Ho Chi Minh City sets start date for expanding National Highway 22 to Tay Ninh

The National Highway 22 expansion project (from An Suong intersection to Ring Road 3, Ho Chi Minh City) is completing investment preparation procedures to start construction in the second quarter of 2026.

The Ho Chi Minh City People's Committee has just issued a document agreeing with the proposal of the Department of Construction on the Detailed Plan for implementing Component 3 Project (construction of the main road) to expand National Highway 22 from An Suong intersection to Ring Road 3, under the public-private partnership (PPP) method, BOT contract type (build - operate - transfer).

According to the detailed plan approved by the City People's Committee, the preparation, appraisal and approval of Component Project 3 will be carried out in the fourth quarter of 2025.

Then, the selection of investors will be organized in the first quarter and early second quarter of 2026. Construction will start in the second quarter of 2026 and be completed in 2028.

To ensure the progress of the groundbreaking ceremony, the Chairman of the Ho Chi Minh City People's Committee assigned departments, branches, localities and related units to prioritize the assigned tasks to implement Component Project 3 to ensure progress according to the set plan.

The Department of Construction is assigned to be the focal point to urge relevant departments, branches and units to properly implement the content and progress according to the plan. In case of difficulties or problems beyond its authority, it must promptly report and propose to the City People's Committee for consideration and direction.

The project to upgrade and expand National Highway 22 (section from An Suong intersection to Ring Road 3) over 8 km long was approved by the City People's Council in principle to expand to 10 lanes by February 2025 with a total investment of VND 10,424 billion.

Of which, the cost of compensation and resettlement support is 6,227 billion VND, implemented from the City budget.

The cost for investors to expand the road under the BOT form is 4,190 billion VND.

It is known that currently there are at least 3 investors interested and sending proposals to the People's Committee of Ho Chi Minh City to participate in investing in expanding National Highway 22 including: Trung Nam Group; Joint Venture of 168 Vietnam Construction Group Joint Stock Company - Dac Dao Construction Joint Stock Company - Dong Thuan Ha Company Limited; 194 Construction Investment Corporation Joint Stock Company.

National Highway 22 is a vital route connecting Ho Chi Minh City with Moc Bai international border gate of Tay Ninh province, playing an important role in trade between Vietnam and ASEAN countries.

However, this road is currently only 36 - 40 meters wide, with two car lanes and one motorbike lane on each side, so traffic jams often occur, especially during rush hour.
