From policy to action
In order to ensure effective poverty reduction, Tay Ninh focuses on perfecting the apparatus and management mechanism right from the grassroots level. The Department of Agriculture and Environment advised the Provincial People's Committee to complete the Steering Committee for reviewing poor and near-poor households in the province. Communes and wards issued decisions to establish Steering Committees for reviewing poor and near-poor households to create unity and synchronization in the implementation process.
Through reviewing the current status of poverty reduction work in communes and wards after July 1, 2025, the whole province still has 3,027 poor households, accounting for 0.37% of the population. Tay Ninh aims to reduce the number by 13.5% by the end of the year, equivalent to 409 households, with an estimated poverty rate of 0.32% by the end of the year. This result reflects the province's efforts, especially in the context of operating a two-level local government.

Localities actively care for the poor and households in difficult circumstances, considering this an important, long-term task of the entire political system.
In 2025, the central budget allocated more than VND 84 billion to directly implement the National Target Program on Sustainable Poverty Reduction, of which more than VND 81 billion was public capital. By the end of July 2025, the disbursement rate had only reached 0.42%, due to the impact of the merger and change in administrative structure. In addition, many poor households do not have enough counterpart capital, people of working age are sick or lack vocational skills, leading to limited participation in livelihood projects.
However, localities have determined that poverty reduction is not only about material support but also about giving opportunities and arousing the will to rise up of each person. A typical example in the "war" against "poverty" is the family of Mrs. Nguyen Thi Mong Dao (residing in Binh Hoa hamlet, Tan Tru commune). In the small kitchen filled with the fragrant smell of batches of golden fried bananas, Mrs. Dao told about her family's journey of overcoming difficulties. Having no land for production, having been a poor household for many years, thanks to a loan of more than 90 million VND from policy credit capital, she boldly opened a grocery store and maintained the business of selling fried bananas, helping her family stabilize and escape poverty sustainably. "Thanks to small business, my husband and I gradually revived the family economy. There were times when we thought we couldn't survive, but I thought that as long as we had the strength and will, we would find a way to make a living. Poverty is not scary, it's just scary not to rise up!" - Mrs. Dao shared.

Thanks to loan support, Ms. Nguyen Thi Mong Dao's family has gradually risen above poverty sustainably.
Tay Ninh strives to have no poor households according to the Central standards by the end of 2030. To achieve this result, in the coming time, the province will accelerate capital disbursement, guide localities to effectively implement poverty reduction projects; review and update poor and near-poor households and promptly implement support policies and preferential credit for people. At the same time, separate groups of poor households that are no longer able to work to have separate support directions. Along with that, the province will strengthen propaganda, arouse the will to self-reliance, promote the spirit of "mutual love and affection", considering poverty reduction as an important and long-term task of the entire political system.
Give opportunities, inspire the will to rise up
Practice shows that to help people escape poverty sustainably, the important thing is not only to provide material support but also to give them a “fishing rod” instead of “a fish”, so that they can rise up by their own efforts. Joining hands for the prosperous life of the people, the Provincial Women's Union (VWU) has implemented the Project “Supporting Women to Start a Business in the 2017-2025 period” associated with the National Target Program on Sustainable Poverty Reduction.
The project was implemented by the Women's Union at all levels to meet practical needs, arousing the spirit of innovation and the desire to rise up of women. Accordingly, the Union has helped more than 2,500 women to be equipped with knowledge and skills to start a business and start a business; supported nearly 1,000 women to access loans, with an amount of more than 15 billion VND. In addition, the "Women's Innovation - Start-up" contest is increasingly of high quality, attracting 135 ideas and start-up projects.

Not stopping there, the Women's Union at all levels coordinated to establish 29 cooperatives, achieving more than 181% of the target for the 2021-2025 period. Currently, the whole province has 61 cooperatives with women participating in the management board with more than 1,000 members, contributing to job creation, increasing income and affirming the role of women in the development of agricultural and service economy.
Vice President of the Provincial Vietnam Fatherland Front Committee, also President of the Provincial Women's Union Phan Thi Thuy Van said: "The Unions at all levels have proactively and effectively implemented activities to connect women with credit institutions, especially the Social Policy Bank and the Bank for Agriculture and Rural Development. The total outstanding debt has reached more than 6,000 billion VND, with more than 100,000 members receiving loans. The quality of management, inspection and supervision has been improved, both ensuring the safety of capital sources and helping members use capital for the right purposes and effectively. Policy credit capital has truly become a practical support, helping women develop the economy, build prosperous, progressive and happy families, while strengthening the prestige and attraction of the Union organization."
Thanks to the synchronous implementation of many solutions, the Women's Union at all levels has helped more than 3,400 households escape poverty and near-poverty. This result has affirmed the role of women in the province's sustainable poverty reduction.
Spreading livelihood models at the grassroots level
In Tan Tay commune, one of the typical agricultural localities of the province, the spirit of "giving opportunities to rise up" has become a guiding principle in supporting activities to help people escape poverty. Thanks to the strong direction of the Party Committee, the government and the participation of the entire political system, the livelihood support program has been implemented flexibly, closely following the circumstances of each household. People not only have access to preferential capital but also receive technical guidance and vocational training, thereby boldly transforming the structure of crops and livestock, forming many small but effective production models.

With the support of the locality, she learned breeding techniques, thanks to which the cow grew healthily and had an additional source of income, helping her family improve their lives.
Vice Chairwoman of the Commune People's Committee Pham Thi My Phung said: "We determined that if we want to sustainably reduce poverty, we must grasp the circumstances of each household and provide support according to their needs. In addition to capital, the commune assigns the Fatherland Front and socio-political organizations to be in charge of each household to encourage and guide people in production, convert crops and livestock, and develop new jobs. The goal is not only to reduce the number of poor households but also to help people change their mindset and confidently take control of their lives."

The Livelihood Support Model for Poor Women and Women in Difficult Circumstances motivates women to make efforts to stabilize their lives.
Currently, the work of sustainable poverty reduction in the locality is facing many difficulties such as limited production techniques, small scale, lack of consumption linkage, and the risk of falling back into poverty. However, with the spirit of "leaving no one behind", the locality continues to review each case; consolidate appropriate models; and is expected to disburse capital in November 2025; ensuring that people benefit from policies in a timely, effective and targeted manner.
Creating sustainable livelihoods is an effective measure to reduce poverty. It is not only about providing capital or technology but also about empowering people to confidently take control of their lives. With the right direction, the participation of the entire political system and the consensus of the people, all levels, sectors and localities in the province are gradually realizing the goal of sustainable poverty reduction, towards a fair, humane and developed society./.
