Continuing the 10th session, on the morning of October 29, National Assembly deputies discussed socio -economic issues; reports of the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy on the implementation of assigned functions and tasks.
Addressing institutional bottlenecks
Delegate Le Huu Tri ( Khanh Hoa ) raised strategic pillars to continue maintaining and stabilizing the macro economy, improving growth quality and sustainable development.

Accordingly, the work of building and enforcing laws has been strongly innovated, thinking about the way of doing things has changed, many bottlenecks and bottlenecks have been reviewed to remove to release resources for socio-economic development. With the National Assembly passing over 180 laws and resolutions, the Government issued 820 decrees - the most in a single term so far. The Government and central and local ministries and branches have focused on reviewing and simplifying administrative procedures; perfecting the operations of public administrative service centers at all levels, reducing intermediary levels, reducing costs and time for businesses and people.
Deputy Mai Van Hai (Thanh Hoa) shared the same view, saying that the work of building and enforcing laws is being innovated in both thinking and working methods. The Government has identified this as a top priority task, promptly institutionalizing the Party's policies and resolutions, especially quickly submitting to the National Assembly the institutionalization of mechanisms and policies to implement the strategic resolutions of the Politburo and the Secretariat.

However, there are still shortcomings such as: some draft laws need to be amended and supplemented after a short time of promulgation, even having to be amended many times; the promulgation of some documents to specify the implementation of the law; removing bottlenecks in legal regulations is also slow; the consolidation of some documents is slow, causing difficulties in the application of law enforcement.
Regarding the shortcomings, Deputy Le Huu Tri said that in reality, there are still bottlenecks whose causes are determined to be institutional, with public investment disbursement up to now only reaching more than 50%.

Where are the root causes of these problems? What are the bottlenecks and bottlenecks in the policy mechanism and legal regulations? Deputy Pham Van Hoa (Dong Thap) said that one of the outstanding results in the country's governance is the stable macro-economy and the control of inflation. Deputy Pham Van Hoa suggested that in the coming time, there should continue to be solutions to promote the development of transport infrastructure and social infrastructure.

Regarding the recent fluctuations in the gold market, Deputy Pham Van Hoa said that the market is increasingly unpredictable, with the difference between domestic and foreign prices sometimes high and sometimes low.
According to Deputy Pham Van Hoa, currently, the gold market is facing a paradox where gold rings are sometimes higher than gold bars. High gold prices will greatly affect people's credit, because everyone wants to buy gold so that their money does not lose value instead of depositing credit. Regarding this issue, the Government and the State Bank need to have more effective solutions to stabilize gold prices.
With the results of implementing the socio-economic development plan in recent years, Deputy Tran Hoang Ngan (HCMC) highly appreciated the strong and decisive actions of the Government, the Prime Minister, the central and local agencies, especially the belief, aspiration and joint efforts of the people that have helped the country overcome challenges.

However, according to Delegate Tran Hoang Ngan, there are still many problems that need to be solved such as the environment, traffic congestion, flooding, etc.
Deputy Tran Hoang Ngan recommended that in order for the economy to continue to develop rapidly in the coming time, it is necessary to take advantage of the country's international position and prestige; focus on developing the marine economy, logistics, agriculture, services, healthcare, and high-quality education. In addition to the traditional market, the Deputy suggested taking advantage of the markets that Vietnam has signed through 17 free trade agreements, increasing the green content in science and technology for export...
To develop the economy and society sustainably in the coming time, Deputy Huynh Thanh Phuong (Tay Ninh) suggested continuing to proactively and flexibly manage fiscal and monetary policies, control inflation, strengthen market confidence and support businesses to recover and develop sustainably. Along with that, perfecting institutions, improving the investment and business environment, thoroughly overcoming overlapping situations, decentralizing powers associated with local accountability...
Concerns about violence being praised with likes
Regarding cyber security, some delegates said that school violence today is not just a story of students against students, but has expanded, become more complicated, and more dangerous, when teachers become victims, parents and students become perpetrators of violence, and violence also develops complicatedly in cyberspace.
Delegate Nguyen Thi Ha (Bac Ninh) said that the cause of the above problem is the result of the intertwined impact of the three pillars: family - school - society.

According to the delegate, some parents today lack time and emotional education skills, and cannot control their children's viewing of highly violent books, movies, and games; some even display violent behavior in front of their children. Along with that, some schools still focus on achievements, not on moral education and life skills; disciplinary measures are not really effective in dealing with "bullying" situations. There are also teachers who lack the skills to manage emotions and handle violent situations.
Worryingly, Deputy Nguyen Thi Ha also said that in the era of social media explosion, where an act of violence can be praised by views and likes, society lacks cohesion, is indifferent and blames the school.
