At the Seminar, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.
After nearly 40 years of innovation, our country's private economy has continuously developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy. With nearly 1 million enterprises and more than 5 million business households operating in the economy, the private economy contributes about 50% of GDP, more than 30% of total state budget revenue and employs about 82% of the total workforce, is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, stabilizing social life... However, the private economy is large but not strong, nearly 98% of enterprises are micro, small and medium-sized, with limited competitiveness, operational efficiency and management skills; the private economic sector has not really become the driving force of the economy as expected...
In order to maximize the potential to develop the private economy into the most important driving force, meeting the requirements of national development in the new era, the Politburo issued Resolution No. 68/NQ-TW, setting out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in terms of institutions, human resources, and infrastructure) and in the overall 4 important Resolutions of the Politburo that the General Secretary concluded as the "Quad Pillars"; The National Assembly issued Resolution 198/2025/QH15 on a number of special mechanisms and policies for private economic development. Immediately after the Resolutions were issued, the Government issued Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP promulgating the Action Plan to implement the above 2 Resolutions.
With a frank, open and democratic spirit, representatives of enterprises, business associations, cooperatives, experts, etc. attending the discussion proposed many solutions so that Resolution 68 of the Politburo and Resolution 198 of the National Assembly can soon come into life and promote high efficiency. In particular, focusing on proposing solutions to realize the goal of striving to have 2 million enterprises operating in the economy by 2030, promoting the development of small and medium enterprises, contributing strongly to GDP, budget revenue, etc.; analyzing and proposing specific solutions to promote reform, improve and enhance the quality of institutions and policies to promote the development of the private economy.
Concluding the Seminar, Prime Minister Pham Minh Chinh pointed out 7 groups of tasks and solutions that the Government, ministries, branches and localities must continue to focus on implementing in the coming time: properly performing the role of creation; focusing on better implementing 3 strategic breakthroughs in institutions, infrastructure and human resources; promoting decentralization, decentralization, reducing administrative procedures, reducing time, reducing compliance costs, reducing efforts for people and businesses; developing infrastructure to create new development space, new urban, industrial and service areas, increasing the added value of land, reducing input costs, increasing product competitiveness; training human resources to meet the requirements of businesses when developing; ensuring to maintain independence, sovereignty, political stability, social order and safety, including network safety and security, so that businesses have conditions to develop quickly and sustainably; regularly meeting and exchanging with businesses to remove difficulties and obstacles in the industry and management fields; ensure equal access to capital, resources, land, human resources, legal rights, freedom of business, property rights of enterprises...
The Prime Minister expressed his wish that businesses and entrepreneurs operate in accordance with the law, uphold business ethics and civic responsibility; constantly innovate, research, apply science and technology, digital transformation, smart governance, especially the transfer of source technology and core technology; businesses must take the lead, pioneer, and be ahead in this field to bring national and ethnic benefits; share, help, cooperate, and connect more closely and effectively with each other, with FDI enterprises, and with state-owned enterprises to create a broader supply chain, production chain, and service chain, nationwide and globally... Regarding the proposals of businesses at the Dialogue, the Prime Minister assigned the Government Office to synthesize and assigned ministries and branches to continue responding to businesses.
