General Secretary To Lam: Inheriting and promoting the traditions of our ancestors, continuing to strive to achieve new feats in the future

Continue to pay tribute to and record the great contributions of the Party, Uncle Ho and millions of soldiers, heroic martyrs, and people of all walks of life.

On these historic April days, our entire Party, people and army all review the glorious and heroic tradition of the resistance war against the US to save the country, the talented leadership of the Party, the greatness of President Ho Chi Minh, the bravery, resilience, indomitability, and great sacrifice of the entire nation for the goal of national unification with the aspiration that "Vietnam is one, the Vietnamese people are one".

At the meeting, a number of "historical witnesses", such as People's Armed Forces Hero La Thi Tam, Ngo Thi Tuyen and former Deputy Director of Ha Tuyen Provincial Police, Colonel Nguyen Van Dieu - a veteran cadre who once supported the Southern battlefield... spoke, recalling the fierce years of the resistance war against the US to save the country, leading the whole country to the historic Ho Chi Minh Campaign, completely liberating the South, bringing the country together.

This shows more clearly the noble revolutionary ideals of generations of previous fathers and brothers who devoted their youth, were ready to face dangers, hardships, and sacrifices to protect every inch of the sacred land of the Fatherland in the struggle to liberate the South and unify the country; at the same time, educating the younger generation about the tradition of patriotism, the morality of "remembering the source of water when drinking", the indomitable spirit, the indomitable will of the Vietnamese people, refusing to retreat before any enemy, fighting bravely and winning...

Speaking at the meeting, General Secretary To Lam emphasized: Our generation today and tomorrow must continue to be grateful and remember the great contributions of the Party, of Uncle Ho, of millions of soldiers, heroic martyrs, and people from all walks of life who have devoted the most precious things in life, willing to sacrifice their lives for an independent, free, unified, prosperous Vietnam, the people who created the Ho Chi Minh Era. We will also never forget the support and help of our brothers, friends, and progressive people around the world in the cause of the Vietnamese people fighting against the US to save the country.

The General Secretary expressed his gratitude for the great contributions of the people, the armed forces and historical witnesses to the Party's revolutionary cause in the cause of completely liberating the South, unifying the country as well as in the cause of building, constructing and defending the Socialist Republic of Vietnam in the current period. At the same time, he thanked the extremely responsible thoughts and assessments towards the Party and the people, and the sentiments and aspirations to contribute to the development of the country through the statements at the meeting. "These are great messages, encouragements and motivations for the future development of the nation," said the General Secretary.

The General Secretary happily pointed out that our nation has gone through 95 years under the leadership of the Party, 80 years since the birth of the new Vietnamese state, 50 years of liberating the South and unifying the country, nearly 40 years of renovation, under the brilliant leadership of President Ho Chi Minh, the Communist Party of Vietnam, the active and effective participation of the entire political system, the united efforts of "millions as one" of the people, we have achieved great historical achievements. In the common achievements of the country, the General Secretary affirmed the important contributions of revolutionary elders, generals, officers, heroes of the armed forces, heroic Vietnamese mothers, exemplary families of policy beneficiaries, especially the great and great sacrifices of soldiers and people of all walks of life.

Highlighting the historical achievements over the past nearly a century under the leadership of the Party, the General Secretary affirmed that from a poor, backward country, devastated by war for decades, besieged and isolated..., Vietnam has now become a developing socialist country with an average income, deeply and widely integrated into world politics, the global economy, and human civilization, taking on many important international responsibilities, and promoting an active role in many important multilateral organizations and forums. Independence, sovereignty, unity and territorial integrity have been maintained, national and ethnic interests have been guaranteed...

In particular, people's lives have improved significantly, the poverty rate has decreased sharply, now only 1.93% (according to multidimensional standards) compared to 60% in 1986. The program to eliminate temporary and dilapidated houses is being vigorously implemented by local authorities. We strive to have no more temporary and dilapidated houses nationwide by the end of 2025 and strive to build 1 million social houses from now until 2030. From the 2025-2026 school year, the State will exempt tuition fees for children from kindergarten to high school.

“Many social policies demonstrating the superiority of socialism will continue to be implemented to improve the quality of people's daily lives, especially for workers, the elderly, and the disadvantaged in society, so that no one is left behind,” said the General Secretary.

Along with that, the General Secretary stated that the Health Care Program for the People is also of interest to the Party and the Government; many subjects are supported with health insurance; strive to have each person have a free health check-up once a year, strive to increase the average life expectancy of the people from the current 74.5 years old to over 80 years old by 2045-2050.

