Progress is very slow, not meeting requirements
The National Assembly's Economic Committee has just issued Report No. 2327/BC-UBKT15 on the implementation status of the Long Thanh International Airport project, sent to National Assembly delegates.
According to the Economic Committee, the progress of implementing the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh Airport is “very slow”, not meeting the requirements of the National Assembly in Resolution 53.
The area of land recovered for Long Thanh Airport is nearly 5,400 hectares of land. In Resolution 53, the National Assembly requires that “land recovery, compensation, support, and resettlement be carried out once and completed before 2021”.
Because the project fiscal year (2017-2021) has ended, the State Treasury has stopped disbursing funds for the project.
The National Assembly's Economic Committee said that to complete the land acquisition for the entire 5,000 hectares and hand over the entire site in phase 1, the Dong Nai Provincial People's Committee has advanced the provincial budget to continue paying compensation, support, and resettlement costs for people whose land was acquired.
During the implementation process, there were some changes compared to the Feasibility Study Report of the project (resettlement area, total investment, etc.), so Dong Nai province proposed that the competent authority consider adjusting the project.
The traffic routes connecting T1, T2 with Long Thanh Airport are part of the phase 1 construction investment project that has also been approved by the Prime Minister and the Dong Nai Provincial People's Committee has approved the compensation, support and resettlement sub-project.
“However, households whose land was recovered along these two routes have not yet had their resettlement locations determined,” the report stated.
In addition, the Long Thanh District People's Committee has temporarily stopped calculating support for a number of subjects according to the State Audit's recommendation to wait for handling instructions. This has led to the emergence of many petitions and complaints.
Meanwhile, although the lives of people in the Loc An - Binh Son Residential and Resettlement Area have gradually stabilized, there is still a lack of public facilities such as markets, schools, and cultural institutions due to unfinished construction...
If there is negativity or corruption, it needs to be dealt with severely.
Regarding the project, in early August, the Government submitted a report to the National Assembly for consideration and permission to adjust some contents of Resolution No. 53 to have a basis for disbursement and implementation of the next steps.
The contents proposed by the Government for adjustment include: Reducing the total investment of the project; the area of land recovered; the project implementation time and adding content on resettlement arrangement for households on the two traffic routes connecting T1, T2 to the Loc An - Binh Son Residential and Resettlement Area.
Accordingly, the Economic Committee proposed that the Government revise the submission to only submit to the National Assembly for consideration and decision on two contents: project implementation time and capital allocation for the project; proposed to consider including it in the general resolution of the 6th session, not to issue a separate resolution.
The remaining adjustments are under the authority of the Government. The Economic Committee recommends a thorough impact assessment, compliance with the law, ensuring the effectiveness of the project, the interests of the State and the legitimate rights of people in the area affected by the project.
The Economic Committee also requested the Government to direct the inspection and review to clarify the adjustment and implementation of project contents when they have not been decided by competent authorities.
"If there is negativity, corruption, self-interest or reduced project efficiency, or waste of resources, it is recommended that it be strictly handled according to the provisions of the law," the National Assembly's inspection body stated its opinion.
The report shows that, to date, the project has recovered over 4,882 hectares out of a total area of over 4,946 hectares of land to be recovered (reaching 98.7%).
Dong Nai province has approved resettlement for 4,161 households (4,045 households have been resettled, 116 households are being resettled). There are 1,001 households that have been approved for resettlement but do not meet the requirements; the remaining 285 households have not been approved.
The plan has allocated more than VND 22,855 billion for the project. By the end of 2022, more than VND 16,697 billion has been disbursed, reaching 73.05% of the plan.
