Yen Bai - At the meeting to celebrate the 98th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2023) and award the Yen Bai Provincial Press Award 2023, Chairman of Yen Bai Provincial People's Committee Tran Huy Tuan gave a speech to share with the team of journalists in the province. Today, in the joyful and exciting atmosphere of the 98th anniversary of Vietnam Revolutionary Press Day, the 78th anniversary of the founding of the Provincial Party Committee, and towards the 65th anniversary of Uncle Ho's visit to Yen Bai, Yen Bai province solemnly organized a meeting with press agencies and journalists in the province and presented the annual Press Awards. On behalf of the provincial leaders, I respectfully send to the delegates, distinguished guests; reporters, editors, technicians of the provincial press agencies, resident reporters of the Central press agencies in the locality and the press team my respectful greetings, sincere thanks and best wishes!

Dear comrades!

This year, for the Yen Bai press team, the 98th anniversary of Vietnam Revolutionary Press Day takes place at a very important time: Our province is reviewing the first half of the term implementing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress. This is also an opportunity for us to comprehensively and deeply evaluate the contributions of the press in implementing the political tasks of the province. Looking back at the past half term, it can be clearly seen that the press and propaganda activities of the province have closely followed the political tasks, always accompanying the Party Committee, the government, and the people of all ethnic groups in the province - with impressive results, continuing to affirm the role and mission of the revolutionary press and revolutionary journalists in the current period.

Those results and marks have been shown quite fully and clearly through the report we just watched, but I think that you are still modest when talking about yourselves, about the work that the press has done, and has contributed to the overall development of the province.

Overview of the meeting.

As the head of the local government and with personal feelings, I would like to share and discuss some issues that I am passionate about as well as my wishes for journalism activities as well as the team of journalists.

First of all, it must be affirmed that, over the past time, press agencies have constantly innovated, improved their quality and have been one of the important, pioneering forces in propagating and bringing the Party's resolutions, policies, laws of the State, and local regulations into life. Press agencies have created a stream of official and effective information, with very clear, proud and quite impressive marks.

That is, the press has actively and proactively propagated the dissemination, implementation and concretization of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, resolutions of party congresses at all levels and thematic resolutions, projects, policies and plans of the province in all fields.

These are unforgettable highlights of the press in the fight against the Covid-19 pandemic.

It is the positive, proactive, timely reflection in a quite comprehensive, profound, and strongly spreading way of the efforts, endeavors, and determination of the entire political system, of all levels, sectors, and localities, the support, companionship, and active participation of all classes of people and the business community in the cause of socio -economic development.

That was the active participation of central and local press agencies to promote the Ceremony to receive the UNESCO Certificate recognizing "Xoe Thai Art" as a representative intangible cultural heritage of humanity and the opening of the Muong Lo Cultural - Tourism Festival, exploring the special national landscape of Mu Cang Chai terraced fields - a national-level event, meaningful, the largest scale ever for Yen Bai, creating a strong spread, leaving a good impression on the people and tourists.

In addition, it is necessary to mention the rich and vivid contents, topics and themes, which comprehensively reflect the results and achievements in socio-economic development; new, good and creative ways of doing things, and innovation in leadership methods of Party committees and authorities from the province to the grassroots level since the beginning of the term.

Second, we all know that journalism is a special industry, journalism has its own unique characteristics and journalists possess many factors that people in many other industries and professions do not have. These are passion, creativity, dedication, sensitivity, courage, commitment, exploration, discovery; deep and rich knowledge; communication skills, language aptitude...

In any revolutionary period, any task, any circumstance, generations of Yen Bai journalists have always been the vanguard, leading force, not afraid of difficulties and hardships, always sticking close to the grassroots, providing timely, honest, and comprehensive information on the political, economic and social life of the province and issues of public concern. Therefore, I always respectfully acknowledge and highly appreciate the sense of responsibility, serious and effective working attitude of most journalists in the province.

In recent years, press agencies have made many innovations, approached modern technology, and gradually transformed digitally in press, information, and propaganda activities. Press agencies have put press information on different infrastructures and media platforms to increase the ability to interact with readers. The amount of information posted on new media is diverse, reflecting many aspects, attracting a large number of visitors.

In addition, representative agencies and resident reporters of central press agencies in the area always accompany and support; media and cultural centers in localities; electronic news sites of departments, branches, and sectors... have actively contributed to information and propaganda activities as information channels to promote the image, country, and people of Yen Bai to domestic and international readers.

On this meaningful meeting, on behalf of the provincial leaders, I acknowledge, commend and warmly congratulate the achievements of the provincial press agencies, the central press agencies stationed in the area and the journalists in the province in the past time. At the same time, I congratulate the authors/works that won the Yen Bai Press Award in 2023. I especially congratulate the group of authors from the Provincial Radio and Television Station for being honored to win the B Prize, the 17th National Press Award in 2022.

Dear all comrades.

To effectively carry out information and propaganda work and improve the quality of press agencies' operations, in the coming time, I propose:

First, for provincial press agencies:

Continue to promote the fine traditions of revolutionary journalism, further innovate propaganda content and methods, truly promote the role of a media agency, a bridge, and an orientation of information and public opinion to bring resolutions, policies, and guidelines of the Party, policies and laws of the State, especially major policies and guidelines of the province to the people of all ethnic groups in the province.

