Discussing at the meeting hall about the results achieved in implementing the socio-economic development plan for 2025, National Assembly deputies analyzed and clarified macroeconomic stability, inflation control, and growth promotion; at the same time, pointed out limitations and challenges.

Continuing the 10th session, on the morning of October 29th, National Assembly deputies discussed socio -economic issues; and reports from the Government, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy on the implementation of their assigned functions and tasks.

Addressing institutional bottlenecks

Representative Le Huu Tri ( Khanh Hoa ) outlined the strategic pillars for maintaining macroeconomic stability, improving the quality of growth, and achieving sustainable development.

Accordingly, the process of drafting and implementing laws has been significantly reformed, changing the mindset and approach. Many bottlenecks and obstacles have been reviewed and removed to unlock resources for socio-economic development. With the National Assembly passing over 180 laws and resolutions, and the Government issuing 820 decrees – the highest number in a single term to date – the Government and central and local ministries and agencies have focused on reviewing and simplifying administrative procedures; consolidating the operation of public administrative service centers at all levels, reducing intermediate levels, and lowering costs and time for businesses and citizens.

Representative Mai Van Hai (Thanh Hoa) shared the same view, stating that the work of building and enforcing laws is undergoing innovation in both thinking and methods. The Government has identified this as a top priority, promptly institutionalizing the Party's guidelines and resolutions, especially quickly submitting to the National Assembly the mechanisms and policies to implement the strategic resolutions of the Politburo and the Secretariat.

However, some shortcomings still exist, such as: some draft laws require amendment and supplementation shortly after promulgation, or even multiple revisions; the issuance of certain documents to specify the implementation of laws is slow; the removal of bottlenecks in legal regulations is also slow; and the consolidation of some documents is slow, causing difficulties in the application and implementation of laws.

Regarding the existing shortcomings, Delegate Le Huu Tri stated that, in reality, bottlenecks still exist, the causes of which are attributed to institutional factors, and the disbursement of public investment capital has only reached over 50% to date.

Where do the root causes of these problems lie? What are the bottlenecks in the policy mechanisms and legal regulations, and what are the bottlenecks in the implementation process? According to Representative Le Huu Tri, all of these need to be clearly and correctly identified during the process of building and perfecting the legal system.

“What we are thinking is objective, but it is actually subjective. We are reforming legislation in a way that addresses situations, removing bottlenecks and obstacles one by one, so the law lacks a long-term vision, is not synchronized, and always overlaps and conflicts. That is why we have to issue many specific policies in a short time to create breakthroughs. Could this be one of the other reasons why a segment of officials and civil servants are overly cautious when implementing policies; avoiding resolving issues for citizens and businesses to ensure political safety?” Representative Le Huu Tri stated.

A solution for the gold market should be found soon.

Representative Pham Van Hoa (Dong Thap) stated that one of the outstanding achievements in national governance is macroeconomic stability and inflation control. Representative Pham Van Hoa proposed that in the coming period, further solutions should be implemented to promote the development of transportation and social infrastructure.

Regarding the recent fluctuations in the gold market, MP Pham Van Hoa stated that the market is becoming increasingly unpredictable, with price differences between domestic and international markets fluctuating between high and low levels.

According to MP Pham Van Hoa, the current gold market is paradoxical, with gold rings sometimes being more expensive than gold bars. High gold prices will significantly impact people's credit, as everyone wants to buy gold to prevent the devaluation of their money instead of using credit. The government and the State Bank of Vietnam need to find more effective solutions to stabilize gold prices.

Regarding the results of the socio-economic development plan implementation in recent years, Delegate Tran Hoang Ngan (Ho Chi Minh City) highly appreciated the strong and decisive actions of the Government, the Prime Minister, central and local agencies, and especially the belief, aspirations, and collective efforts of the people that have helped the country overcome challenges.

However, according to Representative Tran Hoang Ngan, there are still many issues that need to be addressed, such as the environment, traffic congestion, and flooding.

Representative Tran Hoang Ngan recommended that, in order for the economy to continue developing rapidly in the coming time, it is necessary to leverage the country's international position and prestige; focus on developing the marine economy, logistics, agriculture, services, healthcare, and high-quality education. Besides traditional markets, the representative suggested utilizing the universities with which Vietnam has signed 17 free trade agreements, increasing the green content in science and technology for export…

To achieve sustainable socio-economic development in the coming period, Delegate Huynh Thanh Phuong (Tay Ninh) proposed continuing to proactively and flexibly manage fiscal and monetary policies, control inflation, strengthen market confidence, and support businesses in their sustainable recovery and development. Along with that, it is necessary to improve institutions, enhance the investment and business environment, thoroughly address overlapping responsibilities, and decentralize power while ensuring accountability at the local level…

Concerns arise that violent behavior is being praised with likes.

Regarding cybersecurity, some delegates argued that school violence today is not just a matter of students fighting among students, but has expanded, become more complex and dangerous, with teachers becoming victims, parents and students becoming perpetrators, and violence evolving in a more complex way in cyberspace.

Representative Nguyen Thi Ha (Bac Ninh) argued that the root cause of the problem is the result of the intertwined impact of three pillars: family, school, and society.

According to the delegate, some parents today lack the time and emotional education skills, and are unable to control their children's exposure to violent books, films, and games; some even exhibit violent behavior in front of their children. Furthermore, some schools prioritize academic achievement over moral education and life skills; disciplinary measures are not truly effective in dealing with bullying situations. Some teachers also lack the skills to manage emotions and handle violent situations.

Alarmingly, MP Nguyen Thi Ha also argued that in the age of booming social media, where an act of violence can be praised through views and likes, society lacks cohesion, is indifferent, and blames schools.
