On the afternoon of June 13, in Hanoi , the Vietnam Software and IT Services Association (VINASA) and the Semiconductor Industry Development Committee held a workshop on “New chapter of the semiconductor industry – Opportunities for Vietnam”, gathering many leading experts, business leaders and representatives of management agencies.
The event attracted more than hundreds of delegates who are leaders of ministries, sectors, localities, technology enterprises and academies, universities, and overseas Vietnamese who are semiconductor experts working at large corporations around the world.
Vietnam has advantages in both artificial intelligence and semiconductors.
In his opening speech, Mr. Truong Gia Binh, Chairman of the Founding Council of VINASA, Chairman of the Semiconductor Industry Development Committee, Chairman of the Board of Directors of FPT Corporation emphasized: “The semiconductor industry is opening a new chapter for Vietnam with golden opportunities to break through, play an important role in the global value chain, and contribute to building a self-reliant and self-reliant economy.”

Talking about Vietnam's opportunities, Mr. Truong Gia Binh compared semiconductors to "food of the digital age - like rice for Korea", and artificial intelligence (AI) to "new strategic energy - like oil and gas in the future". Decision 1131/QD-TTg of the Prime Minister has established: AI and Semiconductors are two important technologies and Vietnam has advantages to develop this industry, especially with strong human resources and aspirations to rise.
According to Mr. Truong Gia Binh, more than 25 years ago, FPT - the pioneer enterprise of Go Global, opened its doors to the world in the 1990s but was alone because it did not spread the spirit of software export, causing the Vietnamese business community to lag behind in the wave of technology globalization.
FPT also did not invest in semiconductors when the opportunity came early, even though the Group's leaders had visited Taiwan and seen the potential of this industry. Mr. Truong Gia Binh affirmed: "FPT will not repeat those mistakes again."
Together to promote the development of semiconductor technology
At the event, Ms. Nguyen Bich Yen, a member of the Institute of Electrical and Electronics Engineers (IEEE) and one of the leading experts in the field of semiconductor technology, emphasized the importance of advanced packaging technology - a key field in the global semiconductor value chain and suitable for Vietnam's development conditions.
She said that currently, more than 20 members of the Semiconductor Industry Development Committee are working together to promote this technology, moving towards establishing a specialized research agency in Da Nang.

Mr. Phil Hoang - Senior Technical Manager at Skyworks Solutions based in Austin, Texas (USA) and founder of Tresemi (American technology expert organization with a network of experienced semiconductor experts) proposed to build a microchip design incubator in Vietnam and initiated the Vietnam Semiconductor Alliance - an organization connecting academia, businesses, startups and the Government, towards developing a sustainable semiconductor ecosystem. Tresemi is committed to accompanying with microchip training programs in cooperation with NIC, Hanoi University of Science and Technology and Da Nang Semiconductor & AI Center.
Representing the research and training sector, Professor, Dr. Tran Xuan Tu - Hanoi National University emphasized that the young generation needs to aspire to get rich with knowledge and technology. He said that Hanoi National University has approved 7 new training programs on semiconductors, established 3 research institutes on materials, AI and electronic technology. At the same time, the school is negotiating cooperation with TSMC and Amkor to build a chip design ecosystem and improve advanced packaging capacity.
Mr. Phung Viet Thang (Director of Intel Vietnam) affirmed that FDI is still important but is no longer the decisive factor. Vietnam needs to develop its internal strength and human resources to participate in the global value chain in a sustainable manner. He emphasized the vital role of the connection between schools - businesses - Government to realize technological potential.
Also within the framework of the event, the leader of Binh Dinh province - the province that aims to become a center of semiconductor and artificial intelligence industry by 2030, said: the province identifies semiconductor as a strategic technology industry, associated with the orientation of digital economic development.
With the technological infrastructure in Quy Nhon and the emerging AI – data science ecosystem, Binh Dinh is ready to attract investment and develop semiconductor human resources. The province is committed to accompanying businesses in building a local high-tech center.

Mr. Le Nam Trung - Deputy Director of the Department of Information Technology Industry, Ministry of Science and Technology emphasized: In recent times, especially since the third quarter of 2024, the Government has directed strongly and issued many important policies and strategies such as the National Semiconductor Industry Development Strategy at an impressive speed, creating a clear and specific legal corridor for the industry.
Mr. Le Nam Trung also pointed out the remaining challenges, such as concretizing policies, identifying focal agencies, mobilizing businesses to participate... that still need to be improved. He called for closer cooperation from the business community, associations and experts so that policies can truly come into life, contributing to building a strong technology ecosystem.
In addition, the speakers discussed frankly the current situation, challenges and solutions for developing the semiconductor industry, thereby proposing support policies, attracting investment, training high-quality human resources and promoting international cooperation.
The open discussion at the end of the program created an opportunity for delegates to connect and share initiatives to realize the aspiration of building Vietnam into an important link in the global semiconductor supply chain. The event ended in an open atmosphere, many cooperation orientations were formed, opening up the next steps for the sustainable development of the Vietnamese semiconductor industry.