Actively propagate and clearly reflect the results achieved in the fields of socio-economic development, security and defense, Party building and the political system of the province after half a term of implementing the resolutions of the Party Congresses at all levels; the situation, results and issues arising in the implementation of the specialized resolutions of the Provincial Party Committee, the province's own and specific policies; promote and introduce the achievements in socio-economic development, land and people of Yen Bai; discover and replicate advanced models, typical examples, good and effective practices. In addition, promptly inform about negative phenomena and issues that are of public interest, thereby strongly spreading positive information, pushing back negativity, for a healthy information environment.

Along with carrying out political tasks, to improve the quality of the team of journalists, improve the quality of journalistic works, encourage and motivate journalists and people doing information and propaganda work at the grassroots level, I suggest that Yen Bai Newspaper, Provincial Radio and Television Station, and the Association of Literature and Arts continue to organize contests for writing and creating journalistic works.

Utilize and promote the role and positivity of the team of correspondents and collaborators, especially in departments, branches, sectors, organizations and localities to enrich the content and forms of information transmission in all types of press.

We are living in an era where the rapid development of science and technology has opened up many opportunities as well as challenges for all professions in society, including journalism. In the era of digital transformation, the field of journalism and media plays an important role, and will have to carry out digital transformation according to the general development trend; there must be real changes and breakthroughs to suit the requirements of the times.

On May 6, 2023, the Prime Minister issued Decision No. 348 approving the Strategy "Digital transformation of journalism to 2025, with a vision to 2030".

Accordingly, digital transformation of the press aims to build press agencies in a professional, humane, and modern direction; fulfill the mission of information and propaganda to serve the revolutionary cause of the Party and the cause of national innovation; ensure the role of leading and orienting public opinion, maintaining information sovereignty in cyberspace; effectively innovate readers' experiences; create new sources of revenue; promote the development of the digital content industry...

Second, for departments, branches, sectors and localities in the province:

The provincial press management agencies need to strengthen management, guidance, and censorship of press agencies to improve the effectiveness of press work; take care of team building; and continue to organize the annual provincial press awards well.

Assign the Department of Information and Communications to: (1) Continue to research and receive comments to coordinate with the Provincial People's Committee Office to edit and complete the draft Plan to implement the Digital Transformation Strategy for Journalism to 2025, with a vision to 2030 in the province; (2) Take the lead in researching and advising on amending and supplementing the Regulations on annual press awards in accordance with the requirements of the actual situation (focusing on expanding the participants, so that the Award is truly a creative playground for journalists and a large number of authors...); (3) Proactively advise on organizing meaningful and practical activities towards the celebration of the 1st century of Vietnamese Revolutionary Press in 2025.

Party committees and authorities at all levels, departments, branches, agencies and units in the province must strictly implement the Party and State's regulations on disciplinary actions in speaking and providing information to the press; promptly exchange, care, help, coordinate and create conditions for press agencies to successfully complete their tasks.

The Provincial Journalists Association needs to closely follow the orientation of the central and provincial propaganda work; regularly research and innovate, improve the quality and effectiveness of the Association's activities; coordinate well with central press agencies to exchange and learn from experiences; at the same time coordinate the exchange and processing of information, ensuring completeness, timeliness, objectivity and transparency of the activities of state management agencies and events in the province that are of public interest.

Third, more than ever, press agencies and journalists today need to make constant efforts; be ready to accept challenges, accompany the trend of digital transformation to grow and mature, while still ensuring the ideology, education, combat, truthfulness and aesthetics of revolutionary journalism; contribute to building new people, improving people's knowledge, meeting the increasingly high and diverse needs for people's spiritual life, building an advanced culture imbued with national identity.

Always study and follow the advice of President Ho Chi Minh: "Before putting pen to paper, the writer needs to be clear about himself, "Who are we writing for? What is the purpose of writing? How to write?", journalists constantly hone their skills, update technology, and renew their own works (in journalism, the author and the work are always linked together - the quality of the work will create the "brand" and value of the author).

With a sharp pen, quick thinking, steadfast political will, and a pure heart, each journalist and reporter needs to seriously fulfill their social responsibilities and civic duties; continue to propagate and protect the Party's policies and guidelines; consolidate and cultivate the intellectual, cultural, moral qualities, and the will to contribute and rise up of Yen Bai people; resolutely fight and refute the distorted and erroneous arguments of discontented subjects, political opportunists and hostile forces; behave civilly on social networks; be a core and important force in the fight against corruption, waste and negativity.

The Provincial Party Committee, People's Council and People's Committee always pay attention and give good feelings, creating all favorable conditions for the provincial press agencies, central press agencies residing in the area and the team of journalists in the process of performing their tasks.

On this occasion, Yen Bai province respectfully acknowledges and thanks the leaders, journalists, reporters, editors, and technicians of the central press agencies who have always accompanied and shared with the Party Committee, government, and people of all ethnic groups in Yen Bai province in the cause of building and developing Yen Bai homeland. Hopefully, in the coming time, the central press agencies will continue to accompany the development of the province, together with the provincial press agencies, bring the socio-economic development results as well as the image of Yen Bai land and people to domestic and foreign readers, contributing to creating a good impression on tourists and investors coming to Yen Bai province.

Once again, I would like to wish the provincial press agencies, the central press agencies and the team of journalists in the province good health, worthy of being soldiers on the ideological front, joining hands for the goal of building Yen Bai homeland to be increasingly rich, green, harmonious, unique and happy.
