Ho Chi Minh City: Many policies are expected to support students from disadvantaged groups.

(NLDO) - The Ho Chi Minh City People's Committee has submitted a draft to the City People's Council on a number of specific policies to support students from disadvantaged groups in the area.

On October 30, the Ho Chi Minh City People's Committee drafted a document to submit to the City People's Council on promulgating a Resolution regulating a number of specific policies to support students from disadvantaged groups in Ho Chi Minh City, from the 2025-2026 school year.

Applicable objects

- Kindergarten children, high school students, and students studying at continuing education facilities under the general education program who are orphans of both parents.

- Preschool children, primary school students, and students studying at vocational training facilities under the general education program are people with disabilities.

- Preschool children, primary school students, and students studying at continuing education facilities under the general education program whose father or mother or both parents or grandparents (in case of living with grandparents) are from poor or near-poor households according to regulations of the Prime Minister .

- Preschool children and primary school students are beneficiaries of social allowances according to the provisions of Clause 1 and Clause 2, Article 5 of Decree 20/2021 of the Government .

- Preschool children residing in Thanh An commune are studying at public preschools in Thanh An commune. High school students residing in Thieng Lieng hamlet, Thanh An commune are studying at public educational institutions in the city.

Support content

Regarding the revenue from service revenues to support educational activities as stipulated in Resolution No. 18/2025 of the People's Council, it is proposed to support money for: Organization, service, management and cleaning services for boarding schools. Supporting the above costs helps reduce the financial burden, to ensure that children and students in disadvantaged circumstances in the city have the opportunity to be cared for, nurtured and study in a safe and stable environment.

For the fees for organizing school programs outside of regular school hours, we propose to support: Money for organizing foreign language classes with foreigners; Money for organizing life skills classes; Money for organizing swimming lessons.

In addition, the City People's Committee continues to propose to continue implementing the policy: Support lunch money for preschool children residing in Thanh An commune who are studying at public preschools in Thanh An commune; Support boat fare and lunch money for students residing in Thieng Lieng hamlet, Thanh An commune who are studying at public general education facilities including primary, secondary and high schools in the city.

Support options

Option 1: Support 100% of the cost of organizing the following contents according to the actual revenue at educational institutions: Services for organizing, serving, managing and cleaning boarding schools; Cost of organizing foreign language classes with foreigners; Cost of organizing life skills teaching; Cost of organizing swimming lessons.

Option 2: Support 50% of the cost of organizing the following contents according to the actual revenue at educational institutions: Services for organizing, serving, managing and cleaning boarding schools; Cost of organizing foreign language classes with foreigners; Cost of organizing life skills teaching; Cost of organizing swimming lessons.

For students of Thanh An commune:

- Support lunch money for preschool children residing in Thanh An island commune who are studying at public preschools in Thanh An island commune with support level: 160,000 VND/month.

- Support lunch and ferry fees for students residing in Thieng Lieng hamlet, Thanh An commune who are studying at public general education institutions including primary, secondary and high schools in the city with specific support levels as follows: Ferry fee: 440,000 VND/student/month. Lunch fee: 550,000 VND/student/month.

Funding source is from the city budget according to current budget decentralization.

According to the City People's Committee, by the end of the 2024-2025 school year, the number of disadvantaged students will be 17,810 (orphans: 648; disabled: 4,541; poor households: 6,221; near-poor households: 6,400).

The proposed support level for developing the implementation budget estimate is the maximum level according to Resolution No. 18/2025 for boarding organization, service, management and cleaning services.
