(Chinhphu.vn) - The Government issued Resolution No. 87/NQ-CP on extending the pilot period of using telecommunications accounts to pay for small-value goods and services.

Continue to pilot Mobile-Money service until the end of 2025

Accordingly, the Government decided to extend the pilot implementation period of using telecommunications accounts to pay for small-value goods and services (Mobile-Money) in Decision No. 316/QD-TTg dated March 9, 2021 of the Prime Minister on approving the pilot implementation of Mobile-Money service as follows: "Enterprises approved by the State Bank of Vietnam to pilot the use of telecommunications accounts to pay for small-value goods and services may continue the pilot from January 1, 2025 to December 31, 2025."

The State Bank continues to preside over and coordinate with the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Justice and relevant agencies to develop and advise the Government to issue a Decree regulating Mobile - Money services in accordance with the Law on Promulgation of Legal Documents.

The Resolution takes effect from April 15, 2025.

* Previously, in Decision No. 316/QD-TTg dated March 9, 2021, the Prime Minister approved the pilot implementation of Mobile-Money service for 2 years starting from March 9, 2021 nationwide.

Mobile - Money service allows customers to use their telecommunications accounts to perform various transactions such as: Payment for small value goods and services, money transfer, direct deposit - withdrawal at stores, transaction points of network operators nationwide... without requiring a bank account, without requiring the use of a smartphone, without requiring an Internet connection.

On November 18, 2023, the Government issued Resolution 192/NQ-CP extending the implementation period of Mobile-Money service until December 31, 2024.

By the end of 2024, there were 9.6 million customers using Mobile-Money services, of which more than 6.9 million customers were in rural, mountainous, remote and isolated areas, accounting for 72%.

Over 11,800 business locations have been established, with a total of 275,960 units accepting payments via Mobile-Money services, providing essential payment services such as electricity, water, education, telecommunications, and public administration.

The number of transactions (deposits, withdrawals, transfers, payments) using Mobile-Money is more than 148 million transactions with a total transaction value of more than 5,397 billion VND.
