Handing over the site for the implementation of National Highway 28B project, reaching 65.9%

Through research, we learned that: Recently, the Land Fund Development Center of Bac Binh district has coordinated with local authorities to count land and assets with land use rights according to actual determination in the project area to renovate and upgrade National Highway 28B, there are 538 households, individuals and 16 organizations, with a total area of 51.3 hectares, including: 538 households, individuals, with an area of 12.5 hectares and 16 organizations, enterprises, with an area of 38.8 hectares. Specifically: Luong Son town has 131 households, organizations, with an area of 2.4 hectares; Song Luy commune has 29 households, organizations, with an area of 1.03 hectares; Song Binh commune has 215 households, organizations, with an area of 8.14 hectares; Phan Son commune has 49 households, organizations, with an area of 9.21 hectares; Phan Lam commune has 130 households and organizations, with an area of 30.52 hectares. Up to now, the District Land Fund Development Center has handed over the land to Project Management Board 5, the road construction unit, bridge abutments about 33.84 hectares, reaching 65.9% of the recovered land area, of which the land managed by the People's Committees of the communes is 24.8 hectares and households and individuals are 9.04 hectares. For Phan Son commune, 46 households have handed over the land of 1.029 hectares, reaching 100%; Phan Lam commune has 123 households have handed over the land of 3.329 hectares, reaching 98.4%; Song Luy commune has 23 households have handed over the land of 8,975.1 m2, reaching 82.14%; Song Binh commune has 130 households have handed over the land of 3.438 hectares, reaching 61.32%; Luong Son town has 51 households that have handed over 3,473.51 m2 of land, reaching 40.15%. The District Land Fund Development Center continues to coordinate with local authorities to work directly with households to mobilize the handover of land to Project Management Board 5 so that units can construct project items according to the set schedule.

Regarding the conversion of forest and forest land use purposes to other purposes, the Provincial People's Committee issued Decision No. 639/QD-UBND, dated April 9, 2025, on the conversion of forest use purposes to other purposes to implement the project of renovating and upgrading National Highway 28B and assigned responsibilities to relevant departments, branches and localities for implementation. On April 25, 2025, the Provincial People's Committee issued Official Dispatch No. 1765, on the exploitation of forest products on the area of forest use converted to other purposes and the Department of Agriculture and Environment issued Official Dispatch No. 1645, giving opinions on the forest valuation dossier on the area of forest use converted to other purposes. After that, the Provincial Forest Protection Department issued Official Dispatch No. 462, on the report on the assessment of the current state of the forest included in the forest valuation dossier on the area of forest use converted to other purposes. On May 6, 2025, the Department of Agriculture and Environment issued Official Dispatch No. 1893, requesting opinions on forest compensation value according to the forest valuation dossier on the area of forest use conversion to other purposes under the project of renovating and upgrading National Highway 28B and on May 12, 2025, the Department of Finance issued Official Dispatch No. 1689, responding to the dispatch of the Department of Agriculture and Environment. Based on the reply of the Department of Finance, the District People's Committee directed the District Land Fund Development Center to coordinate with the consulting unit to receive and explain according to the request of the Department of Finance. On April 25, 2025, the Provincial People's Committee issued Official Dispatch No. 1756, agreeing in principle to auction by auction method for forest products on the area of forest use conversion to implement the project of renovating and upgrading National Highway 28B as requested by the Department of Agriculture and Environment. Currently, the Song Luy Protective Forest Management Board has organized forest exploitation according to the plan approved by the Department of Agriculture and Environment. The District People's Committee continues to direct the district's functional departments to coordinate with Project Management Board 5, People's Committees of communes and towns to focus on propaganda and mobilization of the remaining households whose land is recovered to hand over the site for project implementation and develop compensation and support plans for households and individuals who have agreed and signed a commitment for the departments to appraise and submit to the District People's Committee for approval.
