On the morning of October 29, 2025, prolonged heavy rain caused most of Hoi An Dong ward to be deeply flooded, many residential areas were isolated; more than 80% of the ward police headquarters was submerged in floodwater, but 100% of officers and soldiers were still present on duty and urgently assisted the people.

Also on the morning of October 29, Hoi An Dong Ward Police successfully took a pregnant woman and a person with high blood pressure to the emergency room. The Ward Police force, in coordination with local authorities, organizations and militia forces, also organized the supply of food, drinking water and essential necessities to households isolated in deep flooded areas.

Previously, at 1:00 a.m. on October 29, amid heavy rain, the Fire Prevention, Fire Fighting and Rescue Police force of Da Nang City Police deployed an emergency rescue at Km09 of the Da Nang - Quang Ngai Expressway, where a serious passenger bus accident occurred.

Four passengers were injured and unable to move on their own, and one driver was trapped in the badly deformed cabin. The rescue team promptly rescued him and handed him over to medical staff, ensuring no human casualties.

In the mountainous commune of Thuong Duc, heavy rains and floods have isolated many areas, seriously threatening the lives and property of the people. The commune police were on standby with 100% of their personnel and equipment, so within just 4 hours on October 28, they successfully carried out 2 emergency rescues, saving people from the "grim reaper" of the floodwaters.

Specifically, at 3:00 p.m., when the flood on Vu Gia and Con rivers poured in, the water rose high and flowed rapidly, the Commune Police received an urgent report from the family of Ms. Vo Thi Hai (born in 1970, residing in Thanh Dai village) who had a severe fever and needed to be taken to the emergency room immediately. The Commune Police working group quickly mobilized a specialized canoe to cross the deep flooded area, facing the fast-flowing water to approach Ms. Hai's house, quickly assisted in bringing her safely onto the canoe, and promptly transferred her to the hospital.

At 6:20 p.m., when it was dark and raining heavily, Thuong Duc Commune Police continued to receive an urgent rescue request from Ms. Nguyen Thi My Trang (born in 1994, residing in Trung Dao village). At that time, the flood water had risen nearly 1.5 meters high, covering the entire house, isolating Ms. Trang's elderly mother and young child, unable to escape.

The Commune Police immediately mobilized a canoe, used flashlights, and braved the rain to cross the sea of water to reach the deeply flooded area. In the middle of the night, the soldiers reassured and carefully helped each person out of the flooded house. Thanks to that brave, resilient and humane action, Trang and her children were brought to safety, escaping the danger, amidst the emotional outburst of the local people.

Continuing to promote the vanguard spirit of the People's Public Security soldiers, Colonel Nguyen Van Tang, Deputy Director of Da Nang City Police, requested the police of deeply flooded wards and communes to continue to mobilize maximum forces and means, closely coordinate with the authorities and grassroots forces, proactively grasp the situation, not to be passive and surprised; at the same time, organize support for food and necessities, help people overcome natural disasters, and soon stabilize their lives after the flood.
According to the Da Nang City Hydrometeorological Station, at 3:30 p.m. on October 29, the water level on the Vu Gia, Thu Bon, and Tam Ky rivers is rising rapidly again.
