Continuing the 9th Session, on the morning of May 27, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Penal Code.
Delegate Nguyen Thi Thu Nguyet ( Dak Lak Delegation) said that the draft law stipulates that the crime of producing and trading in counterfeit medicines and disease prevention drugs can be punished with 20 years in prison, life imprisonment, or life imprisonment without consideration of sentence reduction when causing the death of 2 people or more.
According to the delegate, the conditions prescribed for this crime are not commensurate with the nature and behavior of the crime, and do not demonstrate deterrence against this crime in practice.
Because recently there have been cases of subjects participating in the production and trade of counterfeit medicines, causing many problems, leaving many serious consequences for society.
"We have no tolerance for this crime. This type of crime needs to have deterrent regulations. We must deal with it resolutely. If we are lenient with them, we will inadvertently contribute to mass murder, affecting the community," the delegate emphasized.
The delegate proposed to revise the regulation in the direction that only killing people is required without having to see the consequences, and killing two or more people will apply this penalty.
Regarding the abolition of the death penalty, replacing it with life imprisonment without consideration of sentence reduction for 8 crimes. According to the delegate, it is necessary to reconsider the abolition of the death penalty for the crime of illegal drug trafficking.

Don't say that people don't know about this. Most criminals of these crimes know what the consequences will be, what harm they will cause, but for the sake of profit, they ignore it. Therefore, I think it is still necessary to maintain the highest level for extremely serious violations, which is the death penalty," the delegate suggested.
The delegate also emphasized that this is proof to the people that the National Assembly makes laws for the people, for society, and to build a safe environment.
