Implementing the division of the Lao Cai - Hanoi - Hai Phong Railway Investment Project

The Minister of Construction has just signed a decision to divide the Lao Cai - Hanoi - Hai Phong railway construction investment project into component projects.

Accordingly, the component projects implemented by the Ministry of Construction include: Component project 1: Investing in infrastructure connecting stations on the route and the station square, with a preliminary total investment of about VND 2,297 billion; Component project 2: Investing in railway construction, with a preliminary total investment of about VND 155,503 billion.

The component projects are chaired and implemented by the People's Committees of the provinces and cities where the project passes through in the work of compensation, support, resettlement, and relocation of technical infrastructure, including: Component projects in Lao Cai province, with a preliminary total investment of about VND 8,200 billion; Component projects in Phu Tho province, with a preliminary total investment of about VND 12,363 billion; Component projects in Bac Ninh province, with a preliminary total investment of about VND 1,086 billion; Component projects in Hanoi, with a preliminary total investment of about VND 5,654 billion; Component projects in Hung Yen province, with a preliminary total investment of about VND 2,323 billion; Component projects in Hai Phong city, with a preliminary total investment of about VND 11,218 billion.

The sub-projects are chaired and implemented by Vietnam Electricity Group for the relocation of power works with voltage of 110 kV or higher, with a preliminary total investment of about 4,587 billion VND.

The Ministry of Construction assigns the Railway Project Management Board to perform the functions and tasks of the investor of Component Projects 1 and 2 in accordance with the provisions of law; to be fully responsible before the Minister of Construction and the law for the progress and quality of the assigned component projects.

This unit is responsible for coordinating with People's Committees at all levels and units and organizations to carry out the tasks of compensation, support, resettlement, and relocation of technical infrastructure (electricity, water, telecommunications, etc.) during the implementation of the Lao Cai - Hanoi - Hai Phong railway construction investment project.

According to Resolution No. 187/2025/QH15 of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway project is about 419 km long, starting at the cross-border rail connection point (Lao Cai province), ending at Lach Huyen station (Hai Phong city), with a total investment of VND 203,231 billion (equivalent to USD 8.37 billion).

The goal is to build a new, modern, synchronous railway line to meet the domestic and international transport needs between Vietnam and China; create an important driving force for rapid and sustainable socio-economic development, promote advantages on the Lao Cai - Hanoi - Hai Phong economic corridor; ensure effective connection of domestic and international railway networks, associated with ensuring national defense, security and international integration.

The project also contributes to environmental protection, ensuring traffic order and safety, responding to climate change; promoting the country's industrialization and modernization process; contributing to realizing the goals and tasks according to the documents of the 13th National Congress of Delegates and the Party's resolutions.

Currently, the Ministry of Construction is speeding up preparations to be able to start construction of Component Project 1: Investing in infrastructure connecting stations on the route and the station square on December 19, 2025 as requested by the Prime Minister.
