According to the Tax Department of Region I, in recent years, the private economic sector has increasingly affirmed its important role, contributing about 51% of GDP, more than 30% of state budget revenue and creating over 40 million jobs - accounting for more than 82% of the total workforce in the economy. The Party and Government always identify the development of the private economy quickly, effectively and qualitatively as a key, urgent and long-term strategic task.
On May 5, 2025, General Secretary To Lam signed and issued Resolution No. 68 of the Politburo on private economic development, emphasizing: "The private economy is the most important driving force of the national economy, a pioneering force promoting growth, innovation, industrialization, modernization and economic restructuring." The Resolution sets the goal that by 2045, the private economic sector will develop strongly, sustainably, have international competitiveness, contribute about 60% of GDP and have at least 3 million effectively operating enterprises.
Previously, on March 20, 2025, the Government issued Decree No. 70/2025/ND-CP amending and supplementing Decree 123/2020/ND-CP, which officially took effect from June 1, 2025. In particular, the provisions on electronic invoices generated from cash registers in Article 11 have expanded the scope of application, including: enterprises with activities of selling goods and providing services directly to consumers; business households and business individuals with revenue of VND 1 billion/year or more.
Using electronic invoices from cash registers not only helps to make transactions transparent and reduce costs, but also helps taxpayers manage effectively, look up easily and enhance reputation with customers.
In Hanoi, digital transformation is being implemented synchronously and comprehensively. The City Party Committee issued Resolution No. 18-NQ/TU and Directive No. 42-CT/TU dated January 23, 2025, aiming to build a digital government, digital economy and digital society. The City established a Steering Committee on digital transformation headed by the City Party Committee Secretary, aiming to promote science, technology, innovation and comprehensive digital transformation. The implementation of electronic invoices generated from cash registers is an important part of that program.
The Tax Department of Region I believes that the use of electronic invoices generated from cash registers brings many practical benefits to business households and individual businesses.
Specifically, saving time and costs: allowing sellers to issue invoices at the time of transaction, minimizing the delay between payment and invoice creation. Transparency and accuracy: Invoice data is transferred to tax authorities through an organization providing electronic data receiving, transmission and storage services, ensuring accuracy and timeliness.
At the same time, convenient in management: Easy to look up, manage invoices easily through the website hoadondientu.gdt.gov.vn or the application to look up electronic invoices on mobile phones; support in preparing financial and accounting reports; simplify tax declaration and payment procedures. Increase reputation with customers: Warn consumers about the risks of issuing invoices by sellers who are subject to stopping the use of electronic invoices, enhance the reputation of business households and individual businesses, demonstrate professionalism and modernity.
The Tax Department of Region I has proactively and synchronously deployed propaganda and support activities for taxpayers since the beginning of 2025. The highlight was the support campaign for the whole area in April to prepare for the time when the Decree takes effect. At the same time, the Department has also closely coordinated with service providers such as Mobi, Viettel, and MISA to ensure timely and effective support for technology solutions to each business household and individual.

With the determination of the tax administration, the participation of the entire political system as well as the consensus of the business community, business households and individual businesses, the Tax Department of Region I believes that it will successfully deploy electronic invoices generated from cash registers, contributing to improving efficiency and transparency in tax management while also shortening processing time, reducing the burden of administrative procedures, bringing practical benefits to taxpayers.