Affirming that the achievements of the Vietnamese revolution are truly miraculous, something that even the most optimistic people can hardly imagine, the General Secretary also pointed out: today we all still wish for our country to be stronger, our people to be richer, and for the material and spiritual life of the people to be continuously improved, so that Vietnam can stride forward on the path of prosperous development in the future.

Three key tasks to focus on from now until 2030 and 2045

On behalf of the Central Committee, the General Secretary also informed about the main features of the current situation of the country as well as the policies and strategic orientations that the Party has outlined in the era of building a strong socialist Vietnam, on par with the world powers.

In particular, the Central Committee has identified three key tasks that need to be focused on from now until 2030, the 100th anniversary of our country under the leadership of the Party, and 2045, the 100th anniversary of the Socialist Republic of Vietnam. These are to maintain and sustain a peaceful, secure and orderly environment for national development; to develop the economy and society rapidly and sustainably; to improve the lives of the people, especially the workers, to satisfy the increasingly higher needs for material and spiritual life of the people, all for the people.

Regarding the information about the 11th Central Conference of the 13th tenure which just ended on April 12, considered a historic conference in the revolutionary journey of our country, the General Secretary said that the Central Executive Committee highly agreed on the contents related to the arrangement of the apparatus of the political system; arrangement of administrative units and organization of 2-level local governments with a long-term vision, at least 100 years, ensuring the formation and expansion of new economic, social and cultural development space suitable for the development and integration of the country, strengthening the potential of national defense, security and foreign affairs.

The new local government model will have 2 levels, namely the Provincial level (Province, City directly under the Central Government) and the Commune level (Commune, Ward, Special Zone directly under the Province, City); the expected number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 cities directly under the Central Government); the merger of commune-level administrative units ensures that the whole country reduces about 60 - 70% of the current number of commune-level administrative units and does not organize the district level.

The General Secretary stated that, with the new administrative organization model, the provincial level is both the level implementing policies from the central government and the level issuing policies in the province and city, and directly directing and managing the activities of the commune level in the area. The commune level mainly implements policies issued by the central government and the provincial level; is strengthened in decentralization and delegation of authority and has the authority to issue legal documents to decide on the organization of law enforcement in the area and decide on issues under its authority...

Regarding the country's future development orientation, the General Secretary emphasized five key areas of focus, including: Maintaining peace and stability in the country, the region and the world; developing a fast and sustainable socio-economic situation; developing science and technology, innovation and digital transformation; focusing on improving the Party's leadership methods; and strengthening the Party's character in building and perfecting a socialist rule-of-law state of the people, by the people, and for the people.

The General Secretary also pointed out that, through summarizing practices, it shows that, among the three biggest bottlenecks today, which are institutions, infrastructure and human resources, institutions are the "bottleneck" of "bottlenecks" and are currently gradually removing barriers, difficulties and obstacles to create a foundation for development; the goal in the coming time is to turn institutions into competitive advantages.

The General Secretary also emphasized the need to focus on strongly reforming processes and policies to meet development requirements, build a favorable legal environment, a transparent, safe, low-cost business environment, and make Vietnam a leading country in administrative reform, start-ups, innovation, and an open investment and business environment. Perfect the institutions and operating mechanisms of agencies, units, and organizations of the political system, clearly define the authority and responsibility of legislative, executive, and judicial agencies, clearly define the responsibilities between the Central and local governments, and between local government levels; promote decentralization and delegation of power, ensuring that the Central Government strengthens macro-management, plays a role in creation and development, and gives more autonomy and initiative to governments at all levels, especially the provincial level. Supplement and amend the institution to establish an equal mindset between the Central and local levels. Localities have the right to demand and recommend that the Central level have mechanisms and solutions to help localities develop in addition to localities complying with the Central level's directives and directions.

“The recommendations and proposals of localities must be considered seriously, promptly, responsibly by the Central Government and must be answered decisively, within the prescribed time, clearly, and must not limit the development of localities...”, said the General Secretary.

History has shown that the future belongs to those nations that know how to cherish great aspirations and work together for the common good. Under the leadership of the Party, our people have united, joined forces, and achieved many miracles in the cause of national liberation, national reunification, and construction and protection of the socialist Fatherland; we will definitely inherit and promote the traditions of our ancestors, and continue to strive to achieve new miracles in the future. Emphasizing this, on behalf of the Party and State leaders, General Secretary To Lam respectfully thanked and hoped that the revolutionary veterans, meritorious people, and exemplary policy families, with enthusiasm and responsibility, would continue to make contributions to the glorious revolutionary cause of our Party, People, and Nation.
