Working all night to rescue patients and people

The army, police and volunteers of the SOS 75 Hue Zero Team rushed through the night into the raging floodwaters to urgently evacuate patients being treated at Hue Central Hospital and people in Hue City to safety.

At Hue Central Hospital, under the direction of Mr. Nguyen Chi Tai, Vice Chairman of the Hue City People's Committee, hundreds of military and police officers fanned out to each flooded department and ward to coordinate with medical staff in moving patients under treatment to higher ground; at the same time, they moved all equipment and specialized machinery to safe locations.

Patient CMH, from Quang Tri province, currently being treated at Hue Central Hospital, shared: “We were panicking because the Perfume River was rising higher and higher, flooding the hospital and surrounding the rooms in the Orthopedic Trauma Department, when the soldiers arrived. Each soldier had a task: some gathered IV lines, others helped patients so their comrades could carry them to higher floors to escape the flood. They wholeheartedly encouraged each patient, then diligently worked as if they were family members of the patients… It is truly in times of hardship that we understand the bond between the military and the people.”

By over 11 PM on October 27th, all patients and medical equipment at Hue Central Hospital had been safely moved to higher ground.

According to MSc. Dr. Hoang Thi Lan Huong, Deputy Director of Hue Central Hospital, on the afternoon of October 27, the Huong River flooded many wards and departments of the hospital. All staff had to make efforts to move patients to higher ground.

"When the situation became more complicated, the police and military forces immediately came to provide support. Everyone made every effort to ensure the absolute safety of the patients," said the Deputy Director of Hue Central Hospital.

Directing the response to the severe flooding, Mr. Nguyen Chi Tai, Deputy Secretary of the City Party Committee and Vice Chairman of the Hue City People's Committee, requested Hue Central Hospital to urgently implement plans to ensure the safety of patients, their families, and medical staff amidst the complex flood situation. He also urged doctors and nurses to be constantly on duty, quickly move equipment, records, and documents to higher ground, and limit movement within the hospital grounds to ensure safety. He also requested the hospital to utilize information technology through a camera system for monitoring in case of incidents, in order to promptly address any issues.

Rushing into the raging flood to save people.

Last night, the people of Hue City stayed awake all night. Rising floodwaters caused deep flooding in many areas, paralyzing traffic. Emergency response efforts were quickly implemented.

In the central streets of Hue City, where floodwaters were flowing fiercely, police officers used ropes as support, working together to reach deeply flooded areas in the dead of night to assist and evacuate hundreds of people trapped in deep water to safety.

Specifically, in the area north of Truong Tien Bridge, the traffic police of Hue City Police Department, in coordination with officers and soldiers of the Hue City Military Command, promptly moved nearly 40 patients and elderly people affected by flooding at the Rehabilitation Hospital on To Hien Thanh Street and other flooded areas in Phu Xuan Ward to higher ground.

Police and military personnel worked through the night to rescue and evacuate residents trapped in low-lying areas of Hue City to higher ground.

The entire city of Hue was almost completely submerged in a vast "sea" of floodwater. Weak streetlights reflected on the murky water. Rescue vehicles continuously sped through the deeply flooded streets, their sirens blaring. At the Department of Water Resources and Climate Change, members of the Hue City Civil Defense Command were on constant alert, monitoring water levels in reservoirs and streams to promptly devise response plans.

According to Major Nguyen Xuan Luu, Assistant Training Officer, Staff Department, Hue City Military Command, on the night of October 27th, the Hue City Military Command continued to deploy hundreds of officers and soldiers, militia forces from communes and wards, along with many vehicles, canoes, and boats to low-lying areas and deeply flooded, isolated regions to evacuate affected residents to safe shelters, ensuring the absolute safety of people's lives and property.

Along with the army and police, volunteers from the SOS 75 0-Dong Team in Hue worked through the night to rescue people trapped in the raging floodwaters. Nguyen Ngoc Nhat Hoang, team leader of the SOS 75 0-Dong Team in Hue, said that several days prior, the team had planned and prepared canoes, ambulances, and other necessary equipment to be ready to assist people in the area. However, the floodwaters rose rapidly over a wide area, overwhelming the team's rescue efforts as they continuously received calls and messages requesting assistance.

"Moving through deep floodwaters and strong currents is very dangerous, while roads are cut off, making it very difficult to reach deeply flooded areas. Despite the difficulties, the rescue team is working tirelessly because the people there still need us," said Nguyen Ngoc Nhat Hoang.

According to the Hue City Civil Defense Command, on the night of October 27th, 32 communes and wards in Hue City were deeply flooded, with water levels reaching 1-2 meters. Many sections of National Highway 1 were submerged, with water overflowing into urban areas. The situation regarding landslides on transportation routes is becoming increasingly complex.

Mr. Phan Thien Dinh, Chairman of the Hue City People's Committee, directed the People's Committees of communes and wards to continue and urgently implement support for the evacuation and relocation of people to safe areas according to the approved plan, prioritizing the safety of vulnerable groups such as pregnant women, the elderly, children, and people with disabilities. In addition, they were instructed to review the stockpiling of essential supplies, equipment, and goods, especially in areas frequently isolated during heavy rains and floods, and in remote areas; and to educate people on proper on-site stockpiling to prepare for prolonged heavy rains and floods.
