(CPV) - General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that Vietnam - Laos defense cooperation has achieved great and substantial results in recent times, and is one of the important pillars of the Vietnam - Laos bilateral relationship.
On the morning of December 18, at the Headquarters of the Ministry of National Defense (Hanoi), General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the welcoming ceremony and held talks with Senior Lieutenant General Khamliang Outhakaysone, member of the Central Committee of the Lao People's Revolutionary Party, Minister of National Defense of Laos, who paid an official visit to Vietnam and attended the Vietnam International Defense Exhibition 2024.

Immediately after the welcoming ceremony, the two sides held talks. On behalf of the Central Military Commission and the Ministry of National Defense of Vietnam, General Phan Van Giang congratulated Senior Lieutenant General Khamliang Outhakaysone on his recent appointment by the Lao Party and State as Minister of National Defense; and expressed his belief that in his position, Senior Lieutenant General Khamliang Outhakaysone will lead and direct the development of the Lao People's Army, promoting the increasingly close cooperation between the armies of Vietnam and Laos.
On this occasion, General Phan Van Giang sent his regards and best wishes to General Chansamone Chanyalath, Deputy Prime Minister of Laos.

On this occasion, General Phan Van Giang congratulated the Lao Ministry of National Defense for successfully organizing the ASEAN Defense Ministers' Meeting (ADMM), the ASEAN Defense Ministers' Meeting Plus (ADMM+) and meetings between ASEAN Defense Ministers and partners, making an important contribution to the success of the ASEAN Chairmanship Year 2024, continuing to contribute to strengthening ASEAN's solidarity and central role, and enhancing Laos' position in the international arena.
Minister Phan Van Giang respectfully thanked the Lao Minister of National Defense for accepting the invitation to attend the Vietnam International Defense Exhibition 2024, the 80th Anniversary of the Founding of the Vietnam People's Army and the 35th Anniversary of the National Defense Day; sending defense enterprises to participate in displaying and introducing products at the Exhibition, thereby contributing to strengthening solidarity and contributing to the overall success of the event.
For his part, Senior Lieutenant General Khamliang Outhakaysone congratulated the Vietnam People's Army on its 80th founding anniversary; emphasized that over the past 80 years, the Vietnam People's Army has continuously grown and matured; and expressed his belief that the Vietnam People's Army will continue to have even stronger developments.
Senior Lieutenant General Khamliang Outhakaysone emphasized that this was his first foreign visit as Minister of National Defense; demonstrating the importance of developing the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam.

General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that Vietnam-Laos defense cooperation has achieved great and substantial results in recent times, and is one of the important pillars of Vietnam-Laos bilateral relations. After 5 years of implementing the Protocol on defense cooperation for the 2020-2024 period, the two sides have achieved important results.
Notably, political and strategic trust is higher, solidarity and closeness between the two armies are increasingly consolidated; forms and mechanisms of cooperation are increasingly diverse and widespread; security and order in the border areas of the two countries are firmly consolidated; cooperation in human resource training is given more importance with an increase in both quality and quantity; cooperation in building national defense potential and defense industry is increasingly focused, key and effective.
The two sides highly appreciated the two countries' Ministries of National Defense for successfully organizing the second Vietnam - Laos Border Defense Friendship Exchange in October 2024, thereby creating a positive spillover effect on solidarity and mutual support between the two Parties, States, Armies, local authorities and people of Vietnam and Laos.
The two Ministers agreed to focus on effectively and comprehensively implementing the Protocol on defense cooperation for the 2025-2029 period and the 2025 Cooperation Plan in the coming time. In particular, fully and effectively implementing the following contents: Exchange of delegations at all levels, cooperation mechanisms, especially the Defense Policy Dialogue mechanism; strengthening cooperation in Party work and political work, focusing on propaganda and education on the history, significance and importance of the special solidarity relationship between Vietnam and Laos; strengthening multilateral cooperation; maintaining the mechanism of the Annual Meeting between the three Defense Ministers of Vietnam, Laos and Cambodia; improving the quality of cooperation in training and human resource development; strengthening cooperation in border management and protection...
At the end of the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone signed a Memorandum of Understanding on cooperation in the field of military and defense law./.
