How are the management boards assigned large capital in Ho Chi Minh City disbursing?

Some Project Management Boards in Ho Chi Minh City that have been assigned large capital are accelerating their disbursement progress and aiming to reach 100% disbursement by 2025.

On November 6, the Traffic Construction Investment Project Management Board (Traffic Board) said that in 2025, the Board was assigned a capital plan of 17,016 billion VND. By the end of October, the disbursed capital was 8,526 billion VND.

The Transport Department plans to disburse all assigned capital within the public investment period of 2025 (until the end of January 2026).

However, a representative of the Traffic Department said that the unit's disbursement target is facing difficulties due to the slow handover of land by localities for project construction.

Furthermore, changes due to mergers when implementing two-level government affect public investment disbursement plans.

In addition, the scarcity of construction materials disrupts construction projects, affecting construction progress, and consequently affecting disbursement progress.

Another management board that was also assigned a large amount of capital is the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (Infrastructure Project Management Board) which in 2025 was assigned a public investment capital plan of VND 7,654 billion for 111 projects.

Of which, construction capital is 6,694 billion VND (accounting for 87.45%), compensation capital for site clearance is 960 billion VND (accounting for 12.55%).

By the end of October 2025, the Infrastructure Project Management Board had disbursed 3,831 out of a total of 7,654 billion VND, reaching a rate of more than 50%, of which 3,317 billion VND was disbursed for construction and installation capital and 513.5 billion VND for site clearance compensation capital.

The representative of the Infrastructure Project Management Board said that in 2025, the Board plans to disburse 100%.

To achieve the goal, the Infrastructure Project Management Board requested localities to support the handover of land for the construction of the Project on dredging, improving the environment, and building infrastructure for Xuyen Tam canal; Project on dredging the drainage axis of Xom Cui canal, Binh Hung commune; Project on urgently upgrading and reinforcing the irrigation system on the right bank of the Saigon river through Dong Thanh commune and An Phu Dong ward...
