Teachers' salaries are given top priority.

Speaking at a workshop in Ho Chi Minh City on January 19, Dr. Vu Minh Duc, Director of the Department of Teachers andEducational Managers (Ministry of Education and Training), stated the necessity of promulgating the Law on Teachers and the orientation, viewpoints on law-making, and basic policies proposed in the Law on Teachers.

Cases where teachers are not allowed to register for recruitment

The workshop announced 5 policy proposals of the Ministry of Education and Training that were unanimously approved by the Government in Resolution 95 of 2023. Notably, the proposals are directly related to the work of teachers, recruitment, use and working regime of teachers.

According to the proposed policy, regulations on recruitment, employment and working regimes are appropriate to the characteristics of activities and professional requirements for teachers. It is expected to overcome some difficulties in the current recruitment, employment and management of teachers to meet practical requirements. At the same time, decentralization to specialized agencies in the sector, field and educational institution is strengthened.

Specifically, it is expected that the recruitment of teachers must be based on job needs, professional standards for teachers, salary funds, working regimes, prescribed number of employees and the plan to build the teaching staff of the educational institution to ensure that the educational institution has enough teachers to teach in the correct training major.

To be eligible for recruitment, the following conditions must be met: Have an application form, have a clear resume, meet the requirements of the teacher's professional standards, meet the specific conditions according to job requirements but must not violate recruitment principles.

At the same time, regulations stipulate cases that are not allowed to register for recruitment such as: loss of civil act capacity or limited civil act capacity; being prosecuted for criminal liability, serving a criminal sentence or decision of the court, being subject to administrative handling measures, being sent to a compulsory drug rehabilitation facility, etc.

Teachers get 8 weeks of summer vacation instead of annual leave?

Regarding the working regime, according to the policy proposed by the Ministry of Education and Training, the professional activities of teachers are expressed in the working regime for teachers at each level and training level and are converted to ensure working hours of 40 hours/week. In which, the annual leave time of teachers (including teachers holding management positions) includes: 8 weeks of summer vacation instead of annual leave as prescribed by the Labor Code. The arrangement of 8 weeks of summer vacation each year is stipulated by the educational institution in the annual education plan in accordance with the conditions of the educational institution. Holidays, Tet holidays, personal leave, unpaid leave and other days off according to the Social Insurance Law and the Labor Code.

Preschool teachers are allowed to retire at the age of 55. The retirement age of other teachers is implemented according to the provisions of the Labor Code and related specialized laws; teachers can retire early or extend their working time according to the Government's regulations. Educational institutions can sign labor contracts with pensioners if the unit has a need and the pensioner wishes.

How are teachers' salaries and allowances expected to be regulated?

Notably, the salary policy for teachers proposed by the Ministry of Education and Training will include salary, allowances and other benefits (if any). Teachers' salaries are given the highest priority compared to the administrative career salary scale system. Salaries and salary policies for teachers working at non-public and autonomous educational institutions are "not less" than teachers with the same training level, seniority and title in public institutions.

In addition, the State has policies to support young teachers, teachers working in disadvantaged areas, teachers teaching in special schools, teachers teaching children with disabilities, teachers teaching ethnic minority languages, teachers teaching Vietnamese language enhancement for ethnic minority students, teachers of gifted subjects and arts; and has policies to attract talented people to become teachers. The State has policies to attract teachers to work and work long-term in disadvantaged areas.
