Practicing provincial rescue plan at Dray Nur waterfall

On the morning of October 29, at Dray Nur Waterfall Tourist Area (Ea Na Commune), Dak Lak Provincial People's Committee coordinated with Trung Nguyen Healing Tourism Investment Company Limited and related units to organize a provincial-level rescue plan exercise in 2025.

The training session was attended by more than 100 officers and soldiers from many forces, along with many specialized vehicles and equipment. Colonel Y San Adrông, Deputy Director of the Provincial Police Department, presided over the training.

In his opening speech, Colonel Y San Adrông emphasized that Dray Nur Waterfall is a famous tourist destination, attracting a large number of visitors but has a rugged terrain, many layers of underground rocks and fast-flowing water, posing a high risk of accidents and drowning. The organization of the exercise aims to improve command and control capacity and coordination between forces in handling complex rescue situations. This is also the first time the Provincial Police have advised the Provincial People's Committee to organize an in-depth exercise on rescue, not combined with fire fighting as in previous years.

The hypothetical situation is that at 9am, due to weather effects, water from upstream suddenly poured in, causing the Dray Nur waterfall area to rise. At that time, SUP and inflatable boat activities were taking place at the tourist area. The sudden strong current capsized the boat, causing 2 tourists to be swept away, and some others to panic, causing a series of accidents. An off-road vehicle carrying tourists overturned in the middle of the stream, trapping 2 people and sweeping away 4 others. During the rescue process, a member of the local rescue team also had an accident and went missing; the suspension bridge was damaged, causing many tourists to be trapped on the rocks and the opposite bank.

As soon as the incident occurred, the local fire prevention and fighting force and the Ea Na commune government deployed initial rescue and informed the authorities. Upon receiving the news, the Fire Prevention and Rescue Police Department - Provincial Police immediately dispatched 2 rescue vehicles, a rubber boat and 15 officers and soldiers to the scene, setting up a Rescue Command Committee. Determining the serious situation, beyond the initial handling capacity, the Provincial Police Department continued to mobilize the Mobile Police force, Hospital No. 1 - Provincial Police and coordinated with the Central Highlands General Hospital, Krong Ana Commune Medical Center to participate in the rescue.

At the scene, the forces coordinated smoothly and promptly deployed many professional measures. Flycams were used for aerial reconnaissance; diving teams searched for missing victims; inflatable boats approached isolated locations; and safety rope systems were set up to bring tourists through the rapids to safety. Medical forces set up a makeshift camp, performed first aid and classified the victims.

After about 40 minutes, all the assumed victims were rescued and taken to the emergency room safely. The Organizing Committee highly appreciated the sense of responsibility, effective coordination and flexible situation handling ability of the forces, ensuring absolute safety for people and vehicles.

The exercise is an important opportunity to help improve the capacity, initiative and coordination of the rescue forces, ready to respond promptly and effectively to any incidents and accidents that may occur, especially in tourist areas and spots in the province.
