Ho Chi Minh City approves the establishment of an appraisal council for the Can Gio - Vung Tau sea bridge and road project.

The Can Gio - Vung Tau sea bridge and road project, spanning 14km including a 3.1km underwater tunnel, has an estimated preliminary investment of approximately 104,410 billion VND.

The Ho Chi Minh City People's Committee has recently sent a document to relevant departments, agencies, and units regarding the appointment of agency leaders to participate in the Appraisal Council for the proposed investment plan for the Can Gio - Vung Tau connecting road and bridge project under the public-private partnership (PPP) method.

Based on the proposal from the Department of Finance, the People's Committee of Ho Chi Minh City approves the principle of establishing a Council to appraise the investment policy proposal report prepared and proposed by Vingroup Group. Relevant agencies and units are requested to promptly issue documents appointing their leading representatives to participate in the Appraisal Council to appraise the investment policy proposal report in accordance with regulations.

The city has instructed the Ho Chi Minh City Department of Internal Affairs to urgently review the content of the submission from the Department of Finance regarding the establishment of the Appraisal Council, to be completed before December 17th.

The Ho Chi Minh City Department of Finance is tasked with receiving and finalizing the appraisal opinions of the Department of Internal Affairs (if any); and urgently advising and proposing to the city to issue a decision to establish an Appraisal Council to appraise the investment policy proposal report before December 19th.

The Can Gio - Vung Tau sea bridge and road project starts at Bien Dong 2 Road - Can Gio reclaimed land urban area (Can Gio commune), and ends at the planned Sao Mai - Ben Dinh road intersecting with 30-4 Road (Tam Thang ward). In terms of scale, the Can Gio - Vung Tau sea bridge and road project is 14km long, including approximately 3.1km of underwater tunnel.

The preliminary total investment for the project is estimated at approximately VND 104,410 billion (including interest during the construction period), fully funded by the investor. The project does not utilize public investment funds; the State will compensate with reciprocal land funds.

Regarding the implementation timeline, Vingroup Group anticipates that construction will begin in June 2026 and be completed and put into operation in the second quarter of 2029.
