Promoting women's entrepreneurship and innovation

With a core role, the Department of Science and Technology has actively coordinated with the Provincial Women's Union and related units to organize many practical activities to promote the spirit of entrepreneurship, innovation and digital technology application among women. Thereby contributing to the effective implementation of Project 939 "Supporting women to start businesses in the period of 2017-2025", gradually forming a team of dynamic female entrepreneurs, contributing to the sustainable socio-economic development of the locality.

Right from the initial stages of implementing Project 939, the Department of Science and Technology (KH&CN) has proactively advised the Provincial People's Committee to issue specific plans, especially Plan No. 89/KH-UBND, to concretize the Central Government's policy. Thereby helping to form a synchronous policy system, creating a favorable legal environment and encouraging women to boldly start businesses in many fields. Thereby, not only helping women easily access support resources, but also creating a premise for developing a creative startup ecosystem in Thai Nguyen.

Ms. Nguyen Thi Thuy, Deputy Director of the Department of Science and Technology, said: In the period of 2017-2025, Thai Nguyen province has approved 57 science and technology tasks led by women, with a total budget of over 109 billion VND. Of which, the provincial science and technology budget is over 63 billion VND, the rest is counterpart capital from participating enterprises and organizations. Many research results have been successfully applied to production practices, forming products of high economic value, contributing to improving the competitiveness of female enterprises.

In recent times, the Department of Science and Technology has organized many events and innovative start-up activities, organized training courses on smart start-ups, digital transformation, etc., to create a creative space, supporting the development of many potential ideas led by women. The Department of Science and Technology has also coordinated with the Provincial Women's Union to promote propaganda and training programs to raise digital awareness and skills in applying information technology in production and business for female members. Women are equipped with knowledge on using digital platforms such as C- Thai Nguyen , electronic administrative procedure system, cashless payment, putting products on e-commerce platforms, online marketing, etc.

In particular, on April 11, 2025, a training course for core lecturers of the “Popular AI Learning” program was held to equip Women’s Union officials at all levels with basic knowledge of artificial intelligence (AI). With the goal of building a community of 400,000 Thai Nguyen people accessing AI in April 2025, the program is expected to help women not only access but also master technology in work and life.

In addition, the Department of Science and Technology always focuses on supporting intellectual property registration for products owned by women. Many local brands such as "Hao Dat Tea", "Tuan Nhung Tea", "Son Dung Tea", "Viet Cuong Dong Vermicelli", "Uc Ky Sticky Rice Sauce"... have been successfully protected under the forms of collective trademarks and certification trademarks. More than 20 cooperatives managed by women have also been granted the right to use the trademark "Thai Nguyen Tea". In addition, the Department also actively coordinates to organize propaganda events on World Intellectual Property Day (April 26) to raise public awareness of the role of intellectual property in economic development...

In order to continue promoting the achieved results, in the coming period, the Department of Science and Technology of Thai Nguyen will advise the Provincial People's Committee to develop and implement a project to support women in innovative startups for the period 2026-2030. The project's objective is to provide comprehensive support, focusing on increasing preferential credit support and establishing a Women's Startup Support Fund; promoting digital skills training, e-commerce, and business administration for women; prioritizing the implementation of female-led science and technology projects, especially in the fields of agriculture, processing, and OCOP products; establishing co-working spaces at universities and industrial parks; organizing investment promotion events, connecting supply and demand, and promoting products led by women. Special attention is paid to disadvantaged areas, mountainous areas, and ethnic minorities through vocational training, developing startup models associated with community tourism, organic agriculture, etc.

The success of the implementation of Project 939 in Thai Nguyen is a clear demonstration of the close cooperation between the government, the science and technology sector and women's organizations in promoting start-ups and innovation. The results achieved not only contribute to enhancing the position and role of women in economic development but also serve as a strong driving force towards a more modern, creative, confident and deeply integrated female start-up community in the digital transformation period and the 4.0 industrial revolution.
