General control of transport business vehicles

The Ministry of Transport has just sent an official dispatch requesting the Ministry Inspectorate, the Vietnam Road Administration, the Vietnam Expressway Administration, the Construction Investment Management Department, the Vietnam Register and the Departments of Transport... to strengthen coordination in the overall control of passenger and cargo transport vehicles using containers.

Previously, the Ministry of Transport received a document from the Ministry of Public Security regarding coordination in the work of general control of passenger transport and container freight vehicles.

In order to seriously and effectively implement the Prime Minister's direction in Directive No. 10/CT-TTg, strengthen coordination in the work of general control of passenger and container freight vehicles as requested by the Ministry of Public Security, the Ministry of Transport requests relevant units, according to their functions and tasks, to proactively develop plans to implement tasks, solutions, and programs to carry out the tasks and solutions assigned in Directive No. 10/CT-TTg, Plan No. 4485/KH-Ministry of Transport and integrate and supplement content to strengthen coordination in the work of general control of passenger and container freight vehicles.

Specifically, the Ministry of Transport requested the Ministry Inspectorate to direct the traffic inspection force to coordinate with local authorities and functional forces to strengthen inspection and handling of acts of encroachment on road traffic infrastructure.

The Ministry Inspectorate and local Departments of Transport direct the traffic inspection force to coordinate with the police force to organize inspections of business activities, road transport business conditions, driver management, and conditions of vehicle operators of organizations and individuals operating passenger transport and container freight transport businesses in the province. Inspect at departure points, resolutely not allowing departure of vehicles that are past their use date, have expired inspection, carry more passengers than prescribed, are overloaded, do not meet technical safety and environmental protection standards, and do not ensure health conditions for drivers; strengthen inspections and handle passenger transport activities at locations where there are "illegal vehicles and illegal stations".

The Ministry of Transport requests the Vietnam Road Administration and the Vietnam Expressway Administration to proactively inspect the safety conditions of works and traffic infrastructure; review the system of painted lines, traffic signs, guardrails, traffic lights, reflective warning devices, speed bumps at intersections, road sections with steep slopes, narrow curves, limited visibility, locations where residential roads are opened, etc.; assess and survey to identify "black spots", potential traffic accident spots, locations and areas where markets are often held, places with schools, and large crowds along main traffic routes, with potential traffic safety risks, in order to have timely solutions.

The Ministry of Transport also requested the Departments of Transport to require organizations and individuals operating in the transport business to sign a commitment to comply with regulations on ensuring traffic safety, not to hand over vehicles to people who are not qualified or capable of driving, people who have used alcohol, beer, or show signs of using drugs or other stimulants.

The Vietnam Automobile Transport Association needs to strengthen propaganda, dissemination and education for its members to strictly comply with the provisions of the law on traffic safety and order and regulations on passenger and cargo transport business activities.
