The National Assembly Standing Committee gives opinions on the draft revised Law on Planning.
According to the program, this afternoon (September 25), the National Assembly Standing Committee continued its 49th session and gave opinions on many important contents.
In particular, giving opinions on the draft Law on Planning (amended). The draft law will be submitted to the National Assembly for consideration at the upcoming 10th session.
Previously, General Secretary To Lam worked with the Standing Committee of the Government Party Committee on a number of contents of the revised Law on Planning.
The General Secretary requested to evaluate the abolition and adjustment of a number of national sectoral plans, pay attention to handling conflicts between plans to ensure that investment projects do not waste too much time, and at the same time can continue to be implemented according to plans that are operating stably, not affected by the organization of two-level local government, avoiding waste.
The Law on Planning must ensure the country's development vision; build comprehensive, long-term infrastructure and solve infrastructure development tasks to lead overall development.
Continue to decentralize, delegate power, clearly define authority in planning work, associated with simplifying processes and procedures in planning activities, ensuring synchronous decentralization and delegation of power in the spirit of "locality decides, locality acts, locality is responsible".
National Assembly Chairman Tran Thanh Man also stated that the revised Law on Planning must be passed at the 10th session.
Along with that, the National Assembly Standing Committee will give opinions on the proposed audit plan for 2026, the 2025 work report and the State Audit's term work report.

The Ministry of Education and Training has just sent an official dispatch to the Ministry of Justice, the Ministry of Home Affairs, the Ministry of Finance, and the People's Committees of provinces and cities to solicit comments on the draft guidelines for arranging and organizing preschool, general education, and continuing education facilities in accordance with two-level governments.
According to the draft, the ministry recommends that localities review the entire network of preschool, general education and continuing education facilities, including schools, school locations, class sizes, management staff, teachers and employees. Check and evaluate facilities (classrooms, functional rooms, dormitories, public houses, kitchen areas, toilets, clean water systems, auxiliary works, teaching equipment).
Based on the review results, provinces and cities develop plans and projects to arrange (merge, consolidate, dissolve or establish new) educational institutions in a reasonable and effective manner.
The Ministry of Education and Training proposes to prioritize primary and secondary school models in sparsely populated areas or areas with difficult travel conditions; consider merging small-scale, substandard kindergartens and primary schools in the same commune according to a suitable roadmap.
Reorganizing continuing education centers, vocational education centers - continuing education centers must ensure compliance with lifelong learning needs and management models at the provincial and commune levels.
Regarding the principles of the arrangement, the ministry noted that it would ensure that access to education is not reduced, that safety is ensured during the process of going to school for children, students, and trainees, and that mergers are not carried out if the distance between the residence and the school is too far, or if traffic conditions are not suitable; that there is a clear roadmap, a specific plan, and that opinions are sought from the community and relevant parties to minimize disruption and impact on the management team, teachers, staff, children, students, and trainees.
Localities only carry out the merger of schools and school sites within a commune; prioritize retaining schools with favorable conditions (facilities, transportation, concentrated population), and dissolve separate schools that do not meet standards and operate ineffectively. During the reorganization process, ensure that each commune has at least one kindergarten, one primary school and one secondary school.
