Summary of 10 years of implementing Directive No. 38-CT/TU, dated October 29, 2014 of the Provincial Party Standing Committee

On November 27, the Steering Committee for Party and mass organization building in non-state enterprises in Hoa Binh province held a conference to review 10 years of implementing Directive No. 38-CT/TU, dated October 29, 2014 of the Provincial Party Committee Standing Committee on strengthening leadership in Party and mass organization building in non-state enterprises in Hoa Binh province. Comrade Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee chaired the conference. Attending the conference were comrades in the Provincial Party Committee Standing Committee; leaders of departments, branches, sectors and localities.

Over the past years, the awareness of Party committees and organizations at all levels has changed a lot, the leadership in implementing Directive No. 38-CT/TU has been specified from the province to the grassroots. Party committees at all levels have established Steering Committees and working groups; developed Working Regulations, assigned specific tasks to each member; annually developed programs, plans, and directives to organize implementation, organized supervisions, and surveyed the implementation status of subordinates.

Some local Party committees and provincial and district-level unions have devoted time and funds to organizing conferences and meetings between leaders and key officials with business owners to disseminate, thoroughly understand and mobilize business owners to pay attention to and create favorable conditions for the development of the Party and unions. Thereby, the work of developing Party members, establishing Party organizations; developing union members and association members, and establishing union organizations has achieved certain results, especially in developing union members and establishing trade unions.

As of October 31, 2024, the province has 69 party organizations in non-state enterprises, mainly concentrated in the Hoa Binh City Party Committee. In 10 years, the province has admitted 278 party members in non-state enterprises, bringing the total number of party members currently active and working in non-state enterprises to 1,261 comrades. Regarding mass organizations, there are 229 grassroots trade unions with 28,670 union members; 39 grassroots youth union organizations with 696 union members and 3 grassroots veteran association organizations with 45 members.

At the conference, delegates discussed and shared the difficulties, advantages, and effective ways to implement Directive No. 38-CT/TU. At the same time, they contributed their opinions to the draft Directive of the Provincial Party Committee Standing Committee on continuing to strengthen the leadership and direction of building Party organizations and socio -political organizations in non-state enterprises in Hoa Binh province (replacing Directive No. 38-CT/TU).

Speaking at the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council acknowledged the efforts of sectors and localities in implementing Directive No. 38-CT/TU. He suggested that in the coming time, local Party committees and authorities should continue to strengthen the leadership of Party committees, mobilize the participation of the entire political system, promote the dissemination and propaganda of Party and mass organization building in enterprises. Enhance the responsibility of Party committees, members of the Steering Committee and relevant agencies in Party and mass organization building in non-state enterprises; promote the role and responsibility of heads of Party committees, authorities and mass organizations in leading, directing, directly dialogue with business owners, persistently mobilizing, persuading and creating consensus among business owners. Based on the survey of the mass sources, quantity, current situation, scale, and type of non-state enterprises, the Standing Committee of the District Party Committee and the City Party Committee annually develop plans for the development of the Party and mass organizations in non-state enterprises to assign specific tasks and targets for admitting Party members and establishing new Party organizations and mass organizations. Innovate the content and form of Party activities in non-state enterprises in the direction of brevity, quality, focusing on the core and key points; arrange flexible Party cell meeting times so as not to affect production and business.
