From policy to action
To ensure that poverty reduction efforts are truly effective, Tay Ninh province focuses on improving the organizational structure and operational mechanisms at the grassroots level. The Department of Agriculture and Environment advises the Provincial People's Committee to strengthen the Steering Committee for reviewing poor and near-poor households in the province. Communes and wards issue decisions to establish Steering Committees for reviewing poor and near-poor households to create uniformity and consistency in the implementation process.
A review of the poverty reduction situation in communes and wards after July 1, 2025, shows that the province still has 3,027 poor households, accounting for 0.37% of the population. Tay Ninh aims to further reduce poverty by 13.5% by the end of the year, equivalent to 409 households, bringing the estimated poverty rate to 0.32% by the end of the year. This result reflects the province's efforts, especially in the context of operating a two-tiered local government system.

Local authorities are actively caring for the poor and disadvantaged households, viewing this as an important and long-term task for the entire political system.
In 2025, the central government allocated over 84 billion VND directly to implement the National Target Program for Sustainable Poverty Reduction, including over 81 billion VND for recurrent expenditures. By the end of July 2025, the disbursement rate had only reached 0.42%, due to the impact of administrative restructuring and changes. Furthermore, many poor households lacked sufficient matching funds, and working-age individuals were ill or lacked vocational skills, leading to limited participation in livelihood projects.
However, local authorities have determined that poverty reduction is not just about providing material support, but about giving opportunities and inspiring the will to strive for a better life in each individual. A prime example in this "battle" against "poverty" is the family of Ms. Nguyen Thi Mong Dao (residing in Binh Hoa hamlet, Tan Tru commune). In her small kitchen, filled with the fragrant aroma of golden fried bananas, Ms. Dao recounts her family's journey of overcoming hardship. Having no land for farming and being a poor household for many years, thanks to a loan of over 90 million VND from policy credit funds, she boldly opened a grocery store and maintained her fried banana selling business, helping her family stabilize and escape poverty sustainably. "Thanks to this small business, my husband and I gradually revived our family's economy. There were times when we thought we couldn't survive, but I thought that as long as we have strength and willpower, we will find a way to make a living. Poverty is not scary, only the unwillingness to strive is scary!" - Ms. Dao shared.

Thanks to access to loan capital, Ms. Nguyen Thi Mong Dao's family has gradually risen out of poverty and achieved sustainable economic stability.
Tay Ninh province aims to eliminate all poor households according to the central government's poverty standards by the end of 2030. To achieve this, the province will accelerate the disbursement of funds, guide localities in effectively implementing poverty reduction projects; review and update information on poor and near-poor households, and promptly implement support policies and preferential credit for the people. Simultaneously, it will separate the group of poor households that are no longer able to work to provide them with specific support. In addition, the province will strengthen propaganda, foster self-reliance, promote the spirit of mutual assistance, and consider poverty reduction as an important and long-term task for the entire political system.
Give opportunities, inspire the will to strive for success.
Experience shows that to help people escape poverty sustainably, it's not just about providing material support, but about giving them a "fishing rod" instead of a "fish," so they can rise up on their own strength and determination. Joining hands for a prosperous life for the people, the Provincial Women's Union is implementing the "Support for Women's Entrepreneurship Project 2017-2025" in conjunction with the National Target Program for Sustainable Poverty Reduction.
The project, implemented by all levels of the Women's Union, closely met practical needs, fostering a spirit of innovation and aspiration among women. Accordingly, the Union has helped over 2,500 women acquire knowledge and skills for starting businesses and entrepreneurship; and supported nearly 1,000 women in accessing loan capital, totaling over 15 billion VND. In addition, the "Creative Women - Entrepreneurship" competition has become increasingly high-quality, attracting 135 startup ideas and projects.

The Women's Union of Nhon Hoa Lap commune provides capital support to its members to start businesses (growing jackfruit) to develop their economy and escape poverty.
Furthermore, the Women's Union at all levels coordinated the establishment of 29 cooperatives, exceeding the target for the 2021-2025 period by over 181%. Currently, the province has 61 cooperatives with women participating in the management board, comprising more than 1,000 members, contributing to job creation, income improvement, and affirming the role of women in the development of agricultural and service economies.
According to Phan Thi Thuy Van, Vice Chairwoman of the Vietnam Fatherland Front Committee of the province and also Chairwoman of the Provincial Women's Union: “The Women's Union at all levels has proactively and effectively implemented activities connecting women with credit institutions, especially the Social Policy Bank and the Agricultural and Rural Development Bank. The total outstanding loan balance reached over 6,000 billion VND, with more than 100,000 members receiving loans. The quality of management, inspection, and supervision has been improved, ensuring both the safety of capital and helping members use capital for the right purposes and effectively. Policy credit capital has truly become a practical support, helping women develop their economy, build prosperous, progressive, and happy families, while consolidating the prestige and attractiveness of the Women's Union organization.”
Thanks to the synchronized implementation of various solutions, the Women's Union at all levels has helped more than 3,400 households escape poverty and near-poverty. This result affirms the role of women in the province's sustainable poverty reduction efforts.
Disseminating livelihood models at the grassroots level.
In Tan Tay commune, one of the province's characteristic agricultural localities, the spirit of "giving opportunities to rise up" has become the guiding principle in supporting people to escape poverty. Thanks to the decisive leadership of the Party committee and the government, along with the involvement of the entire political system, the livelihood support program has been implemented flexibly and tailored to the specific circumstances of each household. People not only have access to preferential capital but also receive technical guidance and vocational training, thereby confidently transforming the structure of crops and livestock, forming many small but effective production models.

Among them, the family of Ms. Nguyen Thi Meo (residing in La Khoa hamlet) was one of the exemplary households receiving support. Her family is classified as near-poor and still faces many difficulties. With the support of one beef cow from the local government, she learned livestock farming techniques, and as a result, the cow thrived and provided her with an additional source of income, helping her family improve their lives.
According to Pham Thi My Phung, Vice Chairman of the People's Committee of the commune: "We have determined that to achieve sustainable poverty reduction, we must thoroughly understand the circumstances of each household and provide support that meets their needs. In addition to capital, the commune assigns the Fatherland Front and other socio-political organizations to be responsible for each household to encourage and guide people in production, crop and livestock diversification, and the development of new occupations. The goal is not only to reduce the number of poor households but also to help people change their mindset and confidently take control of their lives."

The model of supporting livelihoods for poor and disadvantaged women provides further motivation for women to strive independently and improve their lives.
Currently, sustainable poverty reduction efforts in the locality face numerous difficulties such as limited production techniques, small-scale operations, lack of consumption linkages, and the persistent risk of re-poverty. However, with the spirit of "leaving no one behind," the locality continues to review each case; strengthen appropriate models; and plans to disburse funds in November 2025; ensuring that people receive timely, effective, and targeted benefits from the policies.
Creating sustainable livelihoods is an effective way to reduce poverty. It's not just about providing capital or technical support, but about empowering people to confidently take control of their lives. With the right direction, the involvement of the entire political system, and the consensus of the people, all levels, sectors, and localities in the province are gradually realizing the goal of sustainable poverty reduction, aiming for a just, compassionate, and developed society.
