Implement ethnic policies fully, promptly and to the right target.
Thuan Chau (Son La) is the district with the largest number of communes in the province, with a large area, including 21/29 communes in area III, with 270 extremely difficult villages; ethnic minorities account for over 94% of the district's population. Therefore, ethnic affairs and implementation of ethnic policies have received special attention and focused leadership and direction from the Party Committee and government of Thuan Chau district in recent years. Programs and projects have been effectively implemented, contributing to improving people's lives.
As a mountainous district, with 6 main ethnic groups living together, including: Thai, Mong, Kinh, Kho Mu, Khang, La Ha, the district Party Committee and government have focused on directing specialized agencies and communes to review and propose support policies suitable to local conditions, promoting all-round development for ethnic minority areas. At the same time, strengthen propaganda, grasp the aspirations of the people, actively advise on implementing policies to meet the socio-economic development requirements of the district.
The implementation of the ethnic work strategy in Thuan Chau in recent times has actively contributed to clearly changing the appearance of the rural areas of ethnic minorities; in which, typical examples are Project 4, the project of investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas and Project 9, the project of investing in the development of ethnic groups with very few people and ethnic groups with many difficulties.
Implemented in the 2021-2024 period, Project 4, the project of investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas, was allocated a budget of VND 217,587 million (of which: Investment capital: VND 199,705 million, career capital: VND 17,882 million). The disbursed budget up to September 15, 2024 is VND 177,855.8 million, equivalent to 76.71% of the implemented capital. Up to now, Project 4 has invested in the construction of 62 essential infrastructure works, and maintained and repaired 58 infrastructure works in extremely disadvantaged communes and extremely disadvantaged villages in the district.
In addition, implementing Project 9, the Investment Project for the Development of Ethnic Minorities and Ethnic Minorities with Many Difficulties, with the allocated budget for the 2021-2024 period being VND 117,549 million (of which: Investment capital: VND 62,610 million, public capital: VND 52,436 million). Disbursed budget up to September 15, 2024: VND 54,270.448 million, equivalent to 46.17% of the implemented capital. Up to now, 19 infrastructure works have been invested in the construction (including: Traffic: 08; schools, kitchens, boarding houses: 04; cultural houses: 01; irrigation: 03; domestic electricity: 01; anti-landslide works: 02) in the areas of extremely difficult villages with a large number of La Ha ethnic people living in communities.
Support livestock breeds for 646 La Ha ethnic households; organize training to improve knowledge on production and livelihood development for 504 La Ha ethnic households supported to develop production and livelihood. Support equipment for 13 community houses (cultural houses) of 13 villages where La Ha ethnic people live in communities. Support nutrition, check-up, and nutrition counseling for 13 pregnant La Ha ethnic mothers; support 01 La Ha ethnic mother from a poor household to give birth according to population policy.
Organize and implement communication activities, such as: Organizing a contest to learn about the law on marriage and family; on early marriage and consanguineous marriage at 12 secondary schools in the district; organizing 09 conferences to train skills and knowledge to disseminate the law on marriage and family; on early marriage and consanguineous marriage for 521 delegates who are Party cell secretaries, deputy secretaries of Party cells, village heads, deputy village heads, heads of departments, branches, village unions and people; consulting and intervening, integrating the law on early marriage and consanguineous marriage in 18 communes in the district.
The District Social Policy Bank Transaction Office has coordinated with socio-political organizations to provide 17 preferential loan programs for poor and near-poor households. Up to now, the district has nearly 16,000 households receiving loans, with a total outstanding loan balance of over VND840 billion.
Continue to effectively implement policies
Mr. Lo Van Quy, Head of the Ethnic Affairs Department of Thuan Chau District (Son La), said: Every year, the Ethnic Affairs Department has advised the District People's Committee to establish working groups with the task of inspecting, supervising, and evaluating the organization and implementation of projects and sub-projects under the national target program (NTP) for socio-economic development in ethnic minority areas in communes; promptly resolving difficulties and problems, ensuring effective use of investment resources, contributing to the effectiveness of socio-economic development, creating consensus among the people.
With the support funds, from 2023 to now, Chieng La commune has invested nearly 6 billion VND to build clean water works in Song and Cat Lot villages; repair Cat Lot village cultural house; Song village traffic road; support 38 female calves for poor La Ha ethnic households; implement 4 fruit tree planting models, 3 livestock, poultry and aquaculture models in 6/6 villages of the commune...
Sharing about the effectiveness of implementing ethnic policy programs, Mr. Lo Van Hoa, Chairman of the People's Committee of Chieng La commune, informed: From the source of support for ethnic policies, many households have been able to renovate mixed gardens, plant fruit trees, high-value industrial trees; invest in and expand the scale of raising buffaloes and cows in barns. The commune currently has 46 hectares of fruit trees, 130 hectares of industrial trees; the poverty rate of the commune is currently 3.9%.
Also from the policies of the Central and local governments, in Thuan Chau, the work of medical examination and treatment, and health care for the people is well implemented; the network of medical facilities is invested in. The work of managing, issuing, and exchanging health insurance cards for ethnic minorities, the poor, and near-poor is carried out regularly, ensuring compliance with regulations.
The basic school and classroom system has been invested in solidification, teaching and learning equipment has been improved. In addition, programs and policies on poverty reduction have been implemented by Thuan Chau district in a timely, effective and targeted manner, contributing significantly to the development of production, stabilizing and improving people's lives.
Up to now, 100% of communes have car roads to the center, 77.18% of roads from communes to villages are solidified; the rate of solidified schools is 64.32%; 88.21% of medical stations are solidified; 99.98% of households have access to the national grid and other sources of electricity; the poverty reduction rate in ethnic minority areas is 6.9%, exceeding the plan by 4%...
Organized support for decentralized domestic water for 1,463 poor households with difficulties in domestic water; completed investment in construction of 05 centralized domestic water works; supported housing construction for 170 poor households; supported job conversion for 390 poor households lacking production land; supported loans for 124 poor households receiving housing support, 40 poor households receiving job conversion support.
Mr. Ca Van Doi, a Kho Mu ethnic group in Heo Trai village, Chieng Pha commune, Thuan Chau district (Son La) is one of many typical borrowers using capital from the National Target Program 1719. Mr. Ca Van Doi shared: In the past, his family faced many difficulties, being a poor household in the commune, the house was dilapidated, and unsafe every time the rainy season came. In 2022, thanks to accessing capital from the Social Policy Bank, a loan of 40 million from the Social Housing Loan Program from Decree 28 of the Government. His family started construction in December 2022. By February 2023, the family had completed the house. Thanks to the loan from the Social Policy Bank and the family's savings, up to now, his family can rest assured to produce economically, no longer worried or insecure when storms come.
Continuing to effectively implement the Party and State's policies for ethnic minorities, Thuan Chau district (Son La) focuses resources on investing in socio-economic development; effectively integrating capital from programs, projects, policies, building essential infrastructure, creating a strong shift in the structure of the agricultural and rural economy towards commodity production, contributing to creating favorable conditions for ethnic minorities to develop production and improve their lives.
