Prime Minister: From May 7, we will negotiate with the US on reciprocal taxes

That was the information given by Prime Minister Pham Minh Chinh at the opening session of the 9th session of the 15th National Assembly on the morning of May 5.

According to the Prime Minister, since the beginning of the year, the world situation has seen many new developments that are extremely complicated and unpredictable. In particular, the US's sudden announcement of a large-scale reciprocal tax policy at high levels has negatively impacted global economic growth, seriously threatening the supply chain and international trade and investment flows.

Calmly respond to new complex developments, negotiate reciprocal taxes

In that context, implementing the resolutions and conclusions of the Central Committee, the National Assembly, and the direction of General Secretary To Lam, with the spirit of "Discipline, responsibility; proactiveness, timeliness; streamlining and efficiency; accelerating breakthroughs", the Government and the Prime Minister focused on directing ministries, branches and localities to synchronously, drastically and effectively deploy tasks and solutions.

Including streamlining and organizing the apparatus, ensure smooth operations; reorganize administrative units at all levels; build a two-level local government organization model. Focus on promoting growth with a target of 8% or more, innovate law making and enforcement.

In particular, the Prime Minister said that before the US announced its new tariff policy, we were calm, courageous, proactive, and synchronously implemented many timely, flexible, and appropriate response measures and achieved positive initial results, as Vietnam was one of the first countries the US agreed to negotiate with.   and negotiations will begin on May 7.

He affirmed that, implementing the direction of the Politburo and General Secretary To Lam, the Government and the Prime Minister have been closely directing the negotiating team and ministries and agencies to monitor the situation, urgently complete the plan and be ready to negotiate with the US in the spirit of "harmonized benefits - shared risks".

As a result, GDP growth in the first quarter of 2025 is estimated at 6.93%, the highest compared to the same period in 2020 - 2025, with many localities having double-digit growth.

All three economic sectors have grown positively, infrastructure has been developed in a synchronous and modern direction, with priority given to key projects. Focus is placed on developing high-quality human resources, especially in the fields of basic science, chips, semiconductors, microcircuits, engineering and key technologies.

Social security policies, care for people with revolutionary contributions, and poverty reduction have been effectively implemented; people's material and spiritual lives have been improved.

Completed the arrangement and streamlining of the Government apparatus to 14 ministries and 3 ministerial-level agencies (reducing 8 ministries, ministerial-level agencies, and agencies under the Government); quickly, drastically, and effectively implemented the arrangement and reorganization of administrative units at all levels and built a 2-level local government organization model...

Many solutions for the goal of bringing economic scale into the top 30 in the world

However, the Prime Minister acknowledged that the pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates, and inflation control. Production and business activities still face many difficulties, especially in business development. Administrative procedures are still cumbersome, causing difficulties for businesses and people; the situation of "hot above, cold below" still exists.

In the face of the above situation, the Prime Minister said that in order to achieve the growth target of 8% or more, the economic scale reaching over 500 billion USD, expected to rank 30th in the world, up 2 places, GDP per capita in 2025 reaching over 5,000 USD, it is required that all levels, sectors and localities continue to resolutely, synchronously and effectively implement the tasks and solutions set out in all fields.

Specifically, closely monitor the international and domestic situation, proactively forecast and have flexible and timely policy responses, especially to the new US tariff policy; prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Institutionalize, concretize, and resolutely and effectively implement the Politburo's resolutions. Deeply reform state governance and perfect the organizational model of the political system in the spirit of "not doing things half-heartedly, doing them thoroughly and completely".

Accelerate economic restructuring, establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force. Strive to achieve the goal of having over 3,000km of expressways and over 1,000km of coastal roads nationwide by 2025.

Focus on developing high-quality human resources to meet market needs, especially in artificial intelligence, data science, semiconductor chips, construction and operation of high-speed railways, nuclear power, etc.

According to the Prime Minister, the work of preventing and combating waste has received special attention and achieved positive results, especially in handling backlogged and prolonged projects that cause loss and waste of resources.

In particular, the Government has completed reviewing and proposing to the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly 5.9 million billion VND (equivalent to about 235 billion USD) and a total land use scale of about 347,000 hectares.

He emphasized that if handled, it would contribute to growth and improve the waste situation very well. Recently, very resolutely, ministries, branches, especially localities, have been very bold in pointing out long-standing backlog projects, legal problems, and implementation problems. This is a huge resource, backlog for many years, many terms.
