Urgently find more sand and stone sources for beltway 3
Faced with this situation, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong has just signed an official dispatch conveying the opinion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, requesting the materials team to urgently work with Tien Giang, Vinh Long, and Ben Tre to open more sand mines.
At the same time, increase the exploitation capacity of existing mines to ensure enough sand for construction on schedule.
In addition, the City Traffic Construction Investment Project Management Board (Traffic Board) was assigned to proactively coordinate with contractors to find alternative sources of sand.
Regarding stone materials, the Ho Chi Minh City People's Committee assigned the Traffic Department to work with the Department of Agriculture and Environment of Dong Nai and Binh Duong provinces to facilitate support for supply.
Contractors are also required to urgently sign contracts to supply stone and bring materials to the construction site.
The Chairman of the Ho Chi Minh City People's Committee also requested the Traffic Department to urgently review all bidding documents, construction contracts and legal regulations related to cost management and material licensing procedures, thereby considering and promptly supporting contractors in handling arising difficulties.
Handling problems beyond authority must be reported immediately.
According to the Ho Chi Minh City People's Committee, in case of problems beyond its authority, the Traffic Department must report to the Ho Chi Minh City People's Committee for timely direction, not allowing the delay to continue.
The Department of Construction previously emphasized that many contractors reported difficulties in the mining licensing process and difficulty accessing material sources due to overlapping administrative procedures between provinces, making it difficult to gather materials.
To ensure the progress of the entire project, the Chairman of the Ho Chi Minh City People's Committee requested the Traffic Department to fully comply with the direction of the Department of Traffic and Public Works (now the Department of Construction) issued on April 29, 2025.
Specifically, it is necessary to make a detailed progress plan for each bid package, ensuring feasibility, science and compliance with regulations, and submit it to the City People's Committee and the Department of Construction before June 10, 2025.
The Board is also assigned to increase the number of project managers, who are qualified and experienced. At the same time, it operates according to the "6 clear" principle: clear people, clear work, clear time, clear responsibility, clear product and clear authority.
Another key task is to inspect, review and re-evaluate all contractors participating in the project. Contractors who are behind schedule will be reviewed and dealt with, and specific reports will be sent to the Department of Finance and the Department of Construction to remove bottlenecks.
Review results after "green channel"
Recently, Ho Chi Minh City issued a document requesting provinces and functional agencies to coordinate and support the creation of a "green channel" to transport sand to serve the construction of the Ho Chi Minh City Ring Road 3 project.
Accordingly, the results of the procedure inspection of sand barges are shared and recognized by the stations with each other (shortening the procedure time - PV).
Talking to Tuoi Tre Online about this issue, at noon on June 5, a representative of the Ho Chi Minh City Traffic Department said that related units and contractors are summarizing results and evaluating activities through the "green channel".
"After having full and specific results, we will respond to Tuoi Tre newspaper," the representative affirmed.
