectors and localities have focused on effectively implementing the development of transport infrastructure including roads, railways, aviation and waterways, helping to connect people with people, connect regions, connect the whole country, connect internationally, reduce travel time, reduce production costs, reduce logistics costs, create jobs, create new development space...

According to the Prime Minister, in the context of declining global growth, Vietnam's economic growth has been promoted and reached a high level. In the future, along with continuing to carry out the revolution in organizational apparatus and implementing the "strategic quartet", other regular tasks must still be promoted, including promoting growth, including investment, especially public investment, of which transportation is a high proportion.

It is reported that on the occasion of the 50th Anniversary of the Liberation of the South and National Reunification, the whole country simultaneously started and inaugurated 80 key works and projects; on the occasion of the upcoming 80th Anniversary of National Day, the whole country will start and inaugurate 80 works and projects; on the occasion of the 79th Anniversary of the National Resistance War and to welcome the 14th National Party Congress, the whole country will continue to start and inaugurate other works and projects.

The Prime Minister requested members of the Steering Committee to review tasks, focusing on removing difficulties and obstacles, speeding up procedures for preparing investment projects; promoting the completion of the goal of the whole country having 3,000 km of expressway this year, 1,000 km of coastal road, railway and road projects connecting with Laos, China...

In particular, focus on promoting the construction of the Lao Cai-Hanoi-Hai Phong standard gauge railway, determined to start construction in 2025 to connect Vietnam's railway with China, Central Asia, and Europe; effectively implement the Resolutions of the Central Committee, National Assembly, and Government on developing transport infrastructure, in the spirit of "only discussing action, not retreating."

Requiring members of the Steering Committee to raise awareness of compliance, attitude towards work and results, and work efficiency, the Prime Minister pointed out that members of the Steering Committee must "speak the truth, do the truth, be effective, avoid formalism"; focus on assessing, reviewing, and removing difficulties and obstacles, and promoting the implementation of works and projects.

In particular, localities must take stronger action, especially in site clearance, with the motto "locality decides, locality acts, locality takes responsibility." The Ministry of Agriculture and Environment reviews issues related to construction materials, conversion of land and forest use purposes. The Ministry of Finance reviews disbursement issues. The Ministry of Construction reviews and promotes projects to ensure progress and quality...

According to the Steering Committee, the projects under the Steering Committee currently include 37 projects/95 component projects, of which 35 are in the road sector and 2 are in the aviation sector. Since the establishment of the Steering Committee, the Prime Minister, Head of the Steering Committee, has chaired 16 meetings and has directly inspected the site many times, worked with localities to direct the removal of difficulties and obstacles, and urged the progress of the projects.

Ministries, branches and localities have made efforts to implement assigned tasks. Up to now, many difficulties and obstacles have been resolved, the progress of project construction has changed significantly, especially 19 projects and component projects have been put into operation. Notably, 16 expressways have been completed and put into operation, increasing the total number of expressways in the country from 1,327 km to 2,268 km, and the connection route and terminal T3 of Tan Son Nhat International Airport have been put into operation; 52 projects and component projects are being implemented, basically following the set schedule.

At the 16th meeting of the Steering Committee, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects; to date, the units have completed 26 tasks on time. In addition, the agencies are actively implementing 2 tasks of regular direction and management work and 5 tasks that have not met the required progress.../.
