Discussing at the National Assembly delegation on the results of the implementation of the socio-economic development plan and the state budget, Deputy Tran Anh Tuan (HCMC) commented that although in 2024, traditional development drivers will still be quite effective, in 2025, they will not be enough to maintain a high growth rate, especially in the context of the complicated world situation.
Agreeing with the comments of the National Assembly 's Economic and Financial Committee in the review report presented to the National Assembly, Deputy Tran Anh Tuan emphasized that the results of public investment disbursement as well as attracting social investment have not met requirements. "More drastic solutions are needed, not only tax reduction but also credit easing; encouraging businesses to strengthen both horizontal and vertical linkages; and strengthening the cohesion between business sectors," Deputy Tran Anh Tuan recommended.
According to the Deputy, in the current situation of import and export facing many uncertain factors, it is necessary to have a "shock-proof" solution by diversifying the market, diversifying products and services, improving the quality of management and operations, and moving towards green and clean production...

Deputy Duong Khac Mai (Dak Nong) highly appreciated the results in 2024 as well as the first months of 2025, notably the accelerated infrastructure, the commencement of many projects and works, active FDI attraction, and guaranteed energy... Institutional improvement work was promoted.
However, the economy still faces many difficulties, and businesses also face many difficulties. According to the National Assembly member, public investment is still slow and lower than the same period last year, so it is necessary to strengthen discipline in public investment disbursement. In 2025, it is necessary to implement synchronous solutions to promote public investment, and overcome the problems that have existed for many years in this field.
"I don't know if there is any Prime Minister in the world who works as hard as our Prime Minister, meeting all day and night, going to every construction site to urge, so it is necessary to strengthen decentralization and strengthen discipline in public investment," said Deputy Duong Khac Mai.
Delegate Phan Duc Hieu (Thai Binh) commented that the context in 2025 is very different from 2024, so the top solutions are institutional reform, followed by prioritizing growth, macro stability, and solving difficulties for businesses... This is a change in the order of solutions. Recently, the Politburo has issued a series of resolutions, showing that the top priority now is institutional reform and synchronization, in which Resolution 68 on private economic development is a very important milestone. The resolution clearly states the requirements for unlocking resources and protecting businesses.
However, according to Deputy Phan Duc Hieu, the institutional reform experience of other countries shows that an Institutional Reform Committee should be established under the Government, working independently, proactively reviewing regulations and procedures that need to be cut or amended, and should not be assigned to each ministry or agency to review, because that way "no one will shoot themselves in the foot". The Committee will proactively work with ministries, agencies and agencies in this field to speed up the progress of institutional reform. Therefore, it is very necessary to have a specialized agency in this field.

Quickly institutionalize the full "four pillars"
Looking at the situation in 2025, Deputy Truong Trong Nghia (HCMC) said that there are two biggest challenges. The first is the tariff issue with the United States; posing a huge risk of impact on production and export. The second is the streamlining of the administrative apparatus, which is inevitable and will have a positive impact in the long term, but poses significant challenges in the immediate future.
“The four pillars - four important resolutions of the Party have covered all socio-economic issues, but need to be comprehensively institutionalized. Meanwhile, in reality, there is still a phenomenon of drums beating in one direction and trumpets blowing in the other when it comes to specific regulations. The spirit of the resolutions is to reduce administrative procedures, but a series of “sub-licenses” continue to appear.

In implementation, there is still a situation of “hot above, cold below”. The Central Government is very determined, but in some localities, civil servants are still sluggish and lack enthusiasm. One of the important tasks of the Government is to make this spirit of innovation permeate down to the commune level,” said Deputy Truong Trong Nghia.
Regarding social issues, Deputy Duong Khac Mai (Dak Nong) agreed with Deputy Truong Trong Nghia on the need to quickly resolve policies for those who lost their jobs during this restructuring, "The National Assembly has approved a budget of 44,000 billion VND, the Government needs to implement it soon. These are people who are 40-50 years old, past their youth, it is very necessary to encourage and ensure policies for them, because in some aspects, they are the ones who sacrificed for this restructuring and streamlining revolution", Deputy Duong Khac Mai emphasized.
For officials from merged provinces and cities who work far away and have difficulty finding accommodation, the Central Government needs to have policies to provide general support. If the localities decide for themselves, in localities without conditions, officials will have a very hard time. For example, after the merger of Dak Nong, Binh Thuan, and Lam Dong, officials in Dak Nong have to go to work in Lam Dong, more than 200km away, taking nearly 4 hours, which is very difficult without support policies, the Dak Nong delegate reflected.
