On March 30, the People's Committee of Tuan Chau Ward (Ha Long City) held an inauguration ceremony and installed a signboard for the Project to Renovate, Upgrade and Expand Road 17, Ward 3, one of the projects to welcome the Party Congresses at all levels for the 2025-2030 term of the city. At the same time, it marked the city's 64th project, which was invested entirely with socialized capital according to the policy of Resolution No. 21-NQ/TU of the Standing Committee of the Ha Long City Party Committee issued on December 31, 2020 on investment, renovation and upgrading of infrastructure of residential areas and urban areas formed before 2005 in the city.
Group 17 Road (Ward 3, Tuan Chau Ward) is one of the important traffic routes, serving the needs of travel, daily life and socio -economic development of the people in the ward. The road was built in 2004, with a length of more than 500m, a road surface width of 3m. Due to the narrow, cramped and increasingly degraded road surface, many potholes have appeared, leading to many traffic accidents and collisions, especially during the rainy and stormy season. This not only affects daily life but also hinders the economic development and connectivity of the area.
In order to ensure traffic safety for people, contribute to urban beautification and promote socio-economic development, in December 2024, Tuan Chau Ward People's Committee organized propaganda and mobilized units, businesses and people in the area to actively participate in contributing funds and donating land to upgrade and expand the road.
With the right policy, in line with the people's wishes, the road quickly received support from units, businesses and people with an amount of 1.2 billion VND and households also voluntarily donated over 2,000m2 of land to widen the road surface to 6m. In February 2025, the road was officially started by the Ward People's Committee and completed and put into use after just over a month of construction.
Thus, after more than 5 years of implementing Resolution No. 21-NQ/TU, the whole city has had a total of 250 projects and works with a total investment of nearly 1,400 billion VND. Of which, there are up to 64 projects invested from socialized sources with an amount of over 15 billion VND in many fields, such as: Modernizing traffic routes, technical infrastructure; cultural facilities serving people's daily life; renovating and repairing village and neighborhood cultural houses; playgrounds for children and youth, installing lighting... Notably, during the implementation of the works, nearly 3,500 households voluntarily donated over 153,000m2 of land with a total value of over 291 billion VND.
