According to the report of the Standing Committee of Hoa Lu District Party Committee, implementing Notice No. 744 dated June 28, 2022 and Notice No. 1291 dated November 29, 2023 of the Standing Committee of Ninh Binh Provincial Party Committee, although the economy is facing many difficulties, with the close and timely leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the effective coordination and support of departments, branches and sectors; together with the efforts of all levels, branches, cadres, soldiers and people, Hoa Lu district has deployed solutions, overcome difficulties and achieved many positive results.

The district's economy has grown quite well, with a positive shift in economic structure. Industrial and handicraft production, investment and construction have been maintained stably; services and tourism have recovered and developed well; agricultural production has had a good harvest.

The construction of advanced and exemplary new rural areas is promoted, going into depth and substance.

Hoa Lu district has basically completed the criteria for advanced NTM, with 8/10 communes achieving advanced and model NTM (of which 6/10 communes achieving model NTM), and 62/85 residential areas achieving model NTM standards, equal to 73%. There has been progress in culture and society, social security has been ensured; national defense has been strengthened; political security and social order and safety have been maintained; the effectiveness and efficiency of State management have been enhanced.

Party building, political system building, and administrative unit arrangement at district and commune levels have been effectively implemented.

Carrying out the task of developing the Project to establish Hoa Lu city, the Standing Committee of the District Party Committee directed the District People's Committee to coordinate with Ninh Binh city to complete the development of the Hoa Lu city urban development program until 2040 and the Project to establish Hoa Lu city, at the same time, arranging commune-level administrative units and establishing wards in Hoa Lu city, Ninh Binh province.

Hoa Lu district has conducted the voter consultation with 97.89% of the voters agreeing. Up to now, Hoa Lu district has achieved and basically achieved 8/12 main targets set out in the Resolution of the 23rd District Party Congress.

At the meeting, delegates spoke and shared the difficulties of Hoa Lu district, and at the same time discussed and clarified the district's proposals and recommendations related to the following contents: Establishing investment policies and arranging to include in the province's medium-term public investment plan a number of projects in the area; supporting investment funds to build planned roads along the foothills of core communes to serve the development of experiential tourism and eco-tourism; on preserving and developing the traditional embroidery craft of Van Lam, Ninh Hai commune; implementing the project to restore, embellish and preserve the National Historical and Cultural Relic of Thien Ton Pagoda and Cave; on researching and planning the investment of the project of a road route combining the landscape along the Day River and Hoang Long River; establishing a drainage project for Do Thien canal in Hoa Lu district; on specific mechanisms and policies to re-grant land use fee revenue; finalizing a number of projects in the area; invest in and develop transport infrastructure worthy of a millennium city...

Delegates also suggested solutions for building a political system, arranging and training cadres to meet task requirements; implementing planning and managing planning; preserving and promoting the historical and cultural values ​​of Hoa Lu Ancient Capital, developing the city in the direction of a heritage ancient capital; restoring the Temple of the Ancestor of Tailoring, the Temple of the Ancestor of Embroidery, Hoa Lu Great Wall and the city gates; implementing the arrangement of administrative units at district and commune levels; building advanced and exemplary new rural areas; developing agriculture in the direction of multi-value associated with serving tourism development; collecting and treating waste, wastewater, and managing the environment of craft villages, etc.

Speaking at the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee analyzed the advantages, pointed out the difficulties, limitations, and major issues facing Hoa Lu district.

At the same time, it is recommended that in the coming time, Hoa Lu district needs to focus on implementing administrative unit arrangement, paying attention to reviewing the contents and work and having specific plans when implementing the arrangement.

It is necessary to develop a plan to review and handle existing problems in practice. Continue to do well the work of building the Party and the political system. Especially, proactively prepare well the personnel and documents for the Congress of Hoa Lu City Party Committee. Direct the implementation of the tasks of building advanced new rural areas and model new rural areas. Do well the work of auctioning land use rights, creating resources for investment in basic construction. The comrades also discussed and clarified the recommendations and proposals of Hoa Lu district.

Concluding the working session, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated the results that the Standing Committee of Hoa Lu District Party Committee has led, directed and implemented in the past time, especially the implementation of Notice No. 744 and Notice No. 1291 of the Standing Committee of the Provincial Party Committee.

Emphasizing the province's management and development viewpoint, the Provincial Party Secretary stated: Building, managing and developing Hoa Lu is the core issue in building a millennium heritage city and must be placed in unity in both territory and management.

In addition, it is necessary to properly and appropriately resolve and handle the relationship between conservation, restoration, reconstruction, and promotion of heritage and socio-economic development. Heritage urban development must be associated with the construction of new rural areas, advanced new rural areas, model new rural areas, and the inheritance of rural heritage landscapes in urban development. On the other hand, it is necessary to fully and properly promote the role of the State, the market, and the social community in the management and development of Hoa Lu city.

Therefore, in the coming time, the Provincial Party Secretary suggested that Hoa Lu district should focus on resolving the major relationships between urbanization and heritage urban development; between conservation, restoration, reconstruction, emulation and socio-economic development; between exploited heritage associated with conservation and promotion; between urban, rural and advanced new rural areas.

At the same time, focus on overcoming some limitations that were pointed out by the Standing Committee of the Provincial Party Committee and delegates at the conference. Do a good job of arranging, organizing, training staff, and allocating resources in implementing the arrangement of administrative units and establishing Hoa Lu city.

The Provincial Party Secretary expressed his belief that with a new spirit, new momentum, and new motivation, the goal of building Ninh Binh into a centrally-run city with the characteristics of a millennium heritage city and a creative city will be gradually realized in the coming time.
