This is a step to standardize data and strengthen asset management in the context of the Trade Union system transitioning to a new organizational model after July 1, 2025.
According to the Plan, the scope of the inventory covers all levels of Trade Unions and Trade Union units under the Vietnam General Confederation of Labor. Including the Trade Union Working Committee, the Labor Relations Committee; central public service units such as the Trade Union University, Ton Duc Thang University, the Institute of Labor Safety and Hygiene Science, the Vietnam General Confederation of Labor Guest House, Labor Newspaper, Labor Publishing House, Trade Union Project Management Board and 10 vocational training facilities.

Provincial and municipal labor federations; central industry unions; affiliated corporation unions; commune, ward, special zone unions and public service units under provincial labor federations must all conduct inventories according to requirements.
The Vietnam General Confederation of Labor emphasized that the inventory must be complete, accurate, public and transparent, and comply with the required schedule. In November - December 2025, the Vietnam General Confederation of Labor will coordinate with the Department of Public Asset Management ( Ministry of Finance ) to organize training and guide the process for implementing units.
Before November 30, 2025, the Chairman of the Provincial Confederation of Labor, the heads of public service units and the heads of assigned units must issue a Decision to establish an Inventory Team, in accordance with the scale and characteristics of asset management at each unit. On the basis of the General Plan, each unit must develop its own inventory plan and be responsible for fully and timely implementation, reporting directly to the Standing Committee of the Presidium of the Vietnam General Confederation of Labor.
The implementation of the general inventory will be carried out flexibly, using many appropriate methods, linked to the professional tasks of each unit so as not to affect regular operations. The Vietnam General Confederation of Labor, the Labor Confederations of provinces and cities and management levels are responsible for urging, guiding, inspecting and promptly handling any problems during the implementation process, starting from October 2025 until the inventory is completed.
After completing the inventory, the provincial-level Labor Federation and the grassroots-level unions will synthesize the results of all affiliated units and send a report to the Vietnam General Confederation of Labor. The deadline for completing the synthesis is before April 10, 2026.
The nationwide inventory is considered an important step in creating a synchronous data platform, helping the Trade Union system improve asset management efficiency, increase transparency and better serve union members and workers in the period of operating under the new model.
