Project Summary “Replicating Integrated Waste Management Models through Empowering Informal Workers and Promoting Circular Economy”

(binhdinh.gov.vn) - On the morning of June 12, Quy Nhon City People's Committee coordinated with the United Nations Development Program (UNDP) in Vietnam to organize a workshop to summarize the project "Replicating integrated waste management models through empowering informal workers and promoting circular economy". Attending the workshop were Mr. Nguyen Tu Cong Hoang - Vice Chairman of the Provincial People's Committee; Mr. Erlend Skutlaberg - First Secretary, Embassy of Norway in Vietnam; Mr. Patrick Harveman - Deputy Resident Representative of UNDP Vietnam.

The project “Replicating integrated waste management models through empowering the informal labor sector and promoting the circular economy ” funded by the Norwegian Government has been implemented in Quy Nhon city since 2021. The project's objective is to build models for managing domestic solid waste, including: building material recovery facilities; implementing a model for managing plastic waste in the seafood industry; implementing a waste classification program at source in Quy Nhon city; implementing initiatives to support the informal labor sector. To date, the project has achieved many specific and practical results.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang spoke at the workshop.

In particular, the model of "Fishing boats bringing plastic waste to shore" in the direction of circular economy was piloted at Quy Nhon Fishing Port, attracting the participation of 200 fishing boats. Plastic waste was collected by boats, brought to shore for gathering and sorting before being transferred to the Material Recovery Facility (MRF) and recycling units. This model has contributed to reducing ocean pollution; raising awareness and responsibility of fishermen in protecting the marine environment; promoting the institutionalization of regulations on collecting plastic waste from fishing boats, creating livelihoods for the informal labor force and increasing the value chain of packaging and plastic products.

Mr. Tran Van Vinh - Deputy Head of Binh Dinh Fisheries Sub-Department introduced the net bag provided to fishing boats participating in the model "Fishing boats bring plastic waste to shore".

In addition, the pilot waste classification model at source was organized for more than 13,000 households in Ngo May and Nguyen Van Cu wards (Quy Nhon City) and hundreds of production and business establishments, also contributing to raising public awareness in classifying plastic waste, minimizing plastic waste in the environment.

In particular, the Material Recovery Facility (MRF) model invested and operated in Long My Solid Waste Treatment Area with a capacity of 2 tons of plastic/day is an important link, linking source classification with collection and recycling, contributing to realizing the principle of "waste is a resource" in the circular economy.

In addition, the establishment of the Scrap Collecting Clubs under the International Center for Interdisciplinary Science andEducation (ICISE) is an initiative of profound social significance. Through this, the informal workforce is recognized for their role in the urban waste management system and is given the opportunity to participate in training courses and discussions related to their profession.

Mr. Patrick Harveman - Deputy Resident Representative of UNDP Vietnam committed to accompanying the Vietnamese government in the process of replicating waste management models in other provinces and cities in Vietnam.

At the workshop, delegates focused on discussing challenges in solid waste management such as: limited awareness of the community and businesses about solid waste management; lack of infrastructure for collection, classification and environmentally friendly recycling technology; limited capacity for solid waste management in some localities;... At the same time, delegates also shared experiences, effective practices, and solutions to replicate integrated waste management models through empowering the informal labor force and promoting the circular economy.

Mr. Erlend Skutlaberg - First Secretary, Norwegian Embassy in Vietnam called on the community to work together to protect the ocean, reduce plastic waste and build a more sustainable future for everyone.

Speaking at the workshop, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: The project "Replicating integrated waste management models through empowering informal workers and promoting circular economy" has special significance not only in terms of the environment but also affirms Binh Dinh province's commitment to promoting sustainable development, circular economy and environmental governance.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang thanked the Norwegian Embassy in Vietnam for sponsoring the Project; thanked UNDP, experts, and domestic and foreign partners for accompanying and supporting Binh Dinh province to effectively implement this Project. At the same time, he pledged to continue coordinating with partners to implement programs and projects related to environmental management and protection; and jointly address global challenges, including plastic waste and climate change, towards sustainable development.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang suggested that departments, branches, sectors and localities continue to proactively coordinate with UNDP and experts to discuss and propose solutions suitable to the practical conditions of the province, aiming to replicate the model in a sustainable and effective manner, in line with the 2-level government model in the coming time. Focus on reviewing and perfecting existing waste treatment infrastructure. Integrate circular economy content into sectoral and local development plans, ensuring long-term and sustainability. Research and propose preferential policies, financial or non-financial support for models of waste classification at source, recycling and businesses participating in the waste treatment chain; at the same time, there should be a specific mechanism to support informal workers. Continue to coordinate with the Norwegian Embassy, ​​UNDP, international organizations, scientists and businesses to build a database on plastic waste, complete legal regulations and develop integrated management models at the provincial level. Strengthen community awareness raising activities, focusing on changing consumption and waste disposal habits. Bring environmental education programs to schools, communities and coastal areas.

The workshop honored the Scrap Collection Team with the highest collection achievements for MRF.
