The Ministry of Education and Training (MOET) has just issued Circular No. 06/2025/TT-BGDĐT amending and supplementing a number of articles in the Regulations on university and college admissions for the Early Childhood Education ngành.

According to the new regulations, early admissions will no longer be available for the 2025 enrollment season.
No more early admissions.
According to the new regulations, early admissions will no longer be considered. In reality, the application of early admissions has prolonged the admissions process, requiring candidates to obtain confirmation of their high school academic results from multiple educational institutions, leading to wasted social resources. Furthermore, many institutions have announced a large number of early admissions but very few students actually enroll, demonstrating the inefficiency of early admissions.
Furthermore, the practice of educational institutions using academic results from one to five semesters of high school for early admissions, instead of the results of the entire 12th grade (second semester), has negatively impacted students' learning and high school graduation exams, thereby affecting their academic ability at the university level. Therefore, to ensure that students are equipped with the necessary foundational knowledge to pursue university programs, the regulations stipulate that early admissions will no longer be considered starting this year.
The new regulations also stipulate that when using high school academic results for admission, the candidate's academic results for the entire 12th grade year must be used. Furthermore, to ensure that the contribution of the 12th grade year's academic results is not too low in the admission score calculation, the regulations stipulate that the weighting of the 12th grade year's results in the admission score must not be less than 25%.
Publicly disclose the rules for converting equivalent admission scores.
The new regulations stipulate that educational institutions using multiple admission methods must determine the rules for converting the equivalent entrance thresholds and admission scores of each admission method, selection method, and combination of selection methods. Following the general guidelines of the Ministry of Education and Training, schools do not have to allocate quotas for each admission method, avoiding the risks associated with separate admission quotas for each method, such as large score discrepancies between methods, some methods having very high admission scores, or admission scores based on high school transcripts being lower than those based on high school graduation exam results…
In addition, to ensure that candidates have complete information during the application process, the regulations stipulate that the equivalent conversion rules must be publicly announced no later than the time of announcing the minimum quality assurance threshold for admission.
Candidates do not need to select a method code, combination code, etc.; they only need to clearly identify the program, major, group of majors, and training institution they wish to attend in order to decide on registration. The Ministry of Education and Training's general admissions support system will use the method with the highest score achieved by the candidate for admission consideration.
No limit on the number of admission combinations.
2025 marks the first year that students studying under the new general education program (2018 General Education Program) will take the high school graduation exam. The Ministry of Education and Training has issued regulations for the high school graduation exam starting in 2025, which increase the number of subjects students can choose from. Therefore, to ensure equal opportunities for admission for students from different regions, the regulations remove the requirement for specific training programs; each major and each program has a maximum of four admission combinations; there is no limit on the number of admission combinations.
However, to ensure the quality and necessary knowledge foundation for university studies, the regulations stipulate that the subject combination used for admission must include at least 3 suitable subjects, of which Mathematics or Literature must have a weighting of at least 25% in the admission score. From 2026, the number of common subjects in the subject combinations must contribute at least 50% of the total admission score.
Conversion of foreign language scores in the admissions process.
In recent years, some educational institutions have abused the use of foreign language certificates in the admissions process, even using them as a decisive criterion for a candidate's admission chances; meanwhile, access to obtaining these certificates varies among students from different regions. Therefore, the new regulations stipulate that schools can convert foreign language certificates into foreign language scores to be included in the admissions subject combination, but the weighted foreign language score from these certificates cannot exceed 50%.
With this regulation, candidates can still maximize their strengths to increase their chances of being admitted to university while ensuring fairness.
The total bonus points will not exceed 10%.
Besides the potential for unfairness in admissions due to the abuse of foreign language certificate-based selection, the regulation of excessively high total bonus points (bonus points, reward points, incentive points) for various achievements and certificates of candidates can also lead to unfairness for candidates who do not have bonus points (due to objective reasons, not their own abilities) in the same selection process. Therefore, the Regulations set a limit on the total bonus points not exceeding 10% of the maximum score on the selection scale (for example, on a 30-point scale, the maximum is 3 points) to create a fairer opportunity in the selection process. However, training institutions will still add bonus points based on the specific characteristics of the institution, the entrance requirements, and to maximize the individual strengths of the candidates.
Each candidate has the opportunity to achieve the maximum score on the scoring scale, but no candidate's total score (including all bonus points and priority points) can exceed this maximum score.
