General Statistics Office signs 2023 terms of reference with Statistics Korea

On the morning of June 7, at the headquarters of the General Statistics Office, Deputy Director General Nguyen Trung Tien and Mr. Hyunglk Ahn, Director General in charge of planning and coordination of the Korean Statistics Office (KOSTAT) signed the Terms of Reference for 2023 of the Project "Supporting the General Statistics Office to improve the quality of official statistics, build a national statistical database and train staff" sponsored by the Korean Statistics Office.

Welcoming and welcoming the delegation of the Korean Statistical Office who visited and worked in Vietnam, Director General Nguyen Thi Huong emphasized that Vietnam and Korea have established diplomatic relations for more than 30 years and in 2022, the two sides upgraded their bilateral relations to Comprehensive Strategic Partnership. Within the framework of close cooperation between the two countries, the cooperation between the two agencies is also increasingly strong. The General Statistics Office has received a lot of technical support and experience sharing from the Korean Statistical Office over the past 20 years to improve statistical capacity.

In 2022, the General Statistics Office and the Statistics Korea officially launched the Project "Supporting the General Statistics Office to improve the quality of official statistics, build a national statistical database and train staff". The project was implemented for 4 years from 2022-2025 and in 2022, the Project achieved a number of good results such as: Successfully developing the overall project plan for the period 2022-2025; Researching and learning to build a statistical quality management system for the General Statistics Office and organizing 4 training courses for civil servants of the General Statistics Office...

In 2023, the Project will focus on the following areas: (i) Building a statistical quality management system; (ii) Plan to build an administrative data management system; (iii) Training on statistics; (iv) Providing equipment for the statistical quality management system.

Also at the reception, Director General Nguyen Thi Huong shared the plan to organize an international conference on ecosystem management, data governance, and data guardianship on August 16, 2023 in Vietnam and hoped that the Korean Statistics Office would pay attention and send experienced experts to attend the conference.

On this occasion, Mr. Hyungik Ahn, Director General of Statistical Policy, Statistics Korea emphasized that thanks to the active support of the General Statistics Office, Statistics Korea has successfully implemented many activities in the past time. At the same time, he expressed his agreement with the construction of statistical quality management systems as well as administrative data management systems. In order to build the above systems, active support and coordination from both sides are needed. Mr. Hyungik Ahn believes that the TOR 2023 Project will achieve the set targets and be successful...

Speaking at the signing ceremony, Deputy Director General Nguyen Trung Tien said that over the past 20 years, the two statistical agencies have carried out many cooperation activities to strengthen and tighten the relationship between the two sides such as exchanging many high-level delegations, sharing statistical experiences and especially KOSTAT has implemented 02 technical assistance projects for the General Statistics Office, of which 01 project ended in 2013 and 01 project is being implemented to help improve the capacity of the General Statistics Office.

The Deputy Director General hopes that KOSTAT will closely follow the Master Plan, closely coordinate with the focal point of the General Statistics Office to successfully build a statistical quality management system, meet the requirements of management and assessment of statistical quality of Vietnam Statistics, and provide equipment suitable for the information technology environment at the General Department. In addition, coordinate with relevant units at the General Department to propose a Plan to build an administrative data management system as well as successfully organize 4 training courses on statistics.

With the spirit of cooperation and responsibility of the parties, Deputy Director General Nguyen Trung Tien believes that the GSO and the Statistics Office of Korea will coordinate closely, arrange resources and create the most favorable conditions to successfully implement the 2023 activities of this technical assistance project.

Also at the signing ceremony, Mr. Hyungik Ahn, Director General of Statistical Policy, Statistics Korea, said that Vietnam is the first country in the top 10 Southeast Asian countries with trade exchanges with Korea and is a key cooperation country of the Korean Government . In the field of statistics, the two countries have had many exciting exchange activities, with over 40 activities. In 2022, the Statistical Cooperation Project between the two countries was officially launched and many activities have been successfully implemented such as consulting, statistical quality management; training in Korea, building training rooms, etc. Based on the achieved results, in the coming time, the Project will aim to build a statistical quality management system in accordance with international standards and the actual situation of Vietnam./.
