Receiving public property power projects - solutions to improve power quality

(Baohatinh.vn) - Ha Tinh Electricity Company is receiving public property power projects according to Decree No. 02/2024/ND-CP of the Government, creating convenience for customers and improving electricity quality.

According to regulations, owners of electrical works (public service units, armed forces units, socio- political organizations, enterprises, etc.) must take full responsibility for the management, operation, upgrading, renovation, maintenance, and ensuring the safety of electrical works that are public assets.

For units without professional expertise, implementing these tasks is extremely difficult. Accordingly, many agencies and units have the need to transfer power projects that are public assets to the electricity sector for management to facilitate all parties.

In response to this proposal, on September 15, 2017, the Prime Minister issued Decision No. 41/2017/QD-TTg stipulating the procedures for transferring power projects invested by State capital to the Vietnam Electricity Group for management. Ha Tinh Electricity Company has also coordinated the implementation. However, due to some difficulties and problems with procedures and documents, the electricity sector has not received any projects.

Accordingly, on January 10, 2024, the Prime Minister issued Decree No. 02/2024/ND-CP on the transfer of power projects as public assets to Vietnam Electricity Group. The Decree has removed difficulties and obstacles in procedures and documents, creating conditions for the electricity sector to receive power projects as public assets with the goal of contributing to the modernization of the power grid in a professional and modern direction.

Cam Xuyen Electricity has just received the Thien Cam Border Post power project.

The Thien Cam Border Post power project, including the transformer station (TSA) and the medium voltage line system (supplying electricity to Cua Nhuong Border Control Station), has just been handed over to Cam Xuyen Power Company for management and operation. It is known that this project was invested in and put into operation by the Ministry of National Defense in 2016 and has not been maintained or upgraded yet. Accordingly, the power pole system is planted on sand, the terrain is salty, so the grounding position is corroded; the power line runs through the sea area, affected by frost and salt, so the equipment has degraded, the rate of power loss is quite high.

Major Nguyen Xuan Thieu - Head of Cua Nhuong Border Control Station said: "For a long time, we have been managing and operating the power project, but due to lack of expertise and professionalism, every time an incident or equipment failure occurs, we have to coordinate with Cam Xuyen Power Company to fix it, which is very passive. Currently, the project has been handed over to the electricity industry, which is a favorable condition for both sides."

Mr. Tran Quang Nhat - Head of Technical Department, Cam Xuyen Electricity said: "The unit has completed the reception of 3 substations and medium voltage lines from agencies and units in the area and is coordinating the procedures to receive 18 substations and line systems of 10 agencies and units. These are works that have been used for many years, with difficulties in capital investment for repair, so they have degraded and have high incidents. After receiving, the electricity industry focuses on management, operation, and handling of defects on the grid; has a plan to invest in upgrading, aiming to improve the reliability of power supply, reduce the rate of power loss in the area".

Ha Tinh City Electricity has also just received 3 power lines and substation projects from the Provincial Military Command (power supply for the Ha Tinh City Military Command, power supply for the Provincial Military Command's infirmary and power supply for the shooting range and training ground). According to the leader of Ha Tinh City Electricity, after receiving the project, the electricity sector will develop plans to manage, operate, upgrade and repair the projects to ensure current technical standards.

Currently, all units under Ha Tinh Electricity Company are focusing on receiving electricity projects that are public assets in accordance with legal regulations. As of May 6, 2025, the company has received 34 electricity projects that are public assets transferred to Vietnam Electricity Group - managed by Ha Tinh Electricity Company with a receipt value of 26.7 billion VND. The projects handed over are located in many localities such as: Ha Tinh City, Cam Xuyen, Nghi Xuan, Can Loc, Thach Ha, etc.

Through actual inspection of the current status of the power grid, the handed over projects were old and dilapidated, the lines had peeling insulation, small cross-section; materials, equipment, and assets were outdated, not enough to meet the reliability of power supply and power supply radius.

In general, many power projects that are public assets and have just been handed over to Ha Tinh Electricity Company for management and operation are old and degraded.

Mr. Pham Viet Thang - Deputy Director of Ha Tinh Electricity Company said: "The Company has issued a directive document on renovating the power grid after receiving assets according to Decree 02/2024/ND-CP of the Government.

Accordingly, to ensure safe, effective management and operation in accordance with current technical standards, the Board of Directors of the company has assigned the Technical Department to preside over, guide and coordinate with affiliated units to develop plans to repair and renovate the power grid for power projects that have been received and are in the process of being received, ensuring that they are consistent with the actual status and meet the requirements for safe, continuous and effective operation. At the same time, prioritize projects that are in a state of degradation, have a high risk of insecurity or have a major impact on power supply; contributing to improving the reliability of power supply and modernizing the power grid in a professional manner.
