Prime Minister: Piloting Free Trade Zones is new and difficult but must be done

Prime Minister Pham Minh Chinh assessed that Da Nang will still have many difficulties and complications when implementing Resolution 136 of the National Assembly , including the establishment of a Free Trade Zone. However, looking at the existing mechanism, the awareness is clear, the tasks are very specific.
On the afternoon of August 31, speaking at the conference to disseminate and implement Resolution 136 (dated June 26, 2024) of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City, Prime Minister Pham Minh Chinh directed ministries, branches, and Da Nang City to carry out 9 key groups of tasks, including the establishment of the Da Nang Free Trade Zone.

Assigning the task to the Ministry of Planning and Investment, the Prime Minister requested the Ministry to preside over and coordinate with ministries, branches and the People's Committee of Da Nang City to study, develop and submit to the Prime Minister for promulgation a decision to establish the Da Nang Free Trade Zone and its operating regulations; at the same time, study and adjust and supplement the management function of the Da Nang Free Trade Zone. According to the Prime Minister, the pilot of the Da Nang Free Trade Zone is a new and difficult task but must be done, no matter how difficult it is, it must be done, and must be done boldly. This is not only the city's task but the central ministries and branches need to focus on researching and accompanying Da Nang. Regarding the concretization of Resolution 136, Secretary of the Da Nang Party Committee Nguyen Van Quang said that the city is also committed to strongly improving the investment and business environment, promoting administrative procedure reform, removing difficulties and obstacles for businesses, and fully preparing conditions in terms of planning and infrastructure to welcome investment capital flows.

The Secretary of the Da Nang City Party Committee requested relevant departments and branches to review and shorten the process of implementing procedures related to investment and land; effectively implement the process of resolving investment procedures... "Prepare land funds associated with synchronous infrastructure investment; prepare specific projects and resources to implement Resolution 136. In the immediate future, accelerate investment in completing traffic infrastructure, connecting sub-zones in the Free Trade Zone, promote the opening of more international flights, especially speeding up the progress of the investment project to build Lien Chieu port, cargo warehouse at Da Nang airport and many other works and technical infrastructure that have been identified," said Mr. Quang.
What tasks does the Prime Minister assign to the ministries?
In his speech assigning tasks, Prime Minister Pham Minh Chinh requested ministries, branches and Da Nang City to focus on implementing key groups of tasks. Specifically, the Ministry of Home Affairs shall preside over and coordinate with ministries, branches and the People's Committee of Da Nang City to develop and submit to the Government for promulgation a Decree regulating the organization and operation of the District People's Committee and the responsibility regime of the District People's Committee Chairman; organize the operation of the Ward People's Committee and the responsibility regime of the Ward People's Committee Chairman; elect, recruit, manage and use civil servants working at the People's Committee and cadres and civil servants working at the Ward and Commune People's Committees; prepare estimates, implement and settle the budget of districts and wards in the city (to be completed in November 2024).

The Ministry of Construction shall preside over and coordinate with ministries, branches and the People's Committee of Da Nang City to develop and submit to the Prime Minister for promulgation a decision on piloting decentralization and procedures for approving local adjustments to the master plan for construction of functional areas and local adjustments to the master plan for urban areas of Da Nang City (to be completed in November 2024). The Ministry of Information and Communications shall study and support the development of a plan for the production of information technology products, semiconductor chips, artificial intelligence, cloud computing, etc. (to be completed in December 2024). The Ministry of Science and Technology shall study and guide the development of a plan to promote scientific and technological research, innovation, and flexible and effective application of the achievements of the 4th industrial revolution. The Ministry of Education and Training shall develop a plan to train high-quality human resources for Da Nang City. The Ministry of Labor, Invalids and Social Affairs develops a plan for vocational training, improving skills and vocational skills related to emerging industries and new growth drivers for Da Nang City. Regarding the group of 2 tasks for the locality, Prime Minister Pham Minh Chinh requested the People's Council of Da Nang City to implement 29 tasks under its authority, and the People's Committee of Da Nang City to implement 11 specific tasks to implement Resolution 136 before December 31, 2024.

The Prime Minister requested Da Nang City to effectively carry out three overarching tasks regarding apparatus, human resources and resource mobilization. Open mechanisms and policies, smooth infrastructure, smart management", Prime Minister Pham Minh Chinh emphasized.
